WELCOME TO THE TUKWILA CITY COUNCIL MEETING The Tukwila City Council encourages community participation in the local government process and welcomes attendance and public comment at its meetings. MEETING SCHEDULE Regular Meetings are held at 7:00 p.m. on the 1St and 3rd Mondays of each month. The City Council takes formal action in the form of motions, resolutions and ordinances at Regular Meetings. Committee of the Whole Meetings are held at 7:00 p.m. on the 2nd and 4t" Mondays of each month. The City Council considers current issues, discusses policy matters in detail, and coordinates the work of the Council at Committee of the Whole meetings. PUBLIC COMMENTS Members of the public are given the opportunity to address the Council for up to 5 minutes on items both on and not on the meeting agenda during Public Comments. Per the Council Rules of Procedure the total time for public comments should not generally exceed 30 minutes and time may be reduced to 3 minutes each if there are more than 6 speakers. When recognized by the Presiding Officer, please go to the podium if on-site or turn on your microphone if attending virtually and state your name clearly for the record. The City Council appreciates hearing from you but may not respond or answer questions during the meeting; members of the City Council or City staff may follow up with you following the meeting. PUBLIC HEARINGS Public Hearings are required by law before the Council can take action on matters affecting the public interest such as land -use laws, annexations, rezone requests, public safety issues, etc. The City Council Rules of Procedure provide the following guidelines for Public Hearings: 1. City staff will provide a report summarizing and providing context to the issue at hand. 2. City staff shall speak first and be allowed 15 minutes to make a presentation. 3. The applicant is then allowed 15 minutes to make a presentation. 4. Each side is then allowed 5 minutes for rebuttal. 5. After City staff and the applicant have used their speaking time, the Council may ask further clarifying questions of the speakers. 6. Members of the public who wish to address the Council on the hearing topic may speak for 5 minutes each. 7. Speakers are asked to sign in on forms provided by the City Clerk. 8. The Council may ask clarifying questions of speakers and the speakers may respond. 9. Speakers should address their comments to the City Council. 10. If a large number of people wish to speak to the issue, the Council may limit the total amount of comment time dedicated to the Public Hearing. 11. Once the Presiding Officer closes the public hearing, no further comments will be accepted, and the issue is open for Councilmember discussion. 12. Any hearing being held or ordered to be held by the City Council may be continued in the manner as set forth by RCW 42.30.100. Resolution establishing 2026 Standing Committees and Work Sessions Laurel Humphrey City Council Staff January 5, 2026 Regular Meeting ❑ Discussion Only ❑x Action Requested MOVE TO approve a resolution establishing the titles, duties, and schedule of the standing City Council Committees and Work Sessions for 2026. EXECUTIVE SUMMARY The proposed resolution establishes the schedule and scope for 2026 standing committees and retains the 2x/month work session schedule. DISCUSSION Committee meetings and work sessions are subject to cancellation depending on business needs. All meetings of the City Council are offered in a hybrid format accommodating both in-person and virtual attendance by the public. WHEREAS, RCW 42.30.030 states that all meetings of the governing body of a public agency shall be open and public; and WHEREAS, all persons shall be permitted to attend any meeting of the governing body of a public agency; and WHEREAS, the City Council desires to evaluate the work session and standing committee framework each year in an effort to appropriately balance the current policy work of the City; and WHEREAS, the City Council strives to operate at the highest level of efficiency; and WHEREAS, the City Council desires to conduct its meetings in a hybrid format to allow both in-person and electronic attendance. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: Section 1. Pursuant to the Rules of Procedure of the Tukwila City Council, there are four standing committees of the Council, consisting of three members each. The Council President shall appoint the membership of each committee and the Committee Chair by the second Regular Meeting of each year. All Council Committee meetings are open to the public. Information on public participation via Microsoft Teams or by telephone will be published on every agenda. Section 2. Community Services and Safety Committee meetings shall be held on the second Monday of every month commencing at 5:30 p.m. This Committee will provide policy recommendations on legislative matters relating to police, fire, emergency management , municipal court, public safety facilities, animals, community engagement, human services, parks, recreation, youth and senior services, golf course, community center,public art, social equity and justice, and other ad hoc matters as assigned. Meetings will be held in the Hazelnut conference room, 6200 Southcenter Boulevard, Tukwila, Washington. 2. Transportation and Infrastructure Services Committee meetings shall be held on the fourth Monday of every month commencing at 5:30 p.m. This Committee will provide policy recommendations on legislative matters relating to transportation, traffic, streets, water, sewer, surface water, power, street lighting and signals, solid waste and recycling, river basins and levees, aviation, telecommunications, shops facilities, fleet, public transit and other ad hoc matters as assigned. Meetings will be held in the City Council Conference Room, 6200 Southcenter Boulevard, Tukwila, Washington. 