Elected Officials Briefing: Your Roles in Emergency Management Mindi Mattson, Emergency Manager March 9, 2026 x❑ Discussion Only Committee of the Whole ❑ Action Requested This will be a briefing for Council on the roles and responsibilities of elected officials before, during, and after emergencies and disasters. ATTACHMENTS • Presentation dti- Mindi Mattson, Emergency Manager Overview Elected officials and senior leaders play a critical role in emergency management. 10 Continuity Continuity of Government • Elected officials and senior leaders ensure the capability of the survivability of the government, governing body, and organizational leadership. Continuity of Operations • Elected officials and senior leaders coordinate the capability to continue essential program functions and preserve essential processes and functions, positions, lines of succession, applications and records, communications, and facilities across a broad range of potential emergencies/disasters. 11 Laws and Authorities All political subdivisions — RCW 38.52.070(2) directs each political subdivision to establish a local emergency management organization or to be part of a joint local organization. Further requires that each recognized organization have a plan. 10 Local emergency management — WAC 118-30 contains administrative rules pertaining to local emergency management. Requires that the local emergency management organization be established by ordinance or resolution and that local emergency management organization maintain a current plan of operations based on analysis of local hazards. ' City Emergency Management — Tukwila Municipal Code 2.57 12 Continuum of Emergency Management • Prevention — Prevent, avoid or stop an imminent, threatened or actual act of terrorism. • Protection - Protect our residents, residents, visitors, and assets against the greatest threats and hazards in a manner that allows our interests, aspirations and way of life to thrive. • Mitigation — Reduce the loss of life and property by lessening the impact of future disasters. • Response — Respond quickly to save lives, protect property and the environment, and meet basic human needs in the aftermath of a catastrophic incident. • Recovery — Recover through a focus on the timely restoration, strengthening and revitalization of infrastructure, housing and a sustainable economy, as well as the health, social, cultural, historic and environmental fabric of communities affected by a catastrophic incident.
