COMMITTEE OF THE WHOLE MEETING,
CALL TO ORDERIPLEDGE OF ALLEGIANCE
Council President Papyan callied the Tukwila City Council meeting to order at 7:00 p,m and led the
audience in the Pledge of Allegiance.
OFFICIALS
Present at the meeting were Council President Armen Papyan (on -site); Councilmembers Verna Seal (on -
site), Kate Kruller (on -site), Dennis Mart nez (on -site), Hannah Hedrick (on -site), Joe Torres Camacho (on -
site),, and Jane Ho (on -site),
LAND ACKNOWLEDGEMENT
Mayor McLeod stated 'The City of Tukwila is located on the ancestral lands of the Coast Salish people„
We acknowledge their continuing connections to land, waters and culture, We pay our respects to their

1, Dave Puki expressed concern regarding the use of Flock cameras by the City.
2, Kathy Hougardy highlighted "Stories of Arrival," a new COMMurlity speaker series hosted by the
Tukwila Historical Society, with the first event taking place on Wednesday, March 180', featuring Joe
Duffle,
Pat Broclrn referenced the flooding event in Winter 2025 and provided f edback on potential avenues
the City can explore to mlbgate future events.

b. Elected Officials Briefing: Roes in Emergency Nianag trent,
Minden Mattson, Emergency Manager, provided information regarding the role elected officials and leaders
play in emergency management, including continuity of operationsigovernment, legislative authority, and
actions to take
The Council!members asked clarifying questions regarding duties/decisions of the Could during
emergencies and updates on the financial impact and after -action report for the recent flood event.
REPORTS
a. City Council
Councilmember Seal participated in a Puget Sound Fire Governance Board meeting!, She reported the
Finance & Governance Committee received an overview of the City"s investment strategy from
Clearwater Advisors and reviewed the following items: an asset transfer agreement with the Low !Income
Housing Institute the 2023-2024 Accountability Audit, and the January 2026 Monthly Financial
Report
Couricilrnember Kruller reported the Planning & Community Development Committee reviewed the
following items: a resolution !authorizing !aillocation from the South King Housing & Homelessness
Partners (SKHHP) Capital Fund, a Lodging Tax Advisory Committee (LTAC) application for Experience
Tukwila, a contract with Seattle Region& Tourism Authority for world cup marketing, and climate change
strategies, She attended a 2026 FIFA World Cup Planning Symposium at Emerald Downs for first
responders and the opening of Pasifika NW Grill & Bar at Foster Golf Links, She highlighted international
Women"s Day and shared appreciation for the contributions women make and the challenges they
continue to face,
Councillmember Martinez attended a Puget Sound Fire Governance Board meeting and met with
candidates running for King Ccunty Assessor
Councilmember Hedrick attended the Puget Sound Fire Governance Board meeting where they passed a
proclamation for Procurement month, and a proclamation for Social Work Month, and reviewed the
purchase of a replacement engine through the HGAC Purchasing Cooperative and updates to the
Burning Permits pollicy, She reported she was named to the Board of Directors of Greater Seattle
Partners through Soundside Alliance,
Councilmember Camacho visited the mini -park on 57th Avenue in the Foster Point Community, attended'
the grand opening for Pasifika NW Grill & ar, and joined South End Indivisible in a recent event, He
shared the Tukwila School District will have early release for students on Wednesday, March 11,
Council President Papyan indicated he has been in communication with legislator's regariling House Bill
6002 that will regulate Flock cameras in terms of driver privacy, He participated in a meeting with King
County Metro and the Museum of Flight regarding increasing public transportation options to that area,

Mayor McLeod attended the grand opening for Pasifika NW Grill & Bar and a 100 Days & Counting event
held on partnership with Seattle Southside to prepare local businesses for the World Cup He shared he
will be chairing the upcoming Sound Transit Finance and Audit Committee meeting,

Following a request by Councilmember Seal for further discussions regarding Flock ca
cons insus existed to refer this item to the Community Services & Safety Committee.

CouncH President Papyan shared that due to the upcoming National League of Cities conference, the
upcoming March 16 Regular Meeting will be cancelled.
