Boeing Access Rd to S. 154th St. through Tukwila. The Sound Transit Vegetation Clear Zone (VCZ) is the area ten feet from the edge of the light rail guideway and five feet from the top and sides of the columns. Sound Transits' Tree Management Plan requires the agency to keep the VCZ free of trees or branches that may become a risk to the guideway, overhead catenary system and operations. Sound Transit proposes to remove volunteer trees and seedlings that have grown within the VCZ. Tree branches that have grown within the VCZ will be pruned and volunteer trees that are mostly cottonwood and alder will be cut at ground level. A summary page with the number of trees removed and mitigation plantings is provided as Exhibit A — Tree Management Removal and Mitigation Summary Sheet. Exhibit B — Tree Management Removal, Pruning and Mitigation Drawings details the removal, pruning, and mitigation of each effected section of the guideway. Example photographs of the trees are included directly behind the drawings. Sound Transit requests this permit to remain active in perpetuity to allow the efficient management of trees and vegetation within the VCZ along the guideway. Tree Retention and protection: Site improvements and construction were previously completed during the construction of the light rail guideway. No tree retention and protection is needed in this permit. Tree Replacement: Tree replacement numbers along the guideway are based on trees that are regulated and within the sensitive area and buffer boundaries. Ninety-two trees will be removed and 184 trees and shrubs will be replaced. Ninety-two percent of the trees to be removed are Alder and Cottonwood. See Exhibit A — Tree Management Removal and Mitigation Summary Sheet. Mitigation Plan: The mitigation plan is to plant 184 two gallon trees and shrubs. The plants chosen are native Pacific Northwest trees and shrubs that are suited for the sensitive area conditions. Trees installed will be Western red cedars, Thuja plicata `Hogan', for replacements of the Alders and Cottonwood. These will be planted at a minimum of 30 ft. from the guideway but will stay within the buffer and sensitive areas as much as current vegetation allows. Two gallon size trees will be planted rather than 6ft. trees due to the anticipated increased survival probability of the species in the site conditions. To combat noxious weeds and re -growth of the Alders in the sensitive areas in the Vegetation Clear Zone of the guideway, Sound Transit proposes to plant shrubs at sensitive area parcels 0003000018 and 0003000107 and 1523049069. See Exhibit B — Tree Management drawings 28.1, 28.2 and 31.2. Trees and shrubs will be planted in October 2018 to take advantage of the fall and winter rains for establishment. Trees and shrubs will be planted to only disturb soil where trees and shrubs will be installed and not disturb existing vegetation and grasses to combat noxious weed establishment. Proper planting techniques will be followed and a mulch application will be placed a top of the root ball while leaving the area of the root crown clear. Sound Transit will monitor sensitive areas quarterly, beginning January 2019 and warranty tree establishment for 3 years of planting date. Planning Division staff are available to discuss the decision criteria you must respond to and necessary supporting materials. PERMIT APPROVAL CRITERIA To the extent that vegetation retention and/or replacement is consistent with project feasibility or reasonable use of the property, vegetation clearing shall be planned and conducted to meet all of the criteria below. These criteria shall be the basis for approval, approval with conditions or denial of any tree clearing included in a Tree Removal and Landscape Modification Permit application. Tree Replacement Standards a. Tree Replacement in Sensitive Areas (wetlands, watercourses, buffers and steep slopes). 1). Each existing significant tree removed shall be replaced with new tree(s), native to the Pacific Northwest and the number of trees to be replaced will be based on the diameter of the existing tree as shown below, up to a maximum density of 70 new trees per acre. 2). Tree Replacement Ratios Diameter of Existing. No. of Replacement Tree Removed Trees Required 4 - 8 inches 1 8 - 12 inches 2 12 - 18 inches 4 18 - 24 inches 6 >24 inches 8 3) Tree sizes. Replacement tree sizes at planting shall be determined on a case by case basis, but generally in watercourses and wetlands and their buffers, replacement plants may be between 1 and 5 gallon potted plants. Large caliper replacement trees, as specified in the landscape code may be required for steep slope tree replacement. b. Tree Replacement in Landscaped Areas 1) Each tree removed will be replaced on a one-to-one basis with a species that will attain a similar size and canopy coverage at maturity as the removed tree would have attained. 2) Exceptions will be considered if there are utility, overhead electrical, lines, or other space limitations. 3) Replacement Tree Quality and Size. Prior to any tree removal, the applicant shall demonstrate through the Tree Replacement Plan that replacement trees will meet the following minimum standards: a. Minimum sizes shall be 2.5-inch caliper for deciduous trees, 6 to 8 feet in height for evergreen trees, 24 inches in height for shrubs, and 1 gallon for groundcover. b. Replacement plants shall meet current American Standard for Nursery Stock (American Nursery and Landscape Association — ANLA); c. Trees shall be species suited to and adapted to the local climate. d. Planting and maintenance of required replacement trees shall be in accordance with best management practices which ensure the tree's long-term health and survival. c. Impacts to Surrounding Environment - The timing of, and methods to be used in any proposed vegetation removal shall be such that impacts to protected vegetation, wildlife, fisheries and the surrounding environment are minimized. d. For landscape plan modifications, tree replacement location or species to be planted may take into account space limitations, interference with above or below ground utilities, and existing tree species nearby.
