EXECUTIVE SUMMARY
On December 15, 2025 the City Council affirmed the State of Emergency within the City of Tukwila.
The State of Emergency has been terminated and rescinded.
DISCUSSION
Due to emergency conditions in the City of Tukwila due to emergency flooding between December 8-15
and by authority of RCW 38.52, Mayor McLeod proclaimed an emergency. The emergency conditions
are no longer in effect and the Mayor has issued a Proclamation rescinding the emergency.

PROCLAMATION
WHEREAS, the Revised Code of Washington (RCW) chapter 38.52 authorizes the Mayor to
exercise emergency powers; and
WHEREAS, starting on December 8 through 15, 2025, the City of Tukwila and surrounding
areas experienced a severe series of rainstorms, described by meteorologists as an
"atmospheric river;" and
WHEREAS, the storm's heavy rains and strong winds posed a significant flood risk to Tukwila
and the surrounding regions with potential for urban flooding and other hazardous
conditions; and
WHEREAS, there was a breach of the Desimone levee on the Green/Duwamish River; and
WHEREAS, the levee breach has been repaired, and the river level is receding; and
WHEREAS, the State of Emergency no longer exists within the City;
NOW, THEREFORE, I, Thomas McLeod, Mayor of the City of Tukwila, do hereby terminate and
rescind this State of Emergency within the City of Tukwila.
