Short Plat, L18-0046 14213 34th Ave S., Tukwila, WA 98168 (parcel #5537200116) Dear Mr. Phan: The Short Subdivision Committee has completed review of your short plat application (No. L18-0046) and determined that it complies with all applicable City code requirements. The City SEPA Responsible Official has previously determined that this application does not require a SEPA threshold determination because it is categorically exempt. This letter serves as the Notice of Decision per TMC 18.104.170. Based on the latest project submittal, preliminary approval is granted subject to the conditions stated below. The conditions imposed are to ensure the short plat is consistent with the Criteria for Preliminary Approval listed at TMC 17.12.020 C in the Tukwila Subdivision Code. Preliminary Approval Conditions 1) Revise the Short Plat Survey Map as follows: a) Add file number L18-0046 in the space provided at the upper left-hand corner on both sheets of the survey. b) Include the printed names of the owners on Sheet 1 of 2, in the area where their notarized signature will be made on the final short plat document. c) Add the existing parcel number to the area titled LEGAL DESCRIPTION (OLD) on Sheet 1 of 2. d) At the bottom of the survey sheets, both sheets are labeled "1 of 2". Revise the label on sheet 2 to say "2 of 2". e) The current address of 14213 34th Ave. S. will be retired from service. Label the assigned addresses on each lot as follows on sheet 2 of 2: Lot 1— 14205 34th Ave. S. Lot 2 — 14211 34th Ave. S. Lot 3 — 14217 34th Ave. 5. 2) Prior to final approval of this short plat, the existing, fire -damaged home on the site shall be demolished and receive a final inspection from the Building Division. 3) Civil plan sheets show one existing tree to be protected on the west side of Lot 1, and multiple trees on the property next door to the site, south of Lot 3. However, it appears there are other trees on the project site not currently shown on plans. The City recently adopted new tree regulations which require as many significant trees as possible be preserved on development sites. Prior to any work done as part of the Public Works permit, a tree inventory showing all existing trees on the project site shall be provided, showing all trees with those to be removed and those to be retained noted on the plan. If there are any significant trees that cannot be retained on site, a tree replacement plan will also need to be submitted and approved prior to any tree removals. 4) Tree protection measures as outlined in TMC 18.54.070 shall be included in plans submitted for the Public Works construction permit. 5) All water meters and associated water supply piping shall be sufficient to support the required residential fire sprinkler systems for each new lot. 6) Fire ladder access: The final grading plan must show a flat area below any second story rescue windows for Fire Department ground ladder placement. If unable to provide a suitable flat area adjacent to the homes, please contact the Tukwila Fire Marshal's office. 7) Fire hydrants: For short plat development (four single-family homes or less) and individual single- family homes, fire hydrants shall be placed so that a hydrant is no more than 250 feet by line of vehicular travel to the nearest point of the building. For developments greater than four single-family homes, the hydrant shall be no more than 150 feet by line of vehicular travel to the nearest point of the building. 8) Owner shall sign with Notary, a Sanitary Sewer Easement (within the Western portions of proposed Lots 1 & 2 for the benefit of proposed Lots 1, 2, & 3). This document shall be recorded prior to recording of the Final Short Plat Map, and the recording number be shown on the short plat map. Verify that the Sanitary Sewer Easement is acceptable to the Valley View Sewer District. Contact Valley View Sewer District to verify easement format and language. District phone number is (206) 242-3236. 9) Owner should sign with Notary, a Private Storm Drainage & Utilities Easement within Lot 2 for the benefit of Lots 1, 2, & 3. This document shall be recorded prior to recording of the Final Short Plat Map, and the recording number be shown on the short plat map. (See sample easement - enclosed.) NEXT STEPS: 1. Construction permits: Install all required site improvements, including those proposed in the application and those identified above as conditions of approval. You will need to obtain all required permits prior to beginning any construction. For City of Tukwila utilities, contact Tukwila Public Works at (206) 433-0179 for a Public Works (PW) Type 'C' permit. A Street Use will be part of this permit and bonding, insurance, and a Hold Harmless Agreement for work within the Public Right -of -Way is required. For utilities provided by other entities, contact the individual providers. 2. Final Approval: Submit documents for final approval. After installing the required site improvements and complying with the conditions of approval submit the necessary short plat documents (survey, legal descriptions, and other required paper work) for city signatures. Please check with the King County Assessor's Office and the City of Tukwila Finance Department prior to submitting final documents. After the documents have been found to be in order, and the all of the requirements of the short plat have been met, the Chair of the Short Subdivision Committee signs your short plat which constitutes a grant of final approval. 3. Recording: The signature of the Chairman of the Short Subdivision Committee certifies that your short plat application is ready for recording. It is your responsibility to record the City approved short plat documents with the King County Department of Records. You will need to pay the recording fees and submit your approved original short plat to King County. The short plat is not complete until the recording occurs and copies of the recorded documents are provided to the Department of Community Development. In many circumstances, building permits on the short -platted property may not be issued until a copy of the recorded short plat (or original) is returned to the Department of Community Development. EXPIRATION OF PRELIMINARY APPROVAL The final approved short plat must be filed with the King County Department of Records within one year from the date of this preliminary approval or the application will expire. The City may grant a single one-year extension if requested in writing prior to the expiration date. APPEAL RIGHTS This short plat approval decision may be appealed to the Hearing Examiner. One administrative appeal of the decision on the short plat, excluding challenges to the DNS, is permitted. If no valid appeals are filed within the time limit, the decision of the Department will be final. In order to appeal the decision a written notice of appeal must be filed with the Department of Community Development within 21 days of the issuance of the Notice of Decision. The requirements for such appeals are set forth in Tukwila Municipal Code 18.116. Appeal materials shall include: 1. The name of the appealing party. 2. The address and phone number of the appealing party; and if the appealing party is a corporation, association or other group, the address and phone number of a contact person authorized to receive notices on the appealing party's behalf. 3. A statement identifying the decision being appealed and the alleged errors in the decision, including any specific challenge to an MDNS. 4. The Notice of Appeal shall identify (a) the specific errors of fact or errors in application of the law in the decision being appealed; (b) the harm suffered or anticipated by the appellant, and (c) the relief sought. The scope of an appeal shall be limited to matters or issues raised in the Notice of Appeal. 5. Appeal fee per the current fee schedule, additional hourly charges may apply. In addition, all Hearing Examiner costs will be passed through to the appellant. Any appeal shall be conducted as an open record hearing before the Hearing Examiner. The Hearing Examiner's decision on the appeal is the City's final decision. A party who is not satisfied with the outcome of the administrative appeal process may file an appeal in King County Superior Court from the Hearing Examiner's decision pursuant to the procedures and time limitations set forth in RCW ch. 36.70C. An appeal challenging a DNS, an MDNS or an EIS may be included in such an appeal. This Exclusion 1(b) does not modify or limit the coverage provided under Covered Risk 6. 2. Rights of eminent domain. This Exclusion does not modify or limit the coverage provided under Covered Risk 7 or 8. 3. Defects, liens, encumbrances, adverse claims, or other matters (a) created, suffered, assumed, or agreed to by the Insured Claimant; (b) not Known to the Company, not recorded in the Public Records at Date of Policy, but Known to the Insured Claimant and not disclosed in writing to the Company by the Insured Claimant prior to the date the Insured Claimant became an Insured under this policy; (c) resulting in no loss or damage to the Insured Claimant; (d) attaching or created subsequent to Date of Policy (however, this does not modify or limit the coverage provided under Covered Risk 9 and 10); or (e) resulting in loss or damage that would not have been sustained if the Insured Claimant had paid value for the Title. 