1. Intr cti n
The City of Tukwila Public Works Department protects the health and safety of residents, visitors,
and businesses by designing, operating, maintaining, and constructing the City's essential
infrastructure. With more than 22,960 residents and a daytime population exceeding 150,000,
Tukwila is one of the most diverse communities in the nation. The City is seeking Proposals from
qualified professional civil engineering and urban design firms to update and modernize the City's
street standards, reconciling our infrastructure guidelines with the recently adopted
Comprehensive Plan.

Tukwila's 2024 Comprehensive Plan periodic update introduced new street types and land use
designations that are not covered in the City's design and construction standards. In 2025, the City
adopted updates to its development regulations that strengthen requirements for frontage
improvements for development and land divisions. Under this new planning framework, all land
divisions, some new residential structures, and most new non-residential structures require
frontage improvements. However, the City lacks a comprehensive plan for right-of-way needs,
engineering design requirements and construction standards to support the new goals and
development regulations.
Currently, the City relies on the following guidance documents, which are not synchronized:
• Tukwila Infrastructure Design & Construction Standards (IDCS): Establishes minimum
right-of-way (ROW) widths, pavement widths, and associated details based on the type of
street.
• 2024 Tukwila Comprehensive Plan (Transportation Element): Establishes preferred
frontage and streetscape design expectations, such as sidewalk widths, buffer zones, and
multimodal facilities.
• Tukwila Municipal Code (TMC) Title 11 (Right -of -Way Use): Establishes certain thresholds
for development at which requirements for the installation of frontage improvements

become applicable. Also contains provisions for street system improvements, including
frontage improvements, for additions, alterations, or repairs to existing structures.
• Tukwila Municipal Code (TMC) Title 17 (Subdivisions): Establishes certain thresholds for
development and contains street types that are in addition to those contained in the IDCS.
Establishes minimum standards for various street components (such as sidewalks).
• Tukwila Municipal Code (TMC) Title 18 (Zoning): Establishes certain thresholds for
development at which requirements for the installation of frontage improvements become
applicable. Contains zone specific frontage improvement requirements and street
designations in the Tukwila International Boulevard and Southcenter subareas.
Because these documents do not reference one another, users must cross-reference multiple
documents to understand what is expected for a given street. Additionally, the city's street
standards and ROW Map require updating to support the new street types, multi -modal network
connectivity, and utility corridor needs.
This project aims to evaluate the various and disparate guidance documents, identify gaps and
conflicts, provide recommendations and then create updated and unified standards for ROW
improvements.

The selected consultant will provide professional planning, engineering, and design services to
support the Street Standards Modernization and ROW Needs Project. Tasks will include, but are not
limited to:
1. Document Review: Review the City's recently adopted Comprehensive Plan, TMC Title 11
(Right -of -Way Use), TMC Title 17 (Subdivisions), TMC Title 18 (Zoning), the Infrastructure
Design & Construction Standards (IDCS), and City GIS map data (utilities, streets, zoning,
and parcel boundaries).
2. Gap Analysis: Identify gaps and conflicts across the documents and compare to the
Comprehensive Plan adopted Level of Service (LOS) Standards for the transportation
network with special attention to the densification of existing neighborhoods allowed under
new middle housing zoning.
3. Develop Alternatives: Provide various options for new and/or modified street standards
and options to update the development regulations to accomplish the project goals. Include
rough order of magnitude unit cost estimates and right-of-way requirements for each street
standard recommended.
4. Draft Code Amendments: Develop proposed changes to the TMC to reconcile any
conflicting requirements and clarify ROW dedication, easement, and frontage improvement
requirements (to include on constrained lots and where historical dedications differ from
new standards). Separate policy considerations and regulatory requirements from physical
dimensions and engineering details, which will be captured in the IDCS.

5. IDCS Updates: Create a new, updated chapter to provide clear guidance regarding frontage
improvement requirements, application of new street typology, references to the triggers in
TMC, and enforceable expectations for frontage design and ROW dedications, and easement.
Provide any required edits to the IDCS to remove conflicts within the standards.
6. Standard and Detail Drawings: Develop new street cross -sections, detail drawings, and
engineering standards for all selected street types. Drawings must be provided in both PDF
and CAD file formats and will become property of the City.
7. Update GIS Map Layers: Create a new ROW Needs GIS map layer to reflect the code
amendments and updated street types and right-of-way widths. The purpose of this map
layer is to inform property owners, capital project planners, and development services
reviewers about land that is currently dedicated or must be dedicated in the future for ROW
improvements. This work item will also identify any legacy ROW that should be considered
for vacation based on the gap analysis.

To be eligible for this contract, firms must meet the following minimum qualifications:
• Expertise in civil engineering, urban street design, and municipal code development.
• Registration as a Professional Engineer (PE) in Washington State for personnel involved in
technical engineering work.
• Demonstrated experience in developing municipal infrastructure design standards and
translating Comprehensive Plan policies into actionable engineering details.
• Demonstrated experience with ESRI ArcGIS software tools and data standards.

Preferred qualifications include:
• Demonstrated experience with transportation planning, ADA compliant street design and
construction, urban forestry consulting, and municipal code development.
• Familiarity with public infrastructure requirements, including transportation, water, sewer,
and surface water systems.
• Demonstrated experience with property rights and land division laws, regulations, and case
law relevant to eminent domain and right-of-way dedication and vacation procedures.

Consulting firms must submit a Proposal that includes the following:
• Cover Letter: A summary of the firm's relevant experience in urban planning, civil
engineering, and municipal code development.

• Project Approach and Methodology: A detailed narrative outlining the firm's approach to
achieving the Scope of Services, including how the firm plans to reconcile or adapt the
varying ROW widths and disconnected planning documents.
• Estimated Level of Effort: A breakdown of anticipