CALL TO RDE PLEDGE OF ALLEGIANCE Mayor McLeod called the Regular Meeting of the Tukwila City Council to order at 7:00 p,m and led the audience in the Pledge of Allegiance ROLL CALL Andy Youn-Barnett„ City Clerk, called the roll of the Council. Present at the meeting were Council President Armen Papyan (on -site) and Councilmembers Verna Seal (on -site), Kate Kruller (on -site), Dennis Martinez (on -site), Hannah Hedrick (virtual); Joe Torres Caniacho (on -site), and Jane Ho (on -site)„ STAFF Thomas McLeod, Mayor; Marty Wine, City Administrator, Pete ayer, Deputy City Administrator; Nick Morton, Assistant City Attorney; Emily Romanenko, Assistant City Attorney; Derek Speck, Economic Development Administrator; Eric Dreyer, Police Chief; Eric Lund, Deputy Police Chief; Aaron BeMillier, Finance Director; Nora Gierloff, Community Development Director; Jen Tetatzin„ Public Works Director, Colleen Minion, Public Works Analyst; Joel Bush, Chief Technology Officer; Laurel Humphrey, Legislative Analyst, and Andy Youn-Barnett, City Clerk, LAND ACKNOWLEDGEMENT Couricilmernber Hedrick stated "The City of Tukwila is located on the ancestral lands of the Coast Salish people. We acknowledge their continuing connections to land, waters and cultum. We pay our respects to their elders past, present and emerging," AGENDA AMENDMENT MOVED BY KRULLER, SECONDED BY MARTINEZ TO AMEND THE AGENDA T TO ITEM 3 ON THE AGENDA, MOTION CARRIED 7-0, PRESENTATIONS (per agenda amendment) a. RecologyiCity of Tukwila Project Recycle Right Art Conte t, MOVE PRESENTATIONS Andrew Jarvis, Waste Zero Specialist, with Recology King County, presented the winners of the 2026 Project, Recycle Right Earth Day Art 'contest PUBLIC COMMENTS Due to the number of individuals signed up to speak, time was reduced to 3 minutes per individual 1. Lesillie Jensen requested the Council pause the City's Flock cameras in addition to other actions relating to the Flock contract, 2. Matt Payne expressed concern regarding the continued use of Flock cameras, 3. Dennis Robertson noted a warrant is requiredi before his cell phone data can be tracked, and the Fourth Arnendment protects against unreasonable government searches, including data tracking. He asked why similar protections are not needed to track vehicle movement data through Flock 4, Heather Covarrubia expressed concern regarding the continued use of Flock cameras in todays political Tukwila City Council Regular Minutes Page 2 of 4 April 20, 2026 eslie Wagoner urged the Council to suspend the use of Flock cameras 6, David Puki referenced the Capital improvement Program update at the April 20m Work Session and expressed concern regarding Public Works Consolidation Phase 2 project, ick Harwood shared the majority of asylees and immigrants are here in the U.S, legaliy, and expressed concern regarding illegal data access. Ashley Fedan urged the Council to protect immgrants from invasion of privacy by the Federal administration, 9. Mary Menard requested the Council pause the City's Flock cameras 10, Peter Goodfellow spoke regarding the misuse of Flock cameras, 11, Ann Morrison urged the Council to pause the City's Flock cameras 12, Julie Brown referenced a report from the UVV Center for Human Rights regarding the use of Flock cameras, and urged action 13. Mary Ferlakis asked if the City Os in compliance with Senate Bill 6002. 14, Jennifer Roman expressed concern regarding the misuse of Flock camera 15, Josh Castle outlined several concerns with the use of Flock cameras, CONSENT AGENDA a, Approval of Minutes: 03/23 Special Meeting b. Approval of Vouchers: #00412128, 00412254 in the arnount of $1,623,013,50, c, Authorize the Mayor to execute a lease agreement with Westfield Southcenter for a portion of the former Sears space for the City's 2026 World Cup Vievving Lounge, with final terms to be negotiated by the Mayor and the final form to be approved by the City Attorney, [Reviewed and forwarded to consent by the Planniug & Community Development Committee on 04/13/26) MOVED BY PAPYAN, SECONDED BY HO TO APPROVE TH CONSENT AGENDA AS SUBMITTED, MOTION CARRIED 7-0. PU:LIC HEARING a. Moratorium on Applications for Correctional InstituUons and Detention IFacillties 