4. Any claim, by reason of the operation of federal bankruptcy, state insolvency, or similar creditors' rights laws, that the transaction vesting the Title as shown in Schedule A, is (a) a fraudulent conveyance or fraudulent transfer; or (b) a preferential transfer for any reason not stated in Covered Risk 9 of this policy. 5. Any lien on the Title for real estate taxes or assessments imposed by governmental authority and created or attaching between Date of Policy and the date of recording of the deed or other instrument of transfer in the Public Records that vests Title as shown in Schedule A. DEFINITION OF TERMS The following terms when used in this policy mean: (a) "Amount of Insurance": The amount stated in Schedule A, as may be increased or decreased by endorsement to this policy, increased by Section 8(b), or decreased by Sections 10 and 11 of these Conditions. (b) "Date of Policy": The date designated as "Date of Policy" in Schedule A. (c) "Entity": A corporation, partnership, trust, limited liability company, or other similar legal entity. (d) "Insured": The Insured named in Schedule A. (i) The term "Insured" also includes (A) successors to the Title of the Insured by operation of law as distinguished from purchase, including heirs, devisees, survivors, personal representatives, or next of kin; (B) successors to an Insured by dissolution, merger, consolidation, distribution, or reorganization; (C) successors to an Insured by its conversion to another kind of Entity; (D) a grantee of an Insured under a deed delivered without payment of actual valuable consideration conveying the Title (1) if the stock, shares, memberships, or other equity interests of the grantee are wholly -owned by the named Insured, (2) if the grantee wholly owns the named Insured, (3) if the grantee is wholly -owned by an affiliated Entity of the named Insured, provided the affiliated Entity and the named Insured are both wholly -owned by the same person or Entity, or (4) if the grantee is a trustee or beneficiary of a trust created by a written instrument established by the Insured named in Schedule A for estate planning purposes. (g) "Land": The land described in Schedule A, and affixed improvements that by law constitute real property. The term "Land" does not include any property beyond the lines of the area described in Schedule A, nor any right, title, interest, estate, or easement in abutting streets, roads, avenues, alleys, lanes, ways, or waterways, but this does not modify or limit the extent that a right of access to and from the Land is insured by this policy. (h) "Mortgage": Mortgage, deed of trust, trust deed, or other security instrument, including one evidenced by electronic means authorized by law. (i) "Public Records": Records established under state statutes at Date of Policy for the purpose of imparting constructive notice of matters relating to real property to purchasers for value and without Knowledge. With respect to Covered Risk 5(d), "Public Records" shall also include environmental protection liens filed in the records of the clerk of the United States District Court for the district where the Land is located. (j) "Title": The estate or interest described in Schedule A. (k) "Unmarketable Title": Title affected by an alleged or apparent matter that would permit a prospective purchaser or lessee of the Title or lender on the Title to be released from the obligation to purchase, lease, or lend if there is a contractual condition requiring the delivery of marketable title. 2. CONTINUATION OF INSURANCE The coverage of this policy shall continue in force as of Date of Policy in favor of an Insured, but only so long as the Insured retains an estate or interest in the Land, or holds an obligation secured by a purchase money Mortgage given by a purchaser from the Insured, or only so long as the Insured shall have liability by reason of warranties in any transfer or conveyance of the Title. This policy shall not continue in force in favor of any purchaser from the Insured of either (i) an estate or interest in the Land, or (ii) an obligation secured by a purchase money Mortgage given to the Insured. 3. NOTICE OF CLAIM TO BE GIVEN BY INSURED CLAIMANT The Insured shall notify the Company promptly in writing (i) in case of any litigation as set forth in Section 5(a) of these Conditions, (ii) in case Knowledge shall come to an Insured hereunder of any claim of title or interest that is adverse to the Title, as insured, and that might cause loss or damage for which the Company may be liable by virtue of this policy, or (iii) if the Title, as insured, is rejected as Unmarketable Title. If the Company is prejudiced by the failure of the Insured Claimant to provide prompt notice, the Company's liability to the Insured Claimant under the policy shall be reduced to the extent of the prejudice. 4. PROOF OF LOSS In the event the Company is unable to determine the amount of loss or damage, the Company may, at its option, require as a condition of payment that the Insured Claimant furnish a signed proof of loss. The proof of loss must describe the defect, lien, encumbrance, or other matter insured against by this policy that constitutes the basis of loss or damage and shall state, to the extent possible, the basis of calculating the amount of the loss or damage. DEFENSE AND PROSECUTION OF ACTIONS (a) Upon written request by the Insured, and subject to the options contained in Section 7 of these Conditions, the Company, at its own cost and without unreasonable delay, shall provide for the defense of an Insured in litigation in which any third party asserts a claim covered by this policy adverse to the Insured. This obligation is limited to only those stated causes of action alleging matters insured against by this policy. The Company shall have the right to select counsel of its choice (subject to the right of the Insured to object for reasonable cause) to represent the Insured as to those stated causes of action. It shall not be liable for and will not pay the fees of any other counsel. The Company will not pay any fees, costs, or expenses incurred by the Insured in the defense of those causes of action that allege matters not insured against by this policy. (b) The Company shall have the right, in addition to the options contained in Section 7 of these Conditions, at its own cost, to institute and prosecute any action or proceeding or to do any other act that in its opinion may be necessary or desirable to establish the Title, as insured, or to prevent or reduce loss or damage to the Insured. The Company may take any appropriate action under the terms of this policy, whether or not it shall be liable to the Insured. The exercise of these rights shall not be an admission of liability or waiver of any provision of this policy. If the Company exercises its rights under this subsection, it must do so diligently. (c) Whenever the Company brings an action or asserts a defense as required or permitted by this policy, the Company may pursue the litigation to a final determination by a court of competent jurisdiction, and it expressly reserves the right, in its sole discretion, to appeal from any adverse judgment or order. 6. DUTY OF INSURED CLAIMANT TO COOPERATE (a) In all cases where this policy permits or requires the Company to prosecute or provide for the defense of any action or proceeding and any appeals, the Insured shall secure to the Company the right to so prosecute or provide defense in the action or proceeding, including the right to use, at its option, the name of the Insured for this purpose. Whenever requested by the Company, the Insured, at the Company's expense, shall give the Company all reasonable aid (i) in securing evidence, obtaining witnesses, prosecuting or defending the action or proceeding, or effecting settlement, and (ii) in any other lawful act that in the opinion of the Company may be necessary or desirable to establish the Title or any other matter as insured. If the Company is prejudiced by the failure of the Insured to furnish the required cooperation, the Company's obligations to the Insured under the policy shall terminate, including any liability or obligation to defend, prosecute, or continue any litigation, with regard to the matter or matters requiring such cooperation. (b) The Company may reasonably require the Insured Claimant to submit to examination under oath by any authorized representative of the Company and to produce for examination, inspection, and copying, at such reasonable times and places as may be designated by the authorized representative of the Company, all records, in whatever medium maintained, including books, ledgers, checks, memoranda, correspondence, reports, e-mails, disks, tapes, and videos whether bearing a date before or after Date of Policy, that reasonably pertain to the loss or damage. Further, if requested by any authorized representative of the Company, the Insured Claimant shall grant its permission, in writing, for any authorized representative of the Company to examine, inspect, and copy all of these records in the custody or control of a third party that reasonably pertain to the loss or damage. All information designated as confidential by the Insured Claimant provided to the Company pursuant to this Section shall not be disclosed to others unless, in the reasonable judgment of the Company, it is necessary in the administration of the claim. Failure of the Insured Claimant to submit for examination under oath, produce any reasonably requested information, or grant permission to secure reasonably necessary information from third parties as required in this subsection, unless prohibited by law or governmental regulation, shall terminate any liability of the Company under this policy as to that claim. 