OFFICALS Present al the meeting were Council President Armen Papyan (on-stte) and Councilor mbers Kate Kruller (on -site), Dennis Martinez (on -site), Hannah Hedrick (remote), Joe Torres Camacho (on -site), and Jane Ho (on -site), LAND ACKNOWLEDGEMENT Councillmember Camacho stated "The City of Tukwila is located on the ancestral lands of the Coast Salish people. We acknowledge their continuing connections to land waters and culture We pay our respects to their elders past, present and emerging Councilmember Papyan acknowledged Councilmember Seal was unable to be in attendance, CITY OFFICIALS Thomas McLeod, Mayor; Marty VVine, City Administrator, Pete Mayer, Deputy City Administrator, Derek Speck, Economic Development Administrator: Brandon Miles, Director of Strategic Initiatives and Government Relations; Jen Tetatzin, Public Works Director; Aaron BeMilier, Finance Director; Tony Cullierton„ Deputy Finance Director; Eric Dreyer, Police Chief, Eric Lund, Deputy Police Chief; Joel Bush, Chief Technology Officer, Kimberly Walden, Municipal Court Judge, 'Valerie Menne, Deputy Judicial Branch Administrator, Laurel Humphrey, Legislative, Analyst; and Jennifer Marshall, Deputy City Clerk. PUBLIC COMMENTS 1. Dave Kaplan, Port of Seattle Government Relations Manager, announced the Port of Seattle's Sustainable Airport Master Plan Draft Environmental Impact Statement (EIS) will be released on May 22, 2, David Puki referenced the Capital Improvement Program (CIP) Update discussed during the April 20 Work Session and concern about the relocation of the police evidence storage, 3, Joe Duffle expressed excitement for the CouncilChat held in the park on April 26 and reported on the high number of individuals in attendance, APECIAL ISSUES a. Comprehensive Plan Amendment Docket Councrlmember Kruller referenced this item had been heard by the Coo nunity Services & Safety Committee and moved forward lunanimously Tukwila City Councii Committee of the Who e Minutes, April 2702026 Page 2 of 4 Neil Tabor, Senior Planner, provided an overview of four proposed amendments to the Comprehensive plan noting, that no private applications have been received, CONSENSUS EXISTED TO FORWARD THE PROPOSED COMPREHENSIVE PLAN AMENDMENTS TO THE PLANNING COMMISSION FOR THEIR REVIEW. b. Resolutions Adopting a Fund Balance Policy & Amending City of Tukwila Financial Policies, Councilmember Martinez noted this item had been heard by the Community Services & Safety Committee and moved forward una,nimously„ Tony Cullerton, Deputy Finance Director, shared the proposed Fund Balance Policy that estabiishes guidelines to support financial resiliency, maintain adequate reserves for economic uncertainty and emergency conditions, and ensure consistent and transpar tint financial decision making, He noted Council will maintain authority to approve the transfer from the general fund to other funds, Councilmembers asked clarifying questions regarding the effect this will have on the budget and the potential to modify the Financial Policies Resolution to remove the need for Council approval to apply for grants, CONSENSUS EXISTED TO FORWARD HIS ITEM TO THE MAY 4TH REGULAR MEETING CONSENT AGENDA. c. Request for Additional Employees for Municipal Courts Councilmember Hedrick noted this item had been heard by the Community Services & Safety Committee, Judge Kimberly Walden requested approval to add two full time employees: a Court Operations Specialist — Bailiff and a Court Operations Specialist to support the increased workload in the Municipal Courts, She noted the request is not to enhance of servic but meet statutory requirennen s with the increased workload due to various factors, The Council asked clarifying questions regarding the funding source for these positions, the timing of this request falling outside the standard budget process when it can be compared to other city department requests, and the impact to the Court workload due to the tickets issued by the speed enforcement cameras. Re (Autism Providing a Si n Holiday for temporary Signage during the 2026 World Cup Brandon Miles, Director of Government Relations and Strategic Initiatives, cverviewed the proposal to temporarily suspend the enforcement of certain temporary sign regulations for June 1 to August 1 2026 He explained this was being proposed as an effort to support businesses during the World Cup The Councii clarified the suspended enforcement would apply to all businesses and was not specific to advertising the World Cup, CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE MAY 4TH REGULAR MEETING AS UNFINISHED BUSINESS. Tukwila City of Opportunity Scholarship Award Recommendations Mayor McLeod reported the Scholarship Selection Committee reviewed the applications received for the Tukwila 'City of Opportunity Scholarship and recommended scholarship allotments for Kristina Cabang ($4,000), Hamdi Diriye ($4,000), and Steila Zuvela ($2,000), CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE MAY 4TH REGULAR MEETING CONSENT AGENDA REPORTS a. Mayor Mayor McLeod requested ongoing support for the Boeing Access Road Station noting the Sound Transit Board anticipates making a decision by the end of May, He announced a Town Hall Meeting at the Museum of Flight on April 30 at 6 00 p mo b. City Council Councilmember Kruller attended a tour of multiple Public Works locations, attended the Museum of Flight Exhibit called "Runway to Ronway'', and supported rezoning e oils in the City of SeaTac with the Port of Seattle to facilitate the conservation of forty-five acres of Vend, 'Councilmen:ter Martinez assisted iin pulling weeds at Crystal Springs Park; attended the Cascade Water Alliance meeting on April 22nd, attended the ribbon cutting at Urban Air and attended the Council Chat on Sunday with King County Councilmember Steffanie Fain in attendance. Councolme ber Camacho thanked staff for assisting Foster High School students with their Urban Planning Project, went to Crystal Springs Park to learn about restoration from Green Tukwila, and invited participation in the fun run to support Councilmember McConnell taking place Sunday at the Tukwila Community Center beginning at 8:00 aorni Councilnnember Ho attended Ramadan celebrations on April 25th with Mayor McLeod and also well - attended grand opening for Urban Air, Council President Papyan attended the Sound Transit Board Meeting with additional Councilmembers and spoke during public comment and request d additional advocacy. He also encouraged attendance at the St te of the City event on April 29th at Foster High School. c. Staff City Administrator Marty Wine thanked Police Chief Dreyer for his significant contributions to the City of Tukwila, during his over thirty -two-year career and noted it is his last Council Me sting The Council shared memories and expressed appreciation for his service and the lasting impact he has made on theCity of Tukwila MISCELLANEOUS Counciimember Hedrick reiterated her request to amend the Financial PoVicies item to remove the requirement for staff to request Council approval in order to apply for grants, COUNCIL CONSENSUS EXISTEe TO DISCUSS THIS ITEM AT THE MAY 4TH MEETING UNDER UNFINISHED BUSINESS.
