MINUTES COMMTTEE OF THE WHOLE MEETING ALL TO ORDER/PLEDGE OF ALLEGIANCE Councilmember Kruller called the Tukwila City Council meeting to order at 7:00 p.m': and led the audience in the Pledge of Allegiance„ Councilmernber Kruller noted Council President P pyan was unable to be in attendance and requested she chair the meeting, She also noted Counciimember Seal was attempting to attend remotely,: but not currently in attendance, OFFICIALS Present at the meeting were Councilrnembers Kate Kruiler (on -site), Dennis Martinez Hedrick (remote), Jo, Torres Camacho (on -site), and Jane Ho (on -site), on -site), Hannah LAND ACKNOWLEDGEMENT. Mayor McLeod stated The City of Tukwila is Vacated on the ancestral lands of the Coast Salish people, We acknowledge their continuing connections to land, waters and culture, We pay our respects to their elders past, present and emerging:" CITY OFFICIALS Thomas McLeod, Mayor: Marty Wine, City Administrator: Pete Mayer, Deputy City Administrator: Karl Sand, City Attorney; Brandon Miies, Director of Strategic Initiatives and Government Relations: Eric Lund, Interim Police Chief; Dale Rock, Interim Deputy Police Chief; Joel Bush, Chief Technology Officer; Jen Tetatzin, Public Works Director: Shawn Christie, Feet and F- ciiity Operations Manager; Kris Key, Deputy Parks and Recreation Director; Jefri Peters, Parks and Recreation Manager; Laurel Humphrey, Legislative Analyst; and Jennifer Marshall, Acting City Clerk, PU COMMENTS 1. Dennis Robertson spoke regarding the updated contract with Flock Safety and suggested two changes to be incorporated into the document 2, Sharon Mann requested the recently deactivated cameras be turned back on and questioned why they were turned off without any outreach to the properties nearby, 3, Dave Puki reported on his review of the proposed contract and his concern not all items discussed at the May 4th Work Sessionwere included. SPECIAL ISSUES a. Police Large Evidence Storage Relocation' Councilmernber Martinez referenced this item had been heard by the Transportation and Infrastructure Safety Committee and was moved with additional information provided, Tukwila City Council Co mite of the Whole Minutes May 11, 2026 Pago 2 of 4 Shawn Christie, Heel and Facilities Operations !Manager, highlighted the Ineed for this project to be completed in a timely manner noting the large evidence needs to be removed from former Fire Station 51 building before the property sale closes in July of 2026, Councilmembers asked ciarifying questions regarding the timing of the sale, why this storage space was not included in the original scope of the project, and what other options were explored CONSENSUS EXISTED TO FORWARD THIS ITEM TO TONIGHT'S (MAY 11TH) SPECIAL MEETING CONSENT AGENDA, 13, Parks and Recreation Notices (1) Update Parks Rules and Regulations (TMC 12.08) (2) Repeal Foster Golf Link Fes (TMC 12.12) Councilmember Hedrick referenced this item had been heard by the Community Services & Safety Committee after being reviewed by the Park Commission; both moved it forward unaninnously, Pete Mayer, Deputy City Administrator and Parks Director, noted the Park Rules and Regulations have not been updated in over ten years and explained the proposed updates address modern usage of the parks and ensure enjoyment for ail park users while protecting public health, safety, and property, The updates reflect guidance received from the Washington Cities insurance Association (WCIA) and other local jurisdictions. He also noted the golt fees were incorporated into this section which resulted in the need to repeal Tukwila Municipal Code (TMC) 12.12 to eliminate redundancies and potential discrepancies, in the future. Councilmembers expressed support for the updated rules and asked clarifying questions regarding the enforcement methods for these rules and regulations as well as the code of conduct CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE MAY 18TH REGULAR MEETING CONSENT AGENDA. c. Flock Safety Master Service Agreement (MSA) and Discussion on Automatic License Plate Readers (ALPR) near Places of Worship. Kari Sand, City Attorney, explained the third -party risk ,assessment completed by staff as directed by the mayor noting one result was revisions to the City's current contract with Flock Safety. She then reviewed the revised language of the master service agreement to highlight the strengthened privacy protections, clarified contractual responsibilities, and additional overall alignment with Engrossed Substitute Senate Bill° (ESSB) 6002, Eric Lund, interim Police Chief, reported the three automatic license plate reader (ALPR) cameras !mated near places of worship had been deactivated in response to Council direction and that through additional research the Tukwila Police Department believes they are in full compliance if they were to be activated, The Council asked clarifyllng questions regarding ongoing outreach to the faith -based communities, the storage of the data collected through the ALPR cameras, if the proposed edits included all items outlined during the May 4th Council Work Session, and the intent ief the States usage of the term Immediate surroundings", 840 p m, 8;42 p m, Councilmember Martinez left the Council Chambers Councilmember Martinez returned to the Councill Chambers, MAJORITY CONSENSUS EXISTED TO FORWARD THIS MASTER AGREEMENT ALPR DOCUMENT ITEM TO THE MAY 18TH REGULAR MEETING. Mayor AME S IN FRONT OF FAITH Mayor McLeod attended a Sound Transit Board Meeting where updates were provided on Capital Projects noting there are not sufficient without enough funds to cover all stations, He reported hrs attempts to get more support and highlighted the South Transit South King County Town Halt on May 13th with King County Counciimember Stefanie Fain and would appreciate any support/voices. b. City Council Councilmember Martinez attended a Cascade Water Alliance Special Meeting and Foster High School with Councilmember Kruller to assist Counciirmiiimber Camacho with his urban planning class, He was pleased to see all the individuals present at the Sound Transit Board Meeting but xpressed frustration at the lack of diversity in the public comments, Councilmember Hedrick spoke of her ongoing support efforts for the Tukwila Boeing Access Road Station with Sound Transit She also noted she chaired the Finance and Governance Meeting in Councilmember Seals absence and overviewed the items reviewed at meeting. Councilmember Camacho thanked Councilrnembers Kruller and Martinez for attending his class to support his Urban Planning Institute, He spoke in support of student activities including sports, the Youth Experientiai Training Institute (YETI), and parent -teacher conferences, Councilmember Ho toured Vision House in Bellevue with the Soroptimists Group and was impressed with their work on behalf of homelessness, She announced the upcoming Tukwila Historical Society, Stories of Arrival on May 20th will highlight the life of Sharon Nakata, Councilmember Kruller watched the Sound Transit Meeting and expressed disappointment in the limited time excl ding any voices from Tukwila and the South Sound, On Friday she attended the Urban Planning Institute at Foster High School, She also spoke in support of the Salvation Army and Community Emergency Response Team (CERT) training, She invited attendance at the Peace Officer's Memorial Day at City Hall on May 12. c. Staff City Administrator Marty Wine reported Senator Cantwelll's offict, posted the FY 2027 Transportation, Housing and Urban Development, and Related Agencies Congressionally Directed Spending Requests she has put forward which included the 42 Avenue Bridge Reconstruction The items on this list will be submitted to the Appropriations Committee for determination, but this is a promising step, MISCELLANEOUS Councilmember Ho requested consideration for en ordinance to be considered to define proximity to sensitive locations as referenced in Washington State Engrossed Substitute Senate Bill (ESSB) 6002 CONSENSUS EXISTED TO FORWARD THIS DISCUSSION TO THE COMMUINITY SERVCIES AND SAFETY COMMITTEE. Councilmember Martinez announced the Peace Officer's Memorial to be held at City Hall on May 12th and requested an update on the potential sale of the Newporter Property. Tukwila City.
