City of Tukwila Thomas McLeod, Mayor INFORMATIONAL MEMORANDUM TO: Council Work Session FROM: Chief Eric Dreyer BY: Deputy Chief Eric Lund CC: Thomas McLeod DATE: 11/24/2025 SUBJECT: FLOCK ALPR Presentation — Council Work Session ISSUE With public attention regarding the police department's use of FLOCK automated license plate readers (ALPR) cameras, the Council asked the Police Department to provide an informational presentation on the FLOCK system and how the department is using the data generated by the cameras. There was also added questions from Council about the ability of the city to protect the data that is collected/shared by the FLOCK cameras. BACKGROUND The police department has been utilizing the FLOCK ALPR cameras since 2023. The PD currently has 28 cameras installed in the city, with locations in the Central Business District and along Tukwila International Blvd. There are no cameras in residential neighborhoods. Data used in investigations is not real-time and relies on retroactive searches to analyze the data. The PD has a Tr rn..p r ngy Portal that provides the public with access to department policy and usage statistics. DISCUSSION The police department is providing the information in the presentation to provide understanding to the Council about how the police department uses the data from the FLOCK ALPRs and how that data is protected. Both Chief Eric Dreyer and Deputy Chief Lund will be available for Q&A as part of the presentation. FINANCIAL IMPACT N/A RECOMMENDATION Information Only. ATTACHMENTS Flock ALPR Power Point Presentation Flock Safety ALPR: Balancing Public Safety and Privacy TUKWILA POLICE What is Flock Safety • Tukwila PD has 28 Flock "Falcon" ALPR cameras installed in the city since 2023. • Installation locations were selected based on 911 call volume. + Central Business District + Tukwila International Blvd + 0 cameras in residential areas • In 2022, 46,000 vehicle thefts in WA. Highest per capita rate in the United States + 14,000 vehicles stolen in King County alone. + 885 vehicles stolen in Tukwila in 2023. Decreased to 604 in 2024. + Vehicles used when committing other crimes FACNI TKEN HEIGHTS W Community Concerns • Surveillance • Privacy Considerations • UW Report • Public Records Requests 4 How FLOCK ALPR Works • Flock Safety ALPR uses cameras that take photographs of the REAR of all passing vehicles. + Registration info is not included, only a photo of the license plate • License plates are compared with the National Crime Information Center, as well as state and local police watch lists. • Officers receive real time alerts or "hit" when a wanted vehicle passes a camera. • Data is deleted after 30 days (Unless saved as evidence). • Officers and Detectives can search using vehicle description and partial license plates. 0) Privacy Concerns • Data Retention: 30-day automatic deletion + Unless saved as evidence of a crime by an officer • Access Controls: Only authorized personnel can view or search data • Audit Logs: Every search is logged and reviewable + Must have an incident or case number when searching • Data: Owned by Tukwila PD, not Flock • Tukwila PD decides who to share data with. 6 UW Report • Mass Data Collection + Collect data on all vehicles, not just those suspected of crimes • Data collected is vehicle based, not identity based • Concerns of mass -surveillance • Officers are not viewing live data unless an alert is received THE HEN • Sharing data with Federal law enforcement agencies related to immigration enforcement + Tukwila PD has never shared and complies with the Keep Washington Working Act + Only share with local and county law enforcement in WA, ID, OR. • "Side Door" and "Back Door" access • National Look -Up tool turned off by TPD when program was launched by Flock • Neither Flock or TPD were contacted by UW for comment or info. co Public Records Requests • Skagit County ruling • Court decided that ALL photos are subject to public records request • Impact minimal to Tukwila. • 5 Flock specific records requests since 2024. One included over 54,000 images (5/10/25). TPD receives on average over 350 Public Records requests monthly. Public Safety • Approximately 300 stolen vehicles recovered in Tukwila due to Flock alerts. • Recent examples • March 2025 - S. 140th & TIB fatality hit and run involving pedestrian. "White car" identified using Flock. Suspect located and arrested within 2 hours. Significant evidence recovered. June 2025 - Suspects committed an armed robbery in Auburn and left in a vehicle. License plate entered into hotlist. Officer finds vehicle in the Central Business District and arrests all three occupants. Officer also learned same suspect had just committed a strong-arm robbery of a person in Tukwila right before being arrested. July 2025 - Shooting suspect from Kansas City located in Tukwila because of Flock alert. Suspect arrested and returned to Kansas City July 2025 - Armed robbery at a retail location. Suspect left in a "gray SUV". Detectives were able to obtain license plate using Flock and obtain a significant lead. Council recently required ALPR cameras for marijuana dispensaries during zoning change. This was due to safety concerns at these businesses. Ordinance 2769 Section 2.D.
