CALL TO ORDER/ PLEDGE OF ALLEGIANCE Mayor McLeod called th Regular Meeting of the Tukwila City Council to order at '7;00 p.m, and led the audience in the Pledge of Allegiance OLL CALL Jennifer Marshall, Deputy City Clerk, called the roll of the Council, Present at the meeting were Council President Armen Papyan (on -site) and Councilmembers Verna Seal (on -site), Kate Kruller (cn-site). A proclamation recognizing April 2026 as "SxuaI Assault Aw of Tukwila. 60 02 noting it is immediately reness Prevention Month" in the City Mayor McLeod read the proclamation and proclaimed April 2026 as Sexual Assault Awareness and Prevention Month, Council expressed their support and gratitude for the work of KCSARC and reflected on the impact of the organization for the past fifty years. b. Appointment to Boards and Commissions 1, Arts Commission (a) Confirm the appointment of Lisa Lotus to Position #4 on the Arts Commission, with a term expiring March 31, 2029, MOVED BY PAPYAN,, SECONDED BY HO TO CONFIRM THE APPOINTMENT OF LISA LOTUS TO POSITION #4 ON THE ARTS COMMISSION W TH A TERM EXPIRING MARCH 31, 2029. MOTION CARRIED 7-0. MOTION CARRIED 7-0. Community -Oriented Policing Citizen Advisory Board (COPCAB): Confirm the appointments of Danielle Eastmen to Position #1, Katrina Cohn to Position #4, and Roger Arnold to Position #7 on the COPCAB, with terms expiring March 31, 2030, MOVED BY KRULLER, SECONDED BY MARTINEZ TO CONFIRM THE APPOINTMENTS OF DANIIEL.LE EASTMEN TO POSITION #1, KATRINA DOHN TO POSITION #4, AND ROGER ARNOLD TO POSITION #7 ON THE COMMUNITY -ORIENTED POLICING CITIZEN ADVISORY OARD (COPCAB) WITH TERMS EXPIRING MARCH 31, 2030. PRESENTATIONS Tukwila Promise Update Dr, Concie Pedroza, Superintendent of Tukwila School Distinct; Jessica Monger, External Affairs Director of Washington Steitz Opportunity Schotarship, Tony Garcia, Interim Vice President of Highline College; and Riley Haggard, Tukwila Promise Manager for Tukwila School District reported on 'the successes to date for the Tukwiia Promise tocaducation initiative designed to make college more accessible and affordable to students,. After completing the two-year pilot program of Tukwila Promise, they propose the program be expanded to include assistance for educational expenses beyond tuition and additional schools_ The Councilmembers expressed their excitement and desire to continue supporting the Tukwila Promise, CONSENT AGENDA a, Approval of Minutes: 03/23 Special Meeting bi. Tukwila City Council Regular Minutes Page 4 of 5 April 6, 2026 NEW BUSINESS Authorize the Mayor to execute an agreement with Sound Health in the amount of $280,800.00 for de- escalation, diversions, and referrals to appropriate services by two mental health professional co - responders. Eric Dreyer, Police Chief, provided a htstory of the mental health professional co -responder program first implemented in the City of Tukwila in 2021 reporting it proves to be a great asset for the Police Department and the community, The Police Department is requesting a continuation of the program through Sound Heaith, The Councilmembers asked clarifying questions regarding source of funding and how these services differ from those provided by South Kong Ftre, MOVED BY KRULLER, SECONDED BY MARTINEZ AUTHORIZE THE MAYOR TO EXECUTE AN AGREEMENT WITH SOUND HEALTH IN THE AMOUNT OF $280,800.00 FOR DE-ESCALAT1ON, DIVERSIONS, AND REFERRALS TO APPROPRIATE SERVICES BY TWO MENTAL HEALTH PROFESSIONAL CO -RESPONDERS. MOTION CARRIED 7-0, REPORTS a. Mayor Mayor McLeod attended rnuitople events including the Duwamish Community Neighborhood Meeting, the Sound Transit Crosslake Connection opening, and the Asian Family Market grand opening, b. City Council Councilmember Seal attended the Council Retreat on March 29' and thanked Council and staff for their participation and efforts: Councilmember Kruller attended the Duwarnish Neighborhood Meeting and the Council Retreat, She also shared about her involvement and ongoing support of the SealiAlolves, Council President Papyan thanked the councilmembers for their participation in the Council retreat He reported on his ongoing efforts to understand the process at the Department of Homeland Security and the Coffey Chat with State epresentative Steve l'ergquist. Councilmember Martinez reported on attending the Council Chat at the Foster High School and the grand opening ofthe Asian Family Market: He was glad to see the fac011ities crew learning HVAC maintenance at City Hall Councilinember Hedrick attended the Cascade View and Foster High School Council Chat as well as the Council Retreat Councilmember Ho attended the Asian Family Market grand opening, chatted with the Cascade View Elementary and Foster High school. the Vietnamese Cultural Center event in honor of Vietnamese Heritage Day, Councflmember Carnacho attendedi the Council Retreat, thanked staff for working with Foster High School students as they prepared for the Environthon in Florida: and attended the Coffee Chat with Foster High School students: Tukwila City Council Regular Minutes Page 5 of 5 April 6, 2026 c. Staff Marty Wine, City Administrator, referenced the City Administrator report in the packet and expressed appreciation for being included in the Council Retreat regarding the budget MISCELLANEOUS There were no misoelianeous reperts.