7. OPTIONS TO PAY OR OTHERWISE SETTLE CLAIMS; TERMINATION OF LIABILITY In case of a claim under this policy, the Company shall have the following additional options: (a) To Pay or Tender Payment of the Amount of Insurance. To pay or tender payment of the Amount of Insurance under this policy together with any costs, attorneys' fees, and expenses incurred by the Insured Claimant that were authorized by the Company up to the time of payment or tender of payment and that the Company is obligated to pay. Upon the exercise by the Company of this option, all liability and obligations of the Company to the Insured under this policy, other than to make the payment required in this subsection, shall terminate, including any liability or obligation to defend, prosecute, or continue any litigation. (b) To Pay or Otherwise Settle With Parties Other Than the Insured or With the Insured Claimant. (i) To pay or otherwise settle with other parties for or in the name of an Insured Claimant any claim insured against under this policy. In addition, the Company will pay any costs, attorneys' fees, and expenses incurred by the Insured Claimant that were authorized by the Company up to the time of payment and that the Company is obligated to pay; or (ii) to pay or otherwise settle with the Insured Claimant the loss or damage provided for under this policy, together with any costs, attorneys' fees, and expenses incurred by the Insured Claimant that were authorized by the Company up to the time of payment and that the Company is obligated to pay. Upon the exercise by the Company of either of the options provided for in subsections (b)(i) or (ii), the Company's obligations to the Insured under this policy for the claimed loss or damage, other than the payments required to be made, shall terminate, including any liability or obligation to defend, prosecute, or continue any litigation. DETERMINATION AND EXTENT OF LIABILITY This policy is a contract of indemnity against actual monetary loss or damage sustained or incurred by the Insured Claimant who has suffered loss or damage by reason of matters insured against by this policy. (a) The extent of liability of the Company for loss or damage under this policy shall not exceed the lesser of (i) the Amount of Insurance; or (ii) the difference between the value of the Title as insured and the value of the Title subject to the risk insured against by this policy. (b) If the Company pursues its rights under Section 5 of these Conditions and is unsuccessful in establishing the Title, as insured, (i) the Amount of Insurance shall be increased by Ten percent (10%), and (ii) the Insured Claimant shall have the right to have the loss or damage determined either as of the date the claim was made by the Insured Claimant or as of the date it is settled and paid. (c) In addition to the extent of liability under (a) and (b), the Company will also pay those costs, attorneys' fees, and expenses incurred in accordance with Sections 5 and 7 of these Conditions. 9. LIMITATION OF LIABILITY (a) If the Company establishes the Title, or removes the alleged defect, lien, or encumbrance, or cures the lack of a right of access to or from the Land, or cures the claim of Unmarketable Title, all as insured, in a reasonably diligent manner by any method, including litigation and the completion of any appeals, it shall have fully performed its obligations with respect to that matter and shall not be liable for any loss or damage caused to the Insured. (b) In the event of any litigation, including litigation by the Company or with the Company's consent, the Company shall have no liability for loss or damage until there has been a final determination by a court of competent jurisdiction, and disposition of all appeals, adverse to the Title, as insured. (c) The Company shall not be liable for loss or damage to the Insured for liability voluntarily assumed by the Insured in settling any claim or suit without the prior written consent of the Company. 10. REDUCTION OF INSURANCE; REDUCTION OR TERMINATION OF LIABILITY All payments under this policy, except payments made for costs, attorneys' fees, and expenses, shall reduce the Amount of Insurance by the amount of the payment. 11. LIABILITY NONCUMULATIVE The Amount of Insurance shall be reduced by any amount the Company pays under any policy insuring a Mortgage to which exception is taken in Schedule B or to which the Insured has agreed, assumed, or taken subject, or which is executed by an Insured after Date of Policy and which is a charge or lien on the Title, and the amount so paid shall be deemed a payment to the Insured under this policy. 12. PAYMENT OF LOSS When liability and the extent of loss or damage have been definitely fixed in accordance with these Conditions, the payment shall be made within thirty (30) days. 13. RIGHTS OF RECOVERY UPON PAYMENT OR SETTLEMENT (a) Whenever the Company shall have settled and paid a claim under this policy, it shall be subrogated and entitled to the rights of the Insured Claimant in the Title and all other rights and remedies in respect to the claim that the Insured Claimant has against any person or property, to the extent of the amount of any loss, costs, attorneys' fees, and expenses paid by the Company. If requested by the Company, the Insured Claimant shall execute documents to evidence the transfer to the Company of these rights and remedies. The Insured Claimant shall permit the Company to sue, compromise, or settle in the name of the Insured Claimant and to use the name of the Insured Claimant in any transaction or litigation involving these rights and remedies. If a payment on account of a claim does not fully cover the loss of the Insured Claimant, the Company shall defer the exercise of its right to recover until after the Insured Claimant shall have recovered its loss. OFFSITE ANALYSIS (Level 1 Downstream Analysis) Task 1: Study Area Definition and Maps The study area covered was the project site and upstream and downstream drainage areas near the development property. Task 2: Resource Review The project site is located within the Duwamish River Drainage Basin. Additionally, the site is not located in a critical drainage area. Research of available data shows no seismic hazard, landslide hazards, erosion hazards, or wetlands located on site. The soils on the site have been classified as Vashon Aged Glacial Till, see Geotech report. Task 3: Field Inspection Please refer to Figure 4 - Aerial Photograph and Figure 5 - Existing Site Conditions below to aid in the following description. 11 Figure 4 - Aerial Photograph 12 Figure 5 - Existing Site Conditions `14143 Existing Conditions The 24,750 sf project site has an existing house (soon to be demoed) and other than that is currently vacant. The site is covered with dense underbrush, deciduous trees, and evergreen trees along its frontage and property lines. The central portion of the property has been cleared. There is an existing gravel access drive which opens to an existing cleared area on the northern portion of the property. From the site visit, it appears the property was cleared in the last year and laid with gravel. The site topography ranges from 0 to 15% across the property towards the eastern portion of the site. It appears that the city has paved the frontage road, 34th Ave S recently which includes stormwater conveyance improvements. 