My review of the site access included a field review of the site and surrounding street system and measuring the sight lines at the proposed driveway. The summary, conclusions and recommendations begin on page seven of this report. PROJECT INFORMATION A copy of the preliminary site plan prepared by PBG, LLC dated March 31, 2017 is attached. The site plan shows the layout of the project with Lot #5 gaining public street access via 50th Place South. Full development and occupancy of the proposed Codiga Lot #5 project is anticipated to occur by 2018, presuming the permits are issued in a timely manner. EXISTING ENVIRONMENT Project Site Lot #5 of the Codiga site is located on parcel numbers #0179002501 and is currently undeveloped. Street System Fiftieth Place South is designated as a Collector Arterial per Tukwila Municipal Code 9.18.030 Designation of Collector Arterials. The City defines a Collector Arterial as follows: The primary function of collector arterials is to serve traffic traveling between access streets and higher classification arterials and primarily serve local traffic of a neighborhood or commercial/industrial area. Collector arterials serve some through traffic and traffic within a local area, and provide access to abutting land with essentially unrestricted numbers of access points. Collector arterial generators include elementary schools, churches, clinics and small apartment areas. Collector arterial traffic volumes are generally less than 10,000 per day. Collector arterials are normally 36 to 40 feet wide with 60 feet of right -of -way. Collector arterials may have bus routes. The posted speed limit on 50th PI. S. is 25 MPH and at the site is a two-lane street. Numerous access driveways exist on the corridor. The street grade near the site is generally flat. No Parking is allowed on the shoulder on the east side of the street. Pedestrian Facilities A paved shoulder exists on the east side of the street at the site and on both sides north of Codiga Park, located west of the site, and southeast of Railroad Avenue. Incident History The WSDOT accident data portal was reviewed; available online at: https Jjremoteapps.wsdot.wa.gov/highwaysafetyJcollision/data/portal/public/, This portal was used to review incidents in the site vicinity for the years 2015 to 2017. The incidents by year on 50th PI. S. between S. 124th St and SR - 5 crossing are noted below: 2015 - one incident 2016 - four incidents 2017 - one incident All the incidents were property damage only with no apparent pattern. The WSDOT summary reports are attached. TRIP GENERATION AND DISTRIBUTION Definitions A vehicle trip is defined as a single or one direction vehicle movement with either the origin or destination (exiting or entering) inside the proposed development. Traffic generated by development projects consists of the following types: Pass -By Trips: Trips made as intermediate stops on the way from an origin to a primary trip destination. Diverted Link Trips: Captured Trips: Primary (New) Trips: Trip Generation Trips attracted from the traffic volume on roadways within the vicinity of the generator but require a diversion from that roadway to another roadway to gain access to the site. Site trips shared by more than one land use in a multi -use development. Trips made for the specific purpose of using the services of the project. The proposed Codiga Lot #5 SFDU project is not expected to generate any significant new vehicular trips during the average weekday (-10) or during the street traffic AM (1) and PM (1) peak hours. Per the Cit/scriterion the more critical SSD for a 25 MPH speed (posted limit) is 155 feet. The ESID for a 25 MPH speed is 280 feet. I field measured (using a measuring wheel) the sight lines 501-11 Pl. S./site driveway intersection. The horizontal curvature onDK8MDSaffects tothe north the sight lines. The SSD is provides motorist sufficient time to see, react and stop before hitting an object. I also measured the entering sight distance for a driveway egress motorist from where the motorist would be looking. The egress motorist eye location would be about 8' back from edge of travel way to gain better visibility. This is a reasoned location due to the lower travel speed on 50th PI. S. as compared to a high speed State highway where the driver position is set further back from the travel way. Entering sight distance provides the desired sight line so a motorist can enter onto the main street and get up to speed without requiring main street motorist to make adjustment to their speed. The following table details my field ESD measurements: 50th PI. S./site driveway Egress driveway motorist looking right (to the north) Egress driveway City Criteria motorist looking left (to ; MPH the south) 25 (posted) ESD (ft.) -250' - within ROW -260' field measurement -200' - within ROW line 280' - with sight triangle 1 280' easement Entering sight lines at the site access are not feasible within the existing ROW constraints. However the Codiga site controls the property to the south. The AASHTO ESD for a 25 MPH speed is 280 feet. Providing a sight triangle easement is recommended to ensure 280' minimum ESD is provided for; see Figure 1 Access Sketch. In addition to providing the ESD easement the users of the said driveway should be restricted to right turn out only (this directly mitigates the ESD limitation looking to the north) and users of the driveway shall be required to face traffic when leaving the said driveway, aka back into the driveway. In summary: the more critical SSD is met on 50th PI. S. at the proposed access driveway. The corridor has numerous existing driveways and my safety inspection did not reveal any incident issue. The ESD cannot be met to and from the north due to limited right of way. Limited ROW also restricts the ESD to the south but with a sight triangle easement the ESD (280' minimum) can be provided for and is recommended. The site driveway use shall also be restricted to right in/out operation and be signed back in only. AGENCY TRAFFIC IMPACT MITIGATION REQUIREMENTS The City of Tukwila has a Traffic Impact Fee program. S. to serve Lot #5 of the Codiga plat project. My sight line analysis using AASHTO criteria and as discussed in this letter shows that the more critical SSD is provided for. The ESD cannot be met to and from the north due to limited right of way. The ESD can be provided for to and fro the south. I recommend that the Codiga Lot #5 access driveway be allowed with the following traffic impact mitigation measures. 1. Construct site in accordance with applicable City requirements. 2. Pay applicable City Traffic Impact Fee. 3. Create a sight triangle access easement to ensure that a minimum of 280' of ESD is provided for, see Figure 1 for generally location of the easement. 4. Restrict the driveway to right turn out only. 5. The user of driveway shall be required properly sign and to back into the parking from 50th Place South. Design Intersection Sight Distance —Case B1--Left Turn From Stop Sight distance design for left turns at divided -highway intersections should consider multiple design vehicles and median width. If the design vehicle used to determine sight distance for a divided -highway intersection is larger than a passenger car, then sight distance for left tuns will need to be checked for that selected design vehicle and for smaller design vehicles as well. If the divided -highway median is wide enough to store the design vehicle with a clearance to the through lanes of approximately 1 m [3 ft] at both ends of the vehicle, no separate analysis for the departure sight triangle for left turns is needed on the minor -road approach for the near roadway to the left. In most cases, the departure sight triangle for right turns (Case B2) will provide sufficient sight distance for a passenger car to cross the near roadway to reach the median. Possible exceptions are addressed in the discussion of Case B3. If the design vehicle can be stored in_the median with adequate clearance to the through lanes, a departure sight triangle to the right for left turns should be provided for that design vehicle turning left from the median roadway. Where the median is not wide enough to store the design vehicle, a departure sight triangle should be provided for that design vehicle to turn left from the minor -road approach.
