MINUTES
COMMITTEE OF THE WHOLE MEETING
CALL TO ORDER/PLEDGE OF ALLEGIANCE
April 13, 2026 - 700 P.M,
Council President Papyan called the Tukwila City Council meeting 10 order at 7°C6 p,m, and led the
audience in th Pledge of Allegiance
OFFICIALS
Present at the meeting were Council Pr;sident Armen Papyan (on -site); Councillmembers Verna Seal (on

site), Kate Krulier (on -site), Dennis Martinez (on -site),, Hannah Hedrick (remote), Joe Torres Camacho (on

site), and Jane Ho (on -site).

Councilmember Martinez stated The City of Tukwilais locatedl on the ancestral lands of the Coast Salish
people, We acknowledge their continuing connections to land, waters and culture. We pay our respects to

PUBLIC COMMENTS
1, David Puki spoke on upcoming legal changes regarding Flock cameras and urged caution
regarding data sharing and data locations,
2, Joe Duffle thanked the City and Tukwila School District for supporting apprenticeship and trades
programs for students, He also spoke on llocal housing needs and food services for residents,
3, Dennis Robertson spoke on his concern to safely protest in public if Flock cameras are in use
and potential upcoming legislation,
PUBLIC HEARING
a, fdloratorium on Application for Correctional Institutions and Detention Facilit
7:13 p.m. Council President Papyan opened th public hearing.
Nora Gierloff, Director of Community Development, provided history on the passing of the emergency
ordinance on February 23, 2026 and the requirements stated by ROW 35A,63,220 and RCW
3670A 390 to hold a public hearing within 60 days after its passage An additional public hearing will
be held at the April 20 Regular City Council Meeting The moratorium is in effect until August 23,
2026,

1, David Puki stated he supports the moratorium and is against the practice of deporting citizens
before due process
2. Mary Fertakis thanked th Council for their quick action in passing the moratorium, and
requested Council take additional actions,
3, Josh Castle thanked the Council for passing the moratorium and requested the Council consider
making the moratorium permanent. He presented statistics on immigration enforcement and
requested a discussion regarding Flock cameras be placzid on an upcoming meeting agenda
4. Leslie Waggoner requested a per anent moratorium, citing conditions in detention centers.
5, Leslie Jensen thanked Council for their unanimous support of the moratorium and encouraged
extension and permanent action, She expressed concerns over Flock cameras and mass
surveillance,
Council President Papyan asked if there were any clarifying questions from the Council,
The Councilmembers asked clarifying questions regarding timelines for extensions and options for a
permanent Moratorium.

SPECIAL ISSUES
a, Moratorium on Application for Correctional Institutions and Detention Facilities
Council President stated no action is needed at this time and the moratorium item would be heard
again at the April 200 Regular Meeting,
REP RI'S
a, Mayor
Mayor McLeod provided a reminder of the upcoming State of the City event scheduled for Wednesday,
April 290 at 5prn at Foster High School, He reported on recent board and committee meetings regarding
Sound Transit to discuss upcoming budget decisions,
b. City Council
Councilmember Seal reported on the recent Finance and Governance Committee with future budgel
process items to be przsented to Council.
Councilmember Kruller reported on the recent Planning and Community Development Committee
meeting and discussed upcoming items for the World Cup 2026 Comprehensive Plan Amendment and
Draft Climate Action Plan, She also reported on National Emergency Telecommunications Week and the
recognition of 911 Call Takers and Dispatchers as first rsponders. She attended an Emergency
Management Advisory Committee and Sound Cities Association Public Issues Committee meeting,

Counoilmember Ntartinez attended a Cascade Water Alliance Supply Compliance Oversight Committee
and will be attending a South County Area Transportation Board meeting to support the Boeing Access
Road Sound Transit Station,
Councilmember Camacho reported on a Critical Area Open House to be held at the Sullivan Center and
upcoming events h Id by Urban Land Institute with updates on the Urban Plan Program,
Councilmember Ho shared details for the next Historical Society meeting to be held on April 15.
Councilmenriber Hedrick reported on a 5k marathon in honor of Councilmember McConnell schedul d for
8:00 asa on May r" at the Tukwila Community Center to raise funds for continued care,
Council President Papyan reported that Workforce Discovery Lab applications are open through the
Seattle Southside Chamber of Commerce and outlined the benefits to students who are awarded a
position in the program.
c. Staff
City Administrator Marty Wine urged residents to attend the Critical Area Update Open House on April
15th at Tukwila Village Sullivan Center at .530prn,

Councilmember Seal requested support to place an item on the next Regular Meeting aenda to discuss
Flock cameras, Consensus xist d,
Councilmember Kruller reported on the WA State Covenant Homeownership Program and their 20%
downpayment assistance program She requested more information be provided by Tracy Brown to see
how further assistance can be provided to residents and inquired on how to facilitate the topic to be
included on an agenda,