3. Planning and Community Development Committee meetings shall be held on the second Monday of every month commencing at 5:30 p.m. This Committee will provide policy recommendations on legislative matters relating to housing policies and programs, planning and land use, annexations, building and development regulations, code enforcement, economic development, tourism, workforce development, environment and sustainability, and other ad hoc matters as assigned. Meetings will be held in the City Council Conference Room, 6200 Southcenter Boulevard, Tukwila, Washington. 4. Finance and Governance Committee meetings shall be held on the fourth Monday of every month commencing at 5:30 p.m. This Committee will provide policy recommendations on legislative matters relating to financial management and fiscal operations of the City, administrative services, insurance, personnel, compensation, technology systems, government performance, public records, City Hall/6300 Building, and other ad hoc matters as assigned. Meetings will be held in the Hazelnut conference room, 6200 Southcenter Boulevard, Tukwila, Washington. Section 3. The City Council will convene in Work Session meetings on varying topics on the first and third Monday of every month commencing at 5:30 p.m. Section 4. In the event a holiday falls on a Monday, there will be no Council Committee meetings during that week. Time sensitive matters may be placed directly on a Committee of the Whole agenda, or a Committee meeting may convene with approval by two members and notice to the public. Section 5. Repealer. DISCUSSION This discussion item is intended to provide an opportunity for City Administration to provide an update, and for Councilmembers to surface additional questions and/or interests around data privacy concerns. Rescind Proclamation of Emergency for December 2025 Flooding Marty Wine Mayor's Office January 5, 2026 Regular Meeting ❑x Discussion Only ❑ Action Requested EXECUTIVE SUMMARY On December 15, 2025 the City Council affirmed the State of Emergency within the City of Tukwila. The State of Emergency has been terminated and rescinded. DISCUSSION Due to emergency conditions in the City of Tukwila due to emergency flooding between December 8-15 and by authority of RCW 38.52, Mayor McLeod proclaimed an emergency. The emergency conditions are no longer in effect and the Mayor has issued a Proclamation rescinding the emergency. ATTACHMENTS Proclamation 15 Office of the Mayor • City of Tukwila, Washington PROCLAMATION WHEREAS, the Revised Code of Washington (RCW) chapter 38.52 authorizes the Mayor to exercise emergency powers; and WHEREAS, starting on December 8 through 15, 2025, the City of Tukwila and surrounding areas experienced a severe series of rainstorms, described by meteorologists as an "atmospheric river;" and WHEREAS, the storm's heavy rains and strong winds posed a significant flood risk to Tukwila and the surrounding regions with potential for urban flooding and other hazardous conditions; and WHEREAS, there was a breach of the Desimone levee on the Green/Duwamish River; and WHEREAS, the levee breach has been repaired, and the river level is receding; and WHEREAS, the State of Emergency no longer exists within the City; NOW, THEREFORE, I, Thomas McLeod, Mayor of the City of Tukwila, do hereby terminate and rescind this State of Emergency within the City of Tukwila. Intergovernmental Update • Sound Transit Ribbon Cutting Ceremony: On December 6 Mayor McLeod attended the ribbon cutting ceremony for the opening of the Sound Transit Federal Way Link Light Rail. • Lviv Croissants Ribbon Cutting Ceremony: On December 8 Mayor McLeod participated in the ribbon cutting ceremony for Lviv Croissants located in Westfield Southcenter. • Appointment to Sound Transit Board: Mayor McLeod was appointed to the Sound Transit Board by King County Executive Girmay Zahilay at the December 9 King County Council meeting. • Public Officials Reception: On December 11 Mayor McLeod and Councilmembers Sharp, Papyan, Martinez, Camacho, and Ho attended a Public Officials Reception hosted by the Greater Seattle Chamber of Commerce. • Governor Ferguson Briefing and Press Conference: On December 12 Governor Ferguson held a briefing and press conference in Tukwila regarding regional flooding activities. The briefing and follow-up press conference included Governor Ferguson, Senator Cantwell, County Executive Zahilay, Mayor McLeod, King County Councilmembers Fain and Perry, and State Representatives Bergquist and Hackney. • Historical Society Holiday Event: Mayor McLeod, Legislative Analyst, and Economic Development staff participated in the Historical Society Holiday event on December 13. • Meeting with King County Councilmember Fain: On December 16 Mayor McLeod met with newly elected King County Councilmember Fain to touch base and look for opportunities to partnership in the next few years. Of interest to both the Mayor and Councilmember was recent flooding and work that can be done with the King County Flood Control District to reduce flooding in the future. • Sound Cities Association Board Meeting: On December 17 Mayor McLeod participated in a Sound Cities Association Board meeting. Tukwila City Hall • 6200 Southcenter Boulevard • Tukwila, WA 98188 • 206-433-1800 • Website: TukwilaWA.gov 17 City Administrator's Report December 30, 2025 Page 2 • Puget Sound Fire Governance Board Meeting: Councilmembers Martinez and Sharp and City Administrator Wine participated in a Puget Sound Fire Governance Board meeting on December 17. • Debris Management Coordination