13 Existing Access Drive Frontage of property looking South 14 Catch Basin on Frontage of Property The soil is classified as a Vashon Aged Glacial Till (see Geotech Report), 0 to 15 percent slopes by the Mizigi Group, Inc. The site is bordered on the north and south by single family homes and multi- family complexes as is typical of an urban residential neighborhood. There are no signs of ponding, flooding, or erosion problems on site or downstream of the site. Tributary Upstream Drainage The project site sits above the surrounding properties and therefore has no upstream drainage basin. Task 4: Downstream Drainage System Description and Existing and Potential Problems Based on research, and site visits there are no signs of drainage or erosion problems. The site will be mitigated through perforated pipe connections and will not contribute significant additional drainage to the city stormwater system. Drainage leaving the project site does so through sheet flow into a catch basin along the project frontage on 34th Ave S. It runs north, and then east through private property, reaching 35th Ave S and heading north through a series of SD pipes. Perforated pipe connections are capable of conveying concentrated runoff from impervious surfaces directly to local drainage systems, as is proposed on site. 17 Each proposed residence roof downspout and footing draings will be tight -lined to catch basin/area drain and then a perforated pipe connection before connecting into an existing catch basin along the project frontage on 34th Ave S. C-23). The intent of these instructions is to explain to future property owners, the purpose of the BMP and how it must be maintained and operated. A reproducible copy of the instructions, prepared for inclusion with the declaration of covenant, is located in Reference M. ❑ TEXT OF INSTRUCTIONS Your property contains a stomtwater management flow control BMP (best management practice) called a "perforated pipe connection," which was installed to reduce the stomrwater runoff impacts of some or all of the impervious surface on your property. A perforated pipe connection is a length of drainage conveyance pipe with holes in the bottom, designed to "leak" runoff, conveyed by the pipe, into a gravel filled trench where it can be soaked into the surrounding soil. The connection is intended to provide opportunity for infiltration of any runoff that is being conveyed from an impervious surface (usually a roof) to a local drainage system such as a ditch or roadway pipe system. The size and composition of the perforated pipe connection as depicted by the flow control BMP site plan and design details must be maintained and may not be changed without written approval either from the King County Water and Land Resources Division or through a future development permit from King County. ELEMENT 3: CONTROL FLOW RATES • Properties and waterways downstream from development sites shall be protected from erosion due to increases in the volume, velocity, and peak flow rate of stormwater runoff from the project site, as required by local plan approval authority. • Downstream analysis is necessary ifchanges in flows could impair or alter conveyance systems, stream banks, bed sediment or aquatic habitat. See Chapter 3 for offsite analysis guidance. • Where necessary to comply with Minimum Requirement #7, stormwater retention/detention facilities shall be constructed as one of the first steps in grading. Detention facilities shall be functional prior to construction of site improvements (e.g. impervious surfaces). • The local permitting agency may require pond designs that provide additional or different stormwater flow control if necessary to address local conditions or to protect properties and • waterways downstream from erosion due to increases in the volume, velocity, and peak flow rate of stormwater runoff from the project site. • If permanent infiltration ponds are used for flow control during construction, these facilities shall be protected from siltation during the construction phase and plans made for restoration after construction. Element #3 BMP Description C240 Sediment Trap C241 Temporary Sediment Pond ELEMENT 4: INSTALL SEDIMENT CONTROLS • Prior to leaving a construction site, or prior to discharge to an infiltration facility, stormwater runoff from disturbed areas shall pass through a sediment pond or other appropriate sediment removal BMP. Runoff from fully stabilized areas may be discharged without a sediment removal BMP, but must meet the flow control performance standard of Element #3, bullet #1. Full stabilization means concrete or asphalt paving; quarry spalls used as ditch lining; or the use of rolled erosion products, a bonded fiber matrix product, or vegetative cover in a manner that will fully prevent soil erosion. The local permitting authority should inspect and approve areas stabilized by means other than pavement or quarry spalls. • Sediment ponds, vegetated buffer strips, sediment barriers or filters, dikes, and other BMP's intended to trap sediment onsite shall be constructed as one of the first steps in grading. These BMP's shall be functional before other land disturbing activities take place. • • 29 • Earthen structures such as dams, dikes, and diversions shall be seeded and mulched according to the timing indicated in Element #5. • BMPs intended to trap sediment on site must be located in a manner to avoid interference with the movement of juvenile salmonids attempting to enter off -channel areas or drainages, often during nonstorm events, in response to rain event changes in stream elevation or wetted area. ELEMENT 5: STABILIZE SOILS • All exposed and unworked soils shall be stabilized by application of effective BMPs that protect the soil from the erosive forces of raindrop impact, flowing water, and wind. • Soils shall be stabilized as outlined below, where downstream water resources or stormwater infrastructure may be negatively affected by sediments (i.e., runoff discharges off the development site). • From October 1 through April 30, no soils shall remain exposed and unworked for more than 2 days. From May 1 to September 30, no soils shall remain exposed and unworked for more than 7 days. This condition applies to all onsite soils, whether at final grade or not. The local permitting authority may adjust these time limits if it can be shown that a development site's erosion or runoff potential justifies a different standard. • Applicable practices include, but are not limited to, compost addition, temporary and permanent seeding, sodding, mulching, plastic covering, soil application of polyacrylamide (PAM), early application of gravel base on areas to be paved, and dust control. • Soil stabilization measures selected should be appropriate for the time of year, site conditions, estimated duration of use, and potential water quality impacts that stabilization agents may have on downstream waters or ground water. • Soil stockpiles must be stabilized from erosion, protected with sediment -trapping measures, and located away from storm drains, waterways, or drainage channels. . 30 • Work on linear construction sites and activities, including right-of-way and easement clearing, roadway development, pipelines, and trenching for utilities, shall not exceed the capability of the individual contractor for his portion of the project to install the bedding materials, roadbeds, structures, pipelines, and/or utilities, and to re -stabilize the disturbed soils, in compliance with the applicable 2-day or 7-day criterion listed above. Offsite stormwater should be managed separately from stormwater generated on the site. • To prevent erosion, at the top of slopes collect drainage in pipe slope drains or protected channels. Temporary pipe slope drains shall handle the peak flow from a 10-year, 24-hour event; permanent slope drains shall be sized for a 25-year, 24-hour event. Check dams shall be used within channels that are cut down a slope. • Provide drainage to remove ground water intersecting the slope surface of exposed soil areas. • Stabilize soils on slopes, as specified in Element #5. ELEMENT 8: STABILIZE CHANNELS AND OUTLETS • All temporary onsite conveyance channels shall be designed, constructed and stabilized to prevent erosion from the peak 10-minute flow velocity from a Type 1 A 10-year 24-hour frequency storm for the developed condition. Alternatively, the 10-year, 1-hour flow rate indicated by an approved continuous runoff model, increased by a factor of 1.6, may be used. • Stabilization, including armoring material, adequate to prevent erosion of outlets, adjacent stream banks, slopes and downstream reaches shall be provided at the outlets of all conveyance systems. ELEMENT 9: CONTROL POLLUTANTS • All pollutants, including waste materials and demolition debris that occur onsite shall be handled and disposed of in a manner that does not cause contamination of stormwater: • Cover, containment, and protection from vandalism shall be provided for all chemicals, liquid products, petroleum products, and non -inert wastes present on the site (see Chapter 173-304 WAC for the definition of inert waste). Onsite fueling tanks shall include secondary containment. • Maintenance and repair of heavy equipment and vehicles involving oil changes, hydraulic system drain down, solvent and de -greasing cleaning operations, fuel tank drain down and removal, and other activities which may result in discharge or spillage of pollutants to the ground or into stormwater runoff must be conducted using spill prevention measures, such as drip pans. Contaminated surfaces shall be cleaned immediately following any discharge or spill incident. • • 32 Report all spills to 911. Emergency repairs may be performed onsite using temporary plastic placed beneath and, if raining, over the vehicle. • Wheel wash, or tire bath wastewater, shall be discharged to a separate onsite treatment system or to the sanitary sewer if allowed by the local wastewater authority. • Application of agricultural chemicals, including fertilizers and pesticides, shall be conducted in a manner and at application rates that will not result in Toss of chemical to stormwater runoff. Manufacturers' label recommendations shall be followed for application rates and procedures. • Management of pH -modifying sources shall prevent contamination of runoff and stormwater collected on the site. These sources include, but are not limited to, bulk cement, cement kiln dust, fly ash, new concrete washing and curing waters, waste streams generated from concrete grinding and sawing, exposed aggregate processes, and concrete pumping and mixer washout waters. • Construction sites with significant concrete work shall adjust the pH 'of stormwater if necessary to prevent violations of water quality standards. 