CALL TO ORDER/PLEDGE OF ALLEGIANCE
Mayor McLeod called the Special Meeting of the Tukwila City Council to order at B:31 p.m. directly
following the Committee of the Whole meeting.
ROLL CALL
Jennifer Marshall, Deputy City Clerk, called the roll of the Council. Present at the meeting were Council
President Tosh Sharp (on -site), Councilmembers Mohamed Abdi (virtual), Armen Papyan (on -site), Dennis
Martinez (on -site), Hannah Hedrick (on -site), Verna Seal (on -site), and Joe Torres Camacho (on -site).

Marty Wine, City Administrator, Pete Mayer, Deputy City Administrator/Parks & Recreation Director.
Brandon Miles, Director of Strategic Initiatives/Government Relations; Nora Gierloff, Community

Director; Aaron BeMiller, Finance Director; Laurel Humphrey, Legislative Analyst; and Jennifer Marshall.

CONSENT
a. Approval of Minutes: 11/10/25 (Special Mtg) and 11117/25 (Regular Mtg)
MOVED BY SEAL, SECONDED BY ABDI TO APPROVE THE CONSENT AGENDA AS
SUBMITTED. MOTION CARRIED 7-0.
UNFINISHED BUSINESS
a. An ordinance imposing an additional Sales and Use Tax of one -tenth of one percent ($0.1 %), as
authorized by laws of 2025, Ch. 350 § 201, Pursuant to RCW 82.14.345, for criminal justice
purposes; establishing a new Tukwila Municipal Code (TMC) Chapter 3.17, "Additional Sales
and Use Tax for Criminal Justice."
MOVED BY SEAL, SECONDED BY HEDRICK THAT THE ORDINANCE BE READ BY TITLE ONLY.
MOTION CARRIED 7-0.
Jennifer Marshall, Deputy City Clerk, read the ordinance by title only:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON,
IMPOSING AN ADDITIONAL SALES AND USE TAX OF ONE -TENTH OF ONE PERCENT
($0.1%), AS AUTHORIZED BY LAWS OF 2025, CH. 350 § 201, PURSUANT TO RCW 82.14.345,
FOR CRIMINAL JUSTICE PURPOSES: ESTABLISHING A NEW TUKWILA MUNICIPAL CODE
(TMC) CHAPTER 3.17, 'ADDITIONAL SALES AND USE TAX FOR CRIMINAL JUSTICE";
PROVIDING FOR SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE.
MOVED BY VERNA, SECONDED BY HEDRICK THAT THE ORDINANCE BE ADOPTED AS READ.
MOTION CARRIED 6-1, WITH SHARP VOTING NO, TO ADOPT ORDINANCE NO. 2777.

b. Authorize the Mayor to execute a contract with Reaper Construction to complete the
rehabilitation of the Gregor House by the end of 2025, in an amount not to exceed $197,809.
MOVED BY VERNA, SECONDED BY HEDRICK TO AUTHORIZE THE MAYOR TO EXECUTE A
CONTRACT WITH REPER CONSTRUCTION TO COMPLETE THE REHABILITATION OF THE
GREGOR HOUSE BY THE END OF 2025, IN THE AMOUNT NOT TO EXCEED $197,809.00.
MOTION CARRIED 7-0.