Meetings: Public Works staff attended Debris Management Coordination Meetings hosted by King County on December 18 and 22. • Meeting with Tukwila Pool Metropolitan Park District (TPMPD): On December 23 Mayor McLeod and Deputy CA/P&R Director Pete Mayer met with representatives from the Tukwila Pool Metropolitan Park District (TPMPD). Executive Director Brad Harpin, and District Board members Jeri Frangello-Anderson and Vanessa Zaputil shared an update on their planning efforts that includes exploring a property lease extension with the Tukwila School District as well as exploring other potential sites in Tukwila that could accommodate current needs and future growth. Pool District representatives are eagerto address needed improvements and secure a site for long term sustainability and program success. Mayor McLeod conveyed support and partnership to the TPMPD. TPMPD will continue to explore a variety of options and locations, including financial and operational feasibility. II. Community Events • Mariblu Neighborhood Meeting: The second in a series of Neighborhood Meetings took place on December 10 at the Mariblu Southcenter Apartments. Residents of neighboring Prose and Airmark Apartments were invited to attend. A group of over 30 residents attended to learn about upcoming activities impacting their area, including World Cup, and had an opportunity to ask questions and provide feedback to City leadership, including Mayor McLeod, City Administrator Marty Wine, Deputy City Administrator Pete Mayer, and Deputy Chief Lund. Also in attendance were Councilmembers Camacho, Ho and Martinez. • Open Enrollment Event: Transportation Demand Management staff tabled at an Open Enrollment health fair event for the greater Tukwila community at Tukwila Community Center on December 13. The team provided transportation information, distributed safety lights, and promoted the SKC Trips sustainable transportation rewards program. • Oceania Northwest's Village Gathering: On December 13, Mayor McLeod and Jo Anderson attended Oceania Northwest's Village Gathering, a coming together of Pacific Islanders at Foster High School. Community Leaders of Samoan, Tongan, and Fijian diaspora were honored and the featured orator was scholar Dr. Ponipate Rokolekutu who spoke of the interconnectedness of land, people, and spirit. • Rainier Symphony Performances: On December 13 and 14 Mayor McLeod had the opportunity to read 'Twas the Night Before Christmas as part of the Rainier Symphony performances. • Las Posadas Event: The City supported a community led Las Posadas event, a traditional, seasonal celebration within the Latino community. Mayor McLeod along with Councilmembers Camacho and Ho, participated in the festivities which included caroling, pinatas, and Loteria. Phone: 206-433-1800 • Email: Mayor@TukwilaWA.gov • Website: TukwilaWA.gov 18 City Administrator's Report December 30, 2025 Page 3 • Spirit of Giving: Parks & Recreation along with partners at the Tukwila School District and the Rotary Club of SeaTac-Tukwila held the 16th Annual Spirit of Giving event on December 14, where care packages were provided to local families in need. With donations from groups and individuals, the campaign raised $42,000 in goods and monetary donations, helping 144 families with 390 children. • Tukwila Earth Day Planning Meeting: Public Works Staff met with Recology on December 19 to begin planning for the Recology/Tukwila Earth Day Art Contest to be held in April 2026. Future meetings will include two Art Commission members. Ill. Staff Updates Public Safety • COPCAB Meeting: At the December 11 COPCAB meeting two patrol officers demonstrated self-defense safety tactics to the Board members. • Shop With A Cop Event: The Police Department held the annual Shop With A Cop event on December 13. Thanks to the local sponsors: Target, JCPenney, Westfield Southcenter, Acura of Seattle, Shake Shack and Starline Charter for providing donations, food and transportation for this event, officers were able to take Tukwila students, selected by the schools, on a shopping spree for themselves and their families. • Homeless and Flood Evacuation Outreach: The Special Emphasis Unit conducted homeless outreach and flood evacuation. • Day After Christmas Mall Emphasis: The Police Department conducted "Day After Christmas" mall emphasis on December 26. Officers patrolled the interior and exterior of the mall by being visible in their patrol vehicles and responding to calls. Project Updates • Desimone Levee Breach: On December 15 the City of Tukwila was notified that a breach had occurred at the Desimone Levee in Tukwila. This followed almost a week of weather monitoring and preparation for an atmospheric river that brought historic levels of rain and river flows. The Emergency Operations Center (EOC) was activated at the Justice Center and staff from multiple departments worked together in the EOC to coordinate the city response to the levee breach, as well as coordinating multiple issues with our local partners. The EOC activation concluded at 5pm on December 16. DCD staff met with King County to discuss permitting requirements for the permanent Desimone Levee repair following the breach and emergency repair. The December 15 emergency proclamation will be rescinded. • Foster Golf Links Fully Open: As of December 29, all 18 holes are now open at the Foster Golf Links, which was affected by flooding along the Duwamish River. There is still water on the course in the normal low areas that accumulate precipitation. Areas of previously documented erosion show no signs of additional erosion. The latest USGS water gauge showed normal water levels of about 10 feet. The highest recorded level during flooding was 21.68 feet.