33 Element #9 BMP Description X C151 Concrete Handling X C152 Sawcutting and Surfacing Pollution Prevention The Contractor shall be responsible for controlling pollutants from construction activities off the project site. ELEMENT 10: CONTROL DE -WATERING • All foundation, vault, and trench de -watering water, which has similar characteristics to stormwater runoff at the site, shall be discharged into a controlled conveyance system, prior to discharge to a sediment trap or sediment pond. Channels must be stabilized, as specified in Element #8. • Clean, non -turbid de -watering water, such as well -point ground water, can be discharged to systems tributary to state surface waters, as specified in Element #8, provided the de -watering flow does not cause erosion or flooding of the receiving waters. These clean waters should not be routed through sediment ponds with stormwater. • Highly turbid or otherwise contaminated dewatering water, such as from construction equipment operation, clamshell digging, concrete tremie pour, or work inside a cofferdam, shall be handled separately from stormwater at the site. • Other disposal options, depending on site constraints, may include: 1) infiltration, 2) transport offsite in vehicle, such as a vacuum flush truck, for legal disposal in a manner that does not pollute state waters, 3) onsite treatment using chemical treatment or other suitable treatment technologies, or 4) sanitary sewer discharge with local sewer district approval. The Contractor shall be responsible for discharging de -watering water in an appropriate manner. ELEMENT 11: MAINTAIN BMP's • All temporary and permanent erosion and sediment control BMP's shall be maintained and repaired as needed to assure continued performance of their intended function. All maintenance and repair shall be conducted in accordance with BMP's. • Sediment control BMP's shall be inspected weekly or after a runoff -producing storm event during the dry season and daily during the wet season. • All temporary erosion and sediment control BMP's shall be removed within 30 days after final site stabilization is achieved or after the temporary BMP's are no longer needed. Trapped sediment shall be removed or stabilized on site. Disturbed soil areas resulting from removal of BMP's or vegetation shall be permanently stabilized. The Contractor shall be responsible for maintaining BMP's to assure performance of their intended function. ELEMENT 12: MANAGE THE PROJECT • Phasing of Construction - Development projects shall be phased where feasible in order to prevent soil erosion and, to the maximum extent practicable, the transport of sediment from the project site during construction. Revegetation of exposed areas and maintenance of that vegetation shall be an integral part of the clearing activities for any phase. • • 34 Clearing and grading activities for developments shall be permitted only if conducted pursuant to an approved site development plan (e.g., subdivision approval) that establishes permitted areas of clearing, grading, cutting, and filling. When establishing these permitted clearing and grading areas, consideration should be given to minimizing removal of existing trees and minimizing disturbance/compaction of native soils except as needed for building purposes. These permitted clearing and grading areas and any other areas required to preserve critical or sensitive areas, buffers, native growth protection easements, or tree retention areas as may be required by local jurisdictions, shall be delineated on the site plans and the development site. All plats shall include lot -specific grading plans, including information specified by the local permitting authority such as finished grades, finished floor elevations, buildable areas, and identified drainage outlets. This information would normally be submitted with the construction drawings, but may be required prior to preliminary plat approval. • Seasonal Work Limitations From October 1 through April 30, clearing, grading, and other soil disturbing activities shall only be permitted if shown to the satisfaction of the local permitting authority that silt -laden runoff will be prevented from leaving the construction site through a combination of the following: 1. Site conditions including existing vegetative coverage, slope, soil type and proximity to receiving waters; and 2. Limitations on activities and the extent of disturbed areas; and 3. Proposed erosion and sediment control measures. Based on the information provided, and/or local weather conditions, the local permitting authority may expand or restrict the seasonal limitation on site disturbance. If, during the course of any construction activity or soil disturbance during the seasonal limitation period, silt -laden runoff leaving the construction site causes a violation of the surface water quality standard or if clearing and grading limits or erosion and sediment control measures shown in the approved plan are not maintained, the local permitting authority may take enforcement action, including but not limited to a notice of violation, administrative order, fine/penalty, stop - work order, or correction notice. The following activities are exempt from the seasonal clearing and grading limitations: 1. Routine maintenance and necessary repair of erosion and sediment control BMP's; 2. Routine maintenance of public facilities or existing utility structures that do not (a) expose the soil or (b) result in the removal of the soil's vegetative cover; and Self-contained project sites, where there is complete infiltration of the water quality design event runoff within the site. 3. Local governments may restrict clearing and grading activities where site conditions may present a significant risk of impact to property or critical areas. Contact the local permitting authority for information on specific site restrictions. In Olympia, except where approved chemical treatment, full dispersion or infiltration is practiced, clearing, grading, and other soil disturbing activities are prohibited in all watersheds November through February, and in Green Cove, Percival, Woodard, and Ellis Creek watersheds between October through April. • Coordination with Utilities and Other Contractors The primary project proponent shall evaluate, with input from utilities and other contractors, the stormwater management requirements for the entire project, including the utilities, when preparing the Construction SWPPP. • Inspection and Monitoring All BMP's shall be inspected, maintained, and repaired as needed to assure continued performance of their intended function. Site inspections shall be conducted by a person who is knowledgeable in the principles and practices of erosion and sediment control. The person shall have the skills to (1) assess site conditions and construction activities that could impact stormwater runoff quality, and (2) assess erosion and sediment control measure effectiveness. • 35 A Certified Erosion and Sediment Control Specialist shall be identified in the construction SWPPP and shall be onsite or on -call at all times. Certification may be obtained an approved training program that meets the erosion and sediment control training criteria established by Ecology. If a pre -construction meeting is held, this person shall attend. Sampling and analysis of the stormwater discharges from a construction site may be necessary on a case - by -case basis to ensure compliance with standards. Monitoring and reporting requirements may be established by the local permitting authority when necessary. The following discharge standard applies: Runoff leaving the construction site shall be free of settle able solids, as measured with an Imhoff Cone and in accordance with Standard Methods for the Examination of Water and Wastewater, most recent edition, American Water Works Association. "Free of settle able solids" shall be defined as measuring less than 2.5 mUUhr, for storms up to the water quality design event.1 The following surface water standard applies: 1. For storms up to the water quality design event, turbidity downstream of a construction site may not increase more than 5 NTU, if upstream turbidity is 50 NTU or less, and may not increase more than 10 percent, if upstream turbidity is over 50 NTU. To the extent practicable, samples should be taken far enough downstream so that the construction site discharge has been well - mixed with the surface water. 