Surrounding Land Uses Phone: 206-433-1800 • Email: Mayor@TukwilaWA.gov • Website: TukwilaWA.gov Page 3 • • The property is zoned within the Regional Commercial Zone (RCM). Surrounding parcels are zoned within the Low Density Residential (LDR) and High Density Residential (HDR) zones. This parcel sits adjacent to Tukwila International Boulevard. Background In 2006, the City adopted a Wireless Facilities Chapter (TMC 18.71) to the Zoning Code. The chapter provides location and design requirements for the placement of WCF within the City of Tukwila. In 2016 the city adopted amendments to this ordinance in compliance with the Federal Spectrum Act. Location Selection Tukwila Municipal Code (TMC) provides a hierarchy of appropriate locations within the City. Generally, co - locations and utilizing existing structures are favored over the development of new standalone WCF within the City. CONCLUSIONS 1. The proposed modifications to the existing WCF will not significantly alter the conditions that currently exist and will not be materially detrimental to the public welfare or injurious to property or improvements in the vicinity. 2. As demonstrated in Table 1, the project meets all applicable development standards for a Type 1 WCF. 3. The proposed modifications will not alter the surrounding land uses in terms of traffic and pedestrian circulation, building or site design. 4. The proposed project is in keeping with the goals and policies of the Comprehensive Land Use Policy Plan. 6. The project also qualifies as an Eligible Facilities Modification under § 6409 of the FCC's Spectrum Act, which requires the City to approve any eligible facilities request for a modification of an existing tower or base station that does not substantially change the physical dimensions of such tower or base station. RECOMMENDATIONS The recommendation to the Director of Community Development is to approve this application for a Type 1 Wireless Telecommunications Facility. This analysis has been performed in accordance with the Crown Castle Structural 'Statement of Work' and the terms of Crown Castle Purchase Order Number 1199329, in accordance with order 427338, revision 0. The purpose of the analysis is to determine acceptability of the tower stress level. Based on our analysis we have determined the tower stress level for the structure and foundation, under the following load case, to be: LC7: Existing + Reserved + Proposed Equipment Sufficient Capacity Note: See Table 1 and Table 2 for the proposed and existing/reserved loading, respectively. This analysis has been performed in accordance with the 2015 International Building Code based upon an ultimate 3-second gust wind speed of 110 mph converted to a nominal 3-second gust wind speed of 85 mph per section 1609.3.1 as required for use in the TIA-222-G Standard per Exception #5 of Section 1609.1.1. Exposure Category C with a maximum topographic factor 1 and Risk Category II were used in this analysis. All equipment proposed in this report shall be installed in accordance with the attached drawings for the determined available structural capacity to be effective. We at B+T Group appreciate the opportunity of providing our continuing professional services to you and Crown Castle. If you have any questions or need further assistance on this or any other projects please give us a call. Structural analysis prepared by: John Landon Respectfully submitted by: B+T Engineering, Inc. This tower is designed using the TIA-222-G standard. The following design criteria apply: Tower is located in King County, Washington. Basic wind speed of 85 mph. Structure Class II. Exposure Category C. Topographic Category 1. Crest Height 0.000 ft. Deflections calculated using a wind speed of 60 mph. A non -linear (P-delta) analysis was used. Pressures are calculated at each section. Stress ratio used in pole design is 1. Local bending stresses due to climbing loads, feed line supports, and appurtenance mounts are not considered.
