CALL TO ORDER/PLEDGE OF ALLEGIANCE
Regular Meeting
December 15, 2025 - 7:00 P.M.
Mayor McLeod called the Regular Meeting of the Tukwila City Council to order at 7:00 p.m. and led the
audience in the Pledge of Allegiance.
ROLL CALL
Jennifer Marshall, Deputy City Clerk called the roll of the Council Present at the meeting were
Councilmernbers Mohamed Abdi (virtual), Armen Papyan (virtual), Dennis Martinez (virtual), Hannah
Hedrick (virtual): Joe Torres Camacho (virtual), and Jane Ho (virtual).
MOVED BY PAPYAN, SECONDED BY MARTINEZ TO EXCUSE THE ABSENCE OF COUNCIL

LAND ACKNOWLEDGEMENT
Councilmernber Papyan stated ''The City of Tukwila is located on the ancestral lands of the Coast Salish
people. We acknowledge their continuing connections to land, waters and culture. We pay our respects to
their elders past, present and emerging.'

PUBLIC COMMENTS
1. Josh Castle thanked the City for the flood response and requested Flock Automatic License Plate
Reader (ALPR) cameras no longer be used in the City.
Dennis Robertson expressed concerns regarding Flock ALPR cameras usage and requested a
pause in their usage.
Ann Morrison spoke against the usage of Flock ALPR cameras due to concerns with data not
being secure.
Sharon Mann requested any potential pause on Flock ALPR cameras wait until after the holidays
as she s concerned about the safety or residents while shopping.
Karin Masters spoke in support of Flock ALPR cameras noting that they address what has often
been identified as Tukwila residents number one concern: safety. She believes they are one of
the best tools available for the Police and shoula stay operational.

0. Greg Sherlock believes pausing the Flock ALPR cameras is not the right approach but does want
investigation to take place to address the issues and concerns.
7. Dan Green spoke against Flock ALPR cameras as he does net trust the data is secure
8. Apneet Sidhu acknowledged potential issues witn Flock ALPR cameras and noted novv is nct the
time to cause their usage as the holidays are a time o` high theft.
Leslie Wagoner spoke against Flock ALPR camera usage against vulnerable populations
PRESENTATIONS
a. Resolutions of Appreciation for the Service of Outgoing Elected Officials
(1) Councilmember Mohamed Abdi
Councilmember Hedrick read the resolution in its entirety and thanked Councilmember Abdi for his
years of service.

The Councilmembers expressed appreciation for Councilmember Abdi's work on the Council and in the
community.

b. Briefing on 2026 Washington State Legislative Agenda (per agenda amendment)

en Tetatzin, Public Works Director pravidec an update on the response to the ❑esirnone Levee
break, noting the temporary fix appears to be holding. Mindi Mattson, Emergency Manager,
referenced assisting neighboring jurisdictions. She noted there were King County and Washington
State Emergency Proclamations issued to allow for the possibility of submitting for Federal
Emergercy Management Act (FEMA) reimbursement in the future.

f. Authorize the Mayor to accept the King County Open Space — River Corridors Grant for the Tukwila

a. An ordinance recodifying and enacting the new Tukwila Municipal Code
8:37 p.m. Mayor McLeod opened the public hearing.
Mayor McLeod noted the presentation occurred during the Committee of the VVhole Meeting on
December 8, 2025.

Mayor McLeod asked if there were any cla-ifyinc questions from the Council; there were none.

a. An ordinance reconfiguring, recodifying and enacting a new municipal code for the City of
Tukwila pursuant to RCA/ 35A.21.130; rearranging and renumbering Titles, Chapters. and
Sections; conforming internal references and cross-references accordingly; providing tables
and indices to facilitate location and conversion of code references and material for the new
City of Tukwila Municipal Code.
There was no additional discussion.