2. Whenever inspection and/or monitoring reveals that the BMP's identified in the Construction SWPPP are inadequate, due to the actual discharge of or potential to discharge a significant amount of any pollutant, appropriate BMP's or design changes shall be implemented as soon as possible. • Maintaining an Updated Construction SWPPP - The SWPPP shall be retained onsite or within reasonable access to the site. The SWPPP shall be updated within 7 days to reflect any significant changes in the design, construction, operation, or maintenance at the construction site that have, or could have, a significant effect on the discharge of pollutants to waters of the state. The SWPPP shall be updated within 7 days if during inspections or investigations by site staff or local or state officials, it is determined that the SWPPP is ineffective in controlling pollutants such that applicable discharge or surface water standards violations are apparent. The objective is to control erosion and prevent sediment and other pollutants from leaving the site during the construction phase of a project. The Contractor shall be responsible for managing the construction phase of the project within reasonable applications of the guidelines of this section and the SWPPP. This report has been prepared for the exclusive use of Cary Lang Construction, and their consultants, for specific application to this project, in accordance with generally accepted geotechnical engineering practice. 1.0 SITE AND PROJECT DESCRIPTION The project site consists of an irregularly -shaped, 0.57-acre, residential parcel situated in close proximity to the transition between the city limits of SeaTac and Tukwila, Washington as shown on the enclosed Topographic and Location Map (Figure 1). The parcel has previously been developed, with the central portions of the site being occupied by an existing single-family residence, originally constructed in 1902. Access to the site is gained through 34'h Ave S, along an existing driveway towards the north end of the parcel. The remainder of the parcel is relegated as yard space. Past grading activities have evidently taken place onsite, with the west end of the parcel residing at a higher relative grade than that of adjacent residential sites immediately to the west. Improvement plans involve the clearing/stripping of the subject property, demolition of existing site features, and the redevelopment of the site for residential purposes. It is our understanding that a short -plat of the property is currently proposed, which would result in three developable lots. Roof -runoff from the proposed residences will be retained onsite if feasible. Our exploration and evaluation program comprised the following elements: • Surface reconnaissance of the site; • Two test pit explorations (designated TP-1 and TP-2), advanced on April 6, 2018; and • A review of published geologic and seismologic maps and literature. Table 1 summarizes the approximate functional locations and termination depths of our subsurface explorations, and Figure 2 depicts their approximate relative locations. The following sections describe the procedures used for excavation of the test pits. It should be realized that the explorations performed and utilized for this evaluation reveal subsurface conditions only at discrete locations across the project site and that actual conditions in other areas could vary. Furthermore, the nature and extent of any such variations would not become evident until additional explorations are performed or until construction activities have begun. If significant variations are observed at that time, we may need to modify our conclusions and recommendations contained in this report to reflect the actual site conditions. 2.1 Test Pit Procedures Our exploratory test pits were excavated with a rubber -tired backhoe operated by an excavation contractor under subcontract to Cary Lang Construction. An engineering geologist from our firm observed the test pit excavations, collected soil samples, and logged the subsurface conditions. The enclosed test pit logs indicate the vertical sequence of soils and materials encountered in our test pits, based on our field classifications. Where a soil contact was observed to be gradational or undulating, our logs indicate the average contact depth. We estimated the relative density and consistency of the in -situ soils by means of the excavation characteristics and the stability of the test pit sidewalls. Our logs also indicate the approximate depths of any sidewall caving or groundwater seepage observed in the test pits. The soils were classified visually in general accordance with the system described in Figure A-1, which includes a key to the exploration logs. Page 2 of 11 • • Cary Lang Construction — Residential Development, 14213 341h Ave S, Tukwila, WA Geotechnical Engineering Report April 26, 2018 P1276-T18 3.0 SITE CONDITIONS The following sections present our observations, measurements, findings, and interpretations regarding, surface, soil, groundwater, and infiltration conditions. 3.1 Surface Conditions As previously indicated, the project site consists of an irregularly -shaped, 0.57-acre, residential parcel. The subject property is located within a densely populated residential area between Military Rd S and Tukwila International Blvd; approximately one -mile northeast of the Seattle -Tacoma International Airport. The east side of the parcel is bound by 34th Ave S, with its remaining sides contacting developed residential sites. The subject property has previously been developed, with the central portion of the site being occupied by an existing residence originally constructed in 1902. The remainder of the property is relegated as yard space. Topographically, the footprint of the existing residence resides within the relative high spot of the parcel, with the remainder of the property descending away from this location. Upwards of 10 feet of elevation change is observed over the extent of the parcel, with localized grade changes being less than 10 percent. Vegetation onsite is sparse, with the majority of the parcel having been resurfaced with recycled concrete. No hydrologic features were observed on site, such as seeps, springs, ponds and streams. As noted above, a seasonal ancillary stream channel is present immediately offsite to the east. 3.2 Soil Conditions Our test pit explorations revealed relatively consistent subgrade conditions across the project area, generally consisting of a variable amount of fill material overlying native, glacial till soils. Fill soils were generally encountered through a depth of ± 7 feet of both of our explorations, with the material ranging in composition between gravelly silty sand and fine sand with silt. Fill soils were generally encountered in medium dense condition. Glacial till soils were observed towards the lower reaches of both of our explorations, generally consisting of very dense gravelly silty sand. Tacoma, and the larger Puget Sound area in general, has been glaciated a number of times over the last 2.4 million years. The most recent of these glacial events, the Vashon Stade of the Fraser Glaciation, receded from this region approximately 13,500 years ago. The majority of near surface soils encountered within the Tacoma area are either directly associated with or have been physically altered by the Vashon glacial event. Glacial till is typically described as being a compact, coherent mixture of gravel, silt, clay and sand -sized clasts deposited along the base of glacial ice during a period of localized advancement. This material is generally encountered in a compact relative consistency given the fact that it was overridden by the ice mass shortly after deposition and is commonly underlain by advance outwash soils. In the Geologic Map of the Des Moines 7.5' Quadrangle, King County, Washington, as prepared by the U.S. Department of the Interior U.S. Geological Survey (USGS) (2004), the project site is mapped as containing Qvt, or Vashon-aged glacial till. Our subsurface explorations generally correspond with the mapping of the site performed by the USGS. Migizi Group, Inc. Page 3 of 11 • • Cary Lang Construction - Residential Development, 14213 34th Ave S, Tukwila, WA Geotechnical Engineering Report April 26, 2018 P1276-T18 The enclosed exploration logs (Appendix A) provide a detailed description of the soil strata encountered in our subsurface explorations. 3.3 Groundwater Conditions We encountered moderate groundwater seepage at a depth of 10 feet in test pit exploration TP-2, which was performed towards the south end of the parcel. This depth corresponds with the contact with native, glacial till soils. Given the topographic location of the project area, we do not believe that this is indicative of actual groundwater elevations, but rather indicative of seasonally perched groundwater, trapped atop the relatively impervious glacial till soils. We do not anticipate that groundwater will be present in most project excavations, nor be a limiting factor in the proposed development. 