Mayor McLeod called the Regular Meeting of the Tukwila City. Council to order at 7:03 p.rin. and led the audience,
in the, Pledge of Allegiance.
ROLL CALL
Anna Lieck, City Clerk. Program Analyst, called the roll of the Council, Present at the meeting were Council'
President Armen Papyan (on -site) and Councilmembers Verna Seal (on -site), Kate Kruller (on -site), Dennis
Martinez (on -site), Hannah Hedrick (on -site), Joe Torres Camacho (on -site), and Jane Ho (on -site),

LAND ACKNOWLEDGEMENT
Councilmember Ho stated 'The City of Tukwila is located on the ancestral lands of the Coast Selfish people, We
acknowledge their continuing connections to land, waters and culture. We pay our respects to their elders past,
present and emerging.'
PUBLIC COMMENTS
1. Kathy Hougardy shared her observations in the community in response to automate license plate
recognition camera,s.
2. Khanh Cao spoke on behalf of the Vietnamese Martyrs Parish Council and expressed the d sire to keep
cameras in the area operational for additional safety precautions,.
3. Tam i Pine urged City Council to review the contract with Hoek Safety and referenced recent updates
published on their website and potential violations to personal privacy.
4, Joe Duffle thanked City Council for their support of the Tukwila community and asked for more public
engagement. He spoke on the recent State of the City and the 6t, Fun Run to support previous
Councilrnember Jovita ;McConnell.
5 Josh Castle commented on the State of the City event and the 5k Fun Run to support previous
Councillnnember Jovita McConnell. He thank . Council for their input on Flock cameras during the Work
Session and referenced an article regarding Flock cameras and federal enforcement.
6 Julie ; rown referenced Flock data being shared with other jurisdictions, including Washington State
Patrol. She urged additional questions be asked regarding contract revisions with Flock Safety.
PROCLAMATION

Judge Kimberly Walden, Municipal Court Judge, reported 2025 case statistics, outreach programs available to
Tukwila residents, regional and state committees, and recognitions awarded to staff

Council asked clarifying questions regarding revenues generated by the court, increased caseloads, staff
longevity, internships, language accessibility and thanked the court staff for their commitment to the community,

The Councilmembers offered comments regarding the proposed changes including the Intent to streamline
the process for obtaining grant funding. Concerns included wanting oversight to remain with Councit as
much as possible when matching funds are involved with grant applications and acceptance.
*MOTION CARRIED 5-2, WITH KRULLER AND MARTINEZ DISSENTING TO APPROVE THE
AMENDMENT AND ADOPT VERSION 2 OF RESOLUTION NO. 2144.
c. Approve 2,0 FTE (fuIl-time employees) for the Municipal Court for staffing of one Court Operations Speciakst
— Bailiff and one Court Operations Specialist, to be included in the year-end budget amendment
MOVED BY SEAL, SECONDED BY KRULLER TO A PROVE TWO FULL TIME EMPL YEES FOR THE
MUNICIPAL COURT FOR STAFFING OF ONE COURT SPECIALIST — BALIFF AND ONE COURT
OPERATIONS SPECIALIST, TO BE INCLUDED IN THE YEAR-END BUDGET AMENDMENT.
The Councilmembers asked clarifying questions regarding current staff workloads, statistics presented by
Municipal Court, and why the addition of staff positions, was brought forward to Council outside of the formal
budget process
* MOTION CARRIED 6-1, WITH CAMACHO DISSENTING.
REPORTS
a. Mayor
Mayor McLeod acknowledged Interim Police Chief Eric Lund and Interim Deputy Police Chief Dale Rock, He
thanked City Staff for their work on the State of the City event, He reported on a successful Tuk Cup Soccer
Tournament held at Foster High School with over 100 kids in attendance
b. City Council
Councilmember Seal attended the State of the City and the 5k Fun Run in support of Councilmember Jovita
McConnelI,
Councilmember Kruller attended the State of the City event, the Sound Transit Town Hall Meeting at the
Museum of Flight, and the 5k Fun Run In support of Councilmernber Jovita McConnell,

Council President Papyan reported the next Board of Directors meeting for Sound Transit will be May 7th at
1030 am, noting public comments can be received by email or by virtual attendance,
Councitmember Martintz attended the State of City event and Police Chief Dreyer'sretirement party.
Councilmennber Hedrick attended the State of the City event and the 5k Fun Run in support of Councilmember
Jovita McConnell. She attended an Urban Land institute event at Foster High School and thanked Puget South
Sound Fire Department for coordinating CPR certification classes at Foster High School,
Councilm mber Camacho spoke on Teacher Appreciation week. He attend d the State of the City, the 5k Fun
Run in support of Councilmember Jovita McConnell and the Tuk Cup Soccer Tournament at Foster High School,
Councilmember Ho thanked City Staff and community for their involvement and support for each other,
c. Staff
Deputy City Administrator Pete Mayer congratulat- iii the Police Department staff moving into interim positions.
He introduced Jerynne Noble who will be joining the City as an intern through the International City County
Management Association Program, He reported on the Tuk Cup Soccer Tournament at Foster High School and
thanked Parks staff for the event
