SUMMARY
The City and i2 Strategies are in the final stages of drawing down the remaining residents
in the church network. The City intends to cease operating the network at the end of the
calendar year, coinciding with the expiration of its King County homelessness grant. i2
Strategies continues to support relocation of remaining individuals into appropriate
housing. Additional contract authorization is needed to complete the work. All work since
July, 2025 is reimbursable from the King County Grant.

SUBJECT: Contract Amendment with Innovative Impact Strategies, LLC
ISSUE
Staff is requesting approval to amend Contract #23-166 with Innovative Impact Strategies (i2
Strategies), LLC to increase the total contract amount to $839,500 and extend the contract term
through March 31, 2026.
BACKGROUND
In 2023, the City of Tukwila contracted with i2 Strategies to assist in addressing the influx of
asylum seekers residing at Riverton Park United Methodist Church (RPUMC) and other
locations in the City.
i2 Strategies, with extensive experience in homelessness response, has been instrumental in
supporting the City's efforts to safely and responsibly draw down the RPUMC site and transition
asylum seekers into more stable housing. Their work has included:
• Providing on -site staffing and coordination at RPUMC.
• Assisting with move -outs and relocations.
• Supporting City oversight of asylum seekers placed at the Econo Lodge.
• Helping establish and manage a network of churches providing temporary housing.
• Assisting with ongoing housing placement efforts for individuals leaving the church
network.
i2 Strategies allows the City to augment staffing capacity without hiring additional employees,
providing flexibility during a rapidly evolving humanitarian response.
DISCUSSION
The City and i2 Strategies are in the final stages of drawing down the remaining residents in the
church network. The City intends to cease operating the network at the end of the calendar
year, coinciding with the expiration of its King County homelessness grant. i2 Strategies
continues to support relocation of remaining individuals into appropriate housing.
On March 3, 2025, the City Council authorized an agreement with i2 Strategies in the amount of
$745,000. Subsequently, the Mayor executed an administrative amendment adding $58,000,
bringing the total to $803,000.
To complete the remaining work and carry operations through year-end, staff is requesting an
additional $36,500, bringing the new total not -to -exceed amount to $839,500.
These funds will support i2 Strategies' ongoing staffing costs, minor operational costs
associated with the church sites, and pass -through housing expenses.

FINANCIAL IMPACT
Since July, the City has billed 100% of i2 Strategies related costs to the King County
Homelessness Grant. The additional requested funds are also eligible for full reimbursement by
King County. The revised not -to -exceed contract amount will be $839,500.
RECOMMENDATION
Authorize the Mayor to execute a contract amendment with i2 Strategies, LLC to increase the
total contract amount to $839,500 and extend the contract through March 31, 2026.

Between the City of Tukwila and Innovative Impact Strategies, LLC
That portion of Contract No. 23-166 between the City of Tukwila and Innovative Impact Strategies,
LLC is hereby amended as follows:
Section 3: Duration of Agreement. Time for Performance. The end date of the agreement
is hereby extended to March 31, 2026 and the date by which the Consultant shall perform
all services and provide all work required pursuant to the Agreement is hereby extended
through December 31, 2025.
Section 4. Payment. The not to exceed amount referenced in Subsection A, and as
modified in amendments #2, #4, and #5, is hereby increased to $839,500.
All other provisions of the contract shall remain in full force and effect.