3.4 Infiltration Conditions As indicated in the Soil Conditions section of this report, the site is underlain by upwards of 71/2 feet of imported fill material, transitioning to relatively impermeable glacial till soils with depth. As such, we do not interpret full or limited infiltration as being feasible for this project. Roof -runoff water from the proposed residences should be managed through dispersion, diverted to an existing system along 34th Ave S, or managed through another appropriate method. 3.5 Seismic Conditions Based on our analysis of subsurface exploration logs and our review of published geologic maps, we interpret the onsite soil conditions to generally correspond with site class D, as defined by Table 30.2-1 in ASCE 7, per the 2015 International Building Code (IBC). Using 2015 IBC information on the USGS Design Summary Report website, Risk Category I/II/III seismic parameters for the site are as follows: Ss = 1.494 g SMs = 1.494 g SDs = 0.996 g S1= 0.560 g SM1 = 0.839 g Sol = 0.560 g Using the 2015 IBC information, MCER Response Spectrum Graph on the USGS Design Summary Report website, Risk Category I/II/III, Sa at a period of 0.2 seconds is 1.49 g and Sa at a period of 1.0 seconds is 0.84 g. The Design Response Spectrum Graph from the same website, using the same IBC information and Risk Category, Sa at a period of 0.2 seconds is 1.00 g and Sa at a period of 1.0 seconds is 0.56 g. 3_6 Liquefaction Potential Liquefaction is a sudden increase in pore water pressure and a sudden loss of soil shear strength caused by shear strains, as could result from an earthquake. Research has shown that saturated, loose, fine to medium sands with a fines (silt and clay) content less than about 20 percent are most susceptible to liquefaction. No saturated, poorly consolidated granular soils were encountered throughout the course of our test pit explorations. We interpret site soils as having a low potential of liquefying during a large-scale seismic event. Migizi Group, Inc. It is our understanding that a short -plat of the property is currently proposed, which would result in three developable lots. Roof -runoff from the proposed residences will be retained onsite if feasible. We offer these recommendations: • Feasibility: Based on our field explorations, research and analyses, the proposed structures appear feasible from a geotechnical standpoint. • Foundation Options: Foundation elements for the proposed residences should be constructed on medium dense or denser fill or native soils, or on structural fill bearing pads extending down to these soils. In our opinion, existing fill soils are suitable for foundation support and we anticipate that adequate bearing soils will be encountered within 2 feet of existing grade. Recommendations for Spread Footings are provided in Section 4.2. • Floor Options: Floor sections for the proposed residences should bear on medium dense or denser fill or native soils or on a properly compacted structural fill subbase. In our opinion, existing fill soils are suitable for slab support, and we anticipate that adequate bearing soils will be encountered within two feet of existing grade. Recommendations for slab -on -grade floors are included in Section 4.3. Fill underlying floor slabs should be compacted to 95 percent (ASTM:D-1557). The following sections of this report present our specific geotechnical conclusions and recommendations concerning site preparation, spread footings, slab -on -grade floors, asphalt pavement, and structural fill. The Washington State Department of Transportation (WSDOT) Standard Specifications and Standard Plans cited herein refer to WSDOT publications M41-10, Standard Specifications for Road, Bridge, and Municipal Construction, and M21-01, Standard Plans for Road, Bridge, and Municipal Construction, respectively. 4_1 Site Preparation Preparation of the project site should involve erosion control, temporary drainage, clearing, stripping, excavations, cutting, subgrade compaction, and filling. Erosion Control: Before new construction begins, an appropriate erosion control system should be installed. This system should collect and filter all surface water runoff through silt fencing. We anticipate a system of berms and drainage ditches around construction areas will provide an adequate collection system. Silt fencing fabric should meet the requirements of WSDOT Standard Specification 9-33.2 Table 3. In addition, silt fencing should embed a minimum of 6 inches below existing grade. An erosion control system requires occasional observation and maintenance. Specifically, holes in the filter and areas where the filter has shifted above ground surface should be replaced or repaired as soon as they are identified. Migizi Group, Inc. Because the selection of an appropriate drainage system will depend on the water quantity, season, weather conditions, construction sequence, and contractor's methods, final decisions regarding drainage systems are best made in the field at the time of construction. Based on our current understanding of the construction plans, surface and subsurface conditions, we anticipate that curbs, berms, or ditches placed around the work areas will adequately intercept surface water runoff. Clearing and Stripping: After surface and near -surface water sources have been controlled, sod, topsoil, and root -rich soil should be stripped from the site. Our subsurface explorations indicate that there is a minimal organic horizon across the project site, and we do not anticipate that significant stripping will be necessary. Site Excavations: Based on our explorations, we expect that site excavations will predominately encounter moderately consolidated fill soils at shallow elevations, and densely consolidated glacial till soils with depth, both of which can be readily excavated using standard excavation equipment. Dewatering: Our explorations encountered moderate seepage in the vicinity of test pit exploration TP-2, at a depth of 10 feet, along the contact with glacial till soils. We anticipate that this is indicative of seasonally perched groundwater and not representative of actual groundwater elevations. We do not expect groundwater to be encountered in project excavations, however, if groundwater is encountered, we anticipate that an internal system of ditches, sump holes, and pumps will be adequate to temporarily dewater excavations. Temporary Cut Slopes: All temporary soil slopes associated with site cutting or excavations should be adequately inclined to prevent sloughing and collapse. Temporary cut slopes in site soils should be no steeper than 11/2H:1V, and should conform to Washington Industrial Safety and Health Act (WISHA) regulations. Subgrade Compaction: Exposed subgrades for the foundation of the proposed residences should be compacted to a firm, unyielding state before new concrete or fill soils are placed. Any localized zones of looser granular soils observed within a subgrade should be compacted to a density commensurate with the surrounding soils. In contrast, any organic, soft, or pumping soils observed within a subgrade should be overexcavated and replaced with a suitable structural fill material. Site Filling: Our conclusions regarding the reuse of onsite soils and our comments regarding wet - weather filling are presented subsequently. Regardless of soil type, all fill should be placed and compacted according to our recommendations presented in the Structural Fill section of this report. Specifically, building pad fill soil should be compacted to a uniform density of at least 95 percent (based on ASTM:D-1557). Migizi Group, Inc. Page 6 of 11 Cary Lang Construction — Residential Development, 14213 34th Ave S, Tukwila, WA Geotechnical Engineering Report April 26, 2018 P1276-T18 Onsite Soils: We offer the following evaluation of these onsite soils in relation to potential use as structural fill: • Surficial Organic Soil and Organic -Rich Fill Soils: Where encountered, surficial organic soils like duff, topsoil, root -rich soil, and organic -rich fill soils are not suitable for use as structural fill under any circumstances, due to high organic content. Consequently, this material can be used only for non-structural purposes, such as in landscaping areas. • Existing Fill Material: Underlying a surface mantle of sod and topsoil, existing fill material was encountered, being comprised of gravelly silty sand and fine sand with silt, extending upwards of 71/2 feet below grade across much of the site. These soils are moderately moisture sensitive and will become increasingly difficult to reuse during wet weather conditions. If reuse is planned, care should be taken while stockpiling in order to avoid saturation/over-saturation of the material and moisture conditioning should be expected. Permanent Slopes: All permanent cut slopes and fill slopes should be adequately inclined to reduce long-term raveling, sloughing, and erosion. We generally recommend that no permanent slopes be steeper than 2H:1V. For all soil types, the use of flatter slopes (such as 22H:1V) would further reduce long-term erosion and facilitate revegetation. Slope Protection: We recommend that a permanent berm, swale, or curb be constructed along the top edge of all permanent slopes to intercept surface flow. Also, a hardy vegetative groundcover should be established