8:03 p,m, Mayor McLeod reopened the public hearing. Nora Gierloff, Community Development Director, shared she has noted the public testimony provided to date,, and indicated staff will return to Council with options prier to the expiration of the moratorium in August, 8,05 p.m, Mayor McLeod called for public comments 1, David Puki expressed support for continuing the moratorium, Mayor McLeod asked if there were any clarifying questions from the COUnCid, Tukwila City Council Regular Minutes Page 3 of 4 April 20, 2026 The Councilmembers asked clarifying questions regarding workplans, options to extend the moratorium, detention facilities, and next steps. 6:23p.m. Mayor McLeod closed the public hearing. UNFINISHED BUSINESS a. Moratorium on Applications for Correctional Institutions and Detention Factlid s The Councilmembers discussed the moratorium and offered comments regarding timeframes for taking action, developing a workplan, and zoning considerations. MOVE*, BY KRULLER, SECO DED BY SEAL TO HAVE DIRECTOR GIERLOFF RETURN TO THE COUNCIL FOR FURTHER CONSIDERATION AT LEAST 15 DAYS BEFORE THE EXPIRATION OF THE MORATORIUM (AUGUST 23, 2026). MOTION CARRIED 7-0. NEW BUSINESS a. Discussion on Automated License Plate Readers (ALPR) Mayor McLeod shared the City is in compliance with Senate BiII 6002. Staff are currently working through contract updates with Flock as well as planning for the upcoming May 4i'l Work Session, where there will be additional information on data privacy. The Councilmembers offered comments regarding the Fleck cameras, to include concerns regarding compilance, misuse of data by the Federal Administration, accuracy of information on the Transparency Portal, locations of the cameras, and privately held Flock cameras, MOVED BY KRULLER, SECONDED BY SEAL TO WAIT TO SUSPEND USE OF FLOCK CAMERAS UNTIL THE COUNCIL RECEIVES THE STAFF REPORT AT THE MAY 4TH WORK SESSION, AND SET A DEADLINE OF JUNE 1" FOR THE CITY TO RECEIVE AN AMENDED CONTRACT FROM FLOCK OR TURN THE CAMERAS OFF.* MOVED BY KRULLER, SECONDED BY SEAL TO AMEND THE MAIN MOTION TO ADJUST THE DEADLINE FROM JUNE 1ST TO MAY 11TH. MOTION CARRIED 7-0, TO ADOPT THE AMENDMENT. *MOTION CARRIED 7-0, AS AMENDED. MOVED Y KRULLER, SECONDED BY SEAL TO TURN OFF THE 3 CAMERAS NEAR COMMUNITIES OF FAITH (CHURCH BY THE SIDE OF THE ROAD, ABU-BAKR MOSQUE„ AND VIETNAMESE MARTYRS, PARISH) UNTIL THE ATTORNEY GENERAL'S OFFICE PROVIDES A DEFINITION FOR 'NEAR'. MOTION CARRIED 7-0. REPOTS a. Mayor Mayor McLeod offered a reminder regarding the upcoming State of the City event on April 29° al Foster High School starting at SOO p.m, He attended a ribbon -cutting ceremony for Gorin Sports featuring tennis, voileybale, basketball, and pickleball. He will be participating in a Sound Transit Board meeting on April 23lo, and requested the public's support for a Light Rail station at Boeing Access Road, Tutcwilla City Cound Regular Minutes A,pril 20, 2026 Pag 4 of 4 b, City Council Councilmember Seal participated in a Puget Sound Fire Governance Board meeting, Councilmember Kruller thanked Mr, Zaputil for the thank you letter that was signed by second grade students, Council President Papyan offered a reminder regarding the upcoming Coffee Chat that will be held at Chayen Coffee Cale on April 260' at 10 AM, Councilmember Martinez attended a South County Area Transportation Board meeting at Tukwila City Hall a South King Housing and Homelessness Meeting, and a Puget Sound Fire Governance Board meeting King County Executive Girmay Zahilay will be holding his annual Hometown Heroes Luncheon on April 22"", Counciimember Camacho attended the Critical Area update open house on April 15th. c. Staff Marty Wine, City Administrator, referenced the City Administrator Report in the packet and highlighted her tour of the low Lake Recycling & Transfer Station with Counolmembers Hedrick and Ho, Based on a question from Counoilmemb;r Seal, Pete Mayer, Deputy City Administrator/Parks & Recreation Director, provided an update regarding the Tukwila Pool Metropolitan Park District's due diligence process of reviewing potential sites to expand the Tukwila Pool, ADJOURNMENT 9:38 Pit UNANIMOUSCONSENSUS EXISTED TO ADJOURN THE REGULAR MEETING.