AMENDING ORDINANCE NO. 2726 §11, AS CODIFIED A- TMC SECTION
3.27.220; TO ADOPT UPDATED BUSINESS AND OCCUPATION TAX
REGULATIONS IN ACCORDANCE WITH THE MODEL ORDINANCE; PROVIDING
FOR SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE.
MOVED BY PAPYAN. SECONDED BY MARTINEZ THAT THE ORDINANCE BE ADOPTED AS
READ. MOTION CARRIED 6-0, TO ADOPT ORDINANCE NO. 2781.
c. Authorize the Mayor to enter into a purchase and sale agreement to sell the former Fire
Station 51 property located at 444 Andover Park East to Sound Generations for a minimum
price of $5 million, upon terms reasonable to the Mayor and City Attorney.
Brandon Miles, Director of Strategic Initiatives and Government Relations, provided a history of the
property, the process followed to get to this point, and the five offers received by the city.
Council asked for information regarding the potential tax revenue the proposed recevelcpment cf the
property could brinc to the city

INTO A PURCHASE AND SALE AGREEMENT TO SELL THE FORMER FIRE STATION 51
PROPERTY LOCATED AT 444 ANDOVER PARK EAST TO SOUND GENERATIONS FOR A
MINIMUM PRICE OF 55 MILLION, UPON TERMS REASONABLE TO THE MAYOR AND CITY
ATTORNEY. MOTION CARRIED 5-0, WITH MARTINEZ ABSTAINING."
Kari Sand, City Attorney, notec per Council Rules of Procedure Section IV.F.14, Councilmembers
are only able to abstain if there is a conflict interest. Councilmember Martinez noted there was no
conflict of interest and indicated his vote to be "nay".

NEW BUSINESS
a. Discussion on Use of Automated License Plate Reader (ALPR) Cameras
The Councilmembers expressed their concerns related to the usage of Flock Cameras. They made
reference to the previous presentations made by the Police Department and acknowledged the
information they had received regarding the handlinc of the data as well as wnat a powerful took it has
been for law enforcement. Additionally they recognized the fear of the community and their ongoing
desire to support the immigrant and refugee peop e.
MOVED BY HEDRICK, SECONDED BY CAMACHO TO REQUEST THE POLICE DEPARTMENT
TEMPORARILY SUSPEND USAGE OF FLOCK CAMERA AUTOMATED LICENSE PLATE READERS
(ALPRS), UNTIL THE CONCLUSION OF THE 2026 WASHINGTON STATE LEGISLATIVE SESSION
OR UNTIL THE CITY OF TUKWILA CAN FIND A WAY TO CLOSE THE PUBLIC DISCLOSURE
LOOPHOLE. *
The Councilmembers asked Eric Dreyer, Chief of Police, and Eric Lund Deputy Chief of Police, if
the Flock camera data has been compromised in Tukwila or if Flock could override the system
settings.

ORGANIZATION THAT IS CURRENTLY BEING INVESTIGATED OR IN A LAWSUIT WITH THE
STATE OF WASHINGTON RELATED TO THE KEEP WASHINGTON WORKING ACT. MOTION

REPORTS
a. Mayor
Mayor McLeod announced he was confirmed to the Sound Transit Board and expressed excitement for the
voice it will bring to the City of Tukwila He attended the Rainier Symphony, a Mariblu Southcenter

Neighborhood Meeting; and participated in a press conference with Governor Ferguson and other elected
officials from various organizations.
b. City Council
Councilmember Abdi expressed regret that he was unable to have the farewell reception, but is
acknowledged safety is of utmost importance. He thanked the Council and staff for all their dedication and
work.
Councilmember Papyan noted that while there are no additional formal meetings, he remains available if
anyone would Ike to contact him.
Councilmember Martinez also attended the Mariblu Southcenter Neighborhood Meeting. He also indicated
he was pleased to see jurisdictions working together during this challenging time.
Councilmember Hedrick wished everyone a dry and safe holidays and agreed that she is available for
contact even if there are no meetings.
Councilmember Ho also attended the Mariblu Southcenter Neighborhood Meeting. She also attended the
Seattle Metro Chambers Meeting.
c. Staff
Marty Wine, City Administrator, referenced the City Administrator's Report in the agenda packet.
MISCELANEOUS
Councilmember Ho requested consensus for Council to co-sign the statement the Mayor sent in response
to President Trump's recent comments directed towards the Somali community.
