2026 Council Retreat
Meeting Minutes

City Council: Armen Papyan, Council President; Verna Seal, Kate Kruller, Dennis Martinez, Hannah
Hedrick, Joe Camacho, Jane Ho
Mayor: Mayor McLeod
Staff: Laurel Humphrey, Marty Wine, Aaron BeMiller
Council President Papyan called the meeting to order at 9:00 a.m. and led the Council through an
exercise intended to identify and discuss individual leadership styles. Next, Councilmembers
completed a brainstorming activity around team and individual challenges, requests for clarity,
engagement with staff, topics of interest, and ideas for a parking tot. Staff presented the Rules of
Procedure and walked through several suggested updates which will be routed through the
legislative process later this year.
Following lunch, Director BeMiller presented on the budget including roles and responsibilities,
funds, revenues and cost drivers, forecasting and the 2027-2028 budget development calendar.
Item(s) for follow-up:
• Research how neighboring City Councils handle Council reports
• Provide 2024 staff presentation on budget sustainability
• Provide debt service chart
• Provide the average labor cost increases over the past few years
The 2026 Tukwila City Council Retreat was adjourned at 3:00 p.m.