as soon as feasible, to further protect the slopes from runoff water erosion. Alternatively, permanent slopes could be armored with quarry spalls or a geosynthetic erosion mat. 4_2 Spread Footings In our opinion, conventional spread footings will provide adequate support for the proposed residences if the subgrade is properly prepared. We offer the following comments and recommendations for spread footing design. Footing Depths and Widths: For frost and erosion protection, the bases of all exterior footings should bear at least 18 inches below adjacent outside grades, whereas the bases of interior footings need bear only 12 inches below the surrounding slab surface level. To reduce post -construction settlements, continuous (wall) and isolated (column) footings should be at least 16 and 24 inches wide, respectively. Bearing Subgrades: Footings should bear on medium dense or denser fill or native soils which have been stripped of surficial organic soils and vigorously surface compacted, or on properly compacted structural fill bearing pads. In our opinion, existing fill soils are suitable for foundation support, and we anticipate that adequate bearing soils will be encountered within 2 feet of existing grade. Migizi Group, Inc. Page 7 of 11 • • Cary Lang Construction — Residential Development, 14213 34th Ave S, Tukwila, WA Geotechnical Engineering Report April 26, 2018 P1276-T18 In general, before footing concrete is placed, any localized zones of loose soils exposed across the footing subgrades should be compacted to a firm, unyielding condition, and any localized zones of soft, organic, or debris -laden soils should be overexcavated and replaced with suitable structural fill. Lateral Overexcavations: Because foundation stresses are transferred outward as well as downward into the bearing soils, all structural fill placed under footings should extend horizontally outward from the edge of each footing. This horizontal distance should be equal to the depth of placed fill. Therefore, placed fill that extends 3 feet below the footing base should also extend 3 feet outward from the footing edges. Subgrade Observation: All footing subgrades should consist of firm, unyielding, native soils, or structural fill materials that have been compacted to a density of at least 95 percent (based on ASTM:D-1557). Footings should never be cast atop loose, soft, or frozen soil, slough, debris, existing uncontrolled fill, or surfaces covered by standing water. Bearing Pressures: In our opinion, for static loading, footings that bear on moderately consolidated recessional outwash soils can be designed for a maximum allowable soil bearing pressure of 1,500 psf. A one-third increase in allowable soil bearing capacity may be used for short-term loads created by seismic or wind related activities. Footing Settlements: Assuming that structural fill soils are compacted to a medium dense or denser state, we estimate that total post -construction settlements of properly designed footings bearing on properly prepared subgrades will not exceed 1 inch. Differential settlements for comparably loaded elements may approach one-half of the actual total settlement over horizontal distances of approximately 50 feet. Footing Backfill: To provide erosion protection and lateral load resistance, we recommend that all footing excavations be backfilled on both sides of the footings and stemwalls after the concrete has cured. Either imported structural fill or non -organic onsite soils can be used for this purpose, contingent on suitable moisture content at the time of placement. Regardless of soil type, all footing backfill soil should be compacted to a density of at least 90 percent (based on ASTM:D-1557). Lateral Resistance: Footings that have been properly backfilled as recommended above will resist lateral movements by means of passive earth pressure and base friction. We recommend using an allowable passive earth pressure of 225 psf and an allowable base friction coefficient of 0.35 for site soils. 4.3 Slab -On -Grade Floors In our opinion, soil -supported slab -on -grade floors can be used in the proposed residences if the subgrades are properly prepared. Floor sections for the proposed structures should bear on medium dense or denser fill or native soils or on a properly compacted structural fill subbase. In our opinion, existing fill soils are suitable for slab support, and we anticipate that adequate bearing soils will be encountered within two feet of existing grade. If a subbase is required, it should be compacted to a density of at least 95 percent (based on ASTM:D-1557). Capillary Break and Vapor Barrier: To retard the upward wicking of moisture beneath the floor slab, we recommend that a capillary break be placed over the subgrade. Ideally, this capillary break would consist of a 4-inch-thick layer of pea gravel or other clean, uniform, well-rounded gravel, such as "Gravel Backfill for Drains" per WSDOT Standard Specification 9-03.12(4), but clean angular gravel can be used if it adequately prevents capillary wicking. In addition, a layer of plastic sheeting (such as Crosstuff, Visqueen, or Moistop) should be placed over the capillary break to serve as a vapor barrier. During subsequent casting of the concrete slab, the contractor should exercise care to avoid puncturing this vapor barrier. Vertical Deflections: Due to elastic compression of subgrades, soil -supported slab -on -grade floors can deflect downwards when vertical loads are applied. In our opinion, a subgrade reaction modulus of 250 pounds per cubic inch can be used to estimate such deflections. 4.4 Structural Fill The term "structural fill" refers to any material placed under foundations, retaining walls, slab -on - grade floors, sidewalks, pavements, and other structures. Our comments, conclusions, and recommendations concerning structural fill are presented in the following paragraphs. Materials: Typical structural fill materials include clean sand, gravel, pea gravel, washed rock, crushed rock, well -graded mixtures of sand and gravel (commonly called "gravel borrow" or "pit - run"), and miscellaneous mixtures of silt, sand, and gravel. Recycled asphalt, concrete, and glass, which are derived from pulverizing the parent materials, are also potentially useful as structural fill in certain applications. Soils used for structural fill should not contain any organic matter or debris, nor any individual particles greater than about 6 inches in diameter. Fill Placement: Clean sand, gravel, crushed rock, soil mixtures, and recycled materials should be placed in horizontal lifts not exceeding 8 inches in loose thickness, and each lift should be thoroughly compacted with a mechanical compactor. Compaction Criteria: Using the Modified Proctor test (ASTM:D-1557) as a standard, we recommend that structural fill used for various onsite applications be compacted to the following minimum densities: Fill Application Footing subgrade and bearing pad Foundation backfill Slab -on -grade floor subgrade and subbase Minimum Compaction 95 percent 90 percent 95 percent Subgrade Observation and Compaction Testing: Regardless of material or location, all structural fill should be placed over firm, unyielding subgrades prepared in accordance with the Site Preparation section of this report. Also, fill soil compaction should be verified by means of in -place density tests performed during fill placement so that adequacy of soil compaction efforts may be evaluated as earthwork progresses. Soil Moisture Considerations: The suitability of soils used for structural fill depends primarily on their grain -size distribution and moisture content when they are placed. As the "fines" content (that soil fraction passing the U.S. No. 200 Sieve) increases, soils become more sensitive to small changes in moisture content. Soils containing more than about 5 percent fines (by weight) cannot be consistently compacted to a firm, unyielding condition when the moisture content is more than 2 percentage points above or below optimum. For fill placement during wet -weather site work, we recommend using "clean" fill, which refers to soils that have a fines content of 5 percent or less (by weight) based on the soil fraction passing the U.S. No. 4 Sieve. 5.0 RECOMMENDED ADDITIONAL SERVICES Because the future performance and integrity of the structural elements will depend largely on proper site preparation, drainage, fill placement, and construction procedures, monitoring and testing by experienced geotechnical personnel should be considered an integral part of the construction process. Subsequently, we recommend that MGI be retained to provide the following post -report services: • Review all construction plans and specifications to verify that our design criteria presented in this report have been properly integrated into the design; • Prepare a letter summarizing all review comments (if required); • Check all completed subgrades for footings and slab -on -grade floors before concrete is poured, in order to verify their bearing capacity; and • Prepare a post -construction letter summarizing all field observations, inspections, and test results (if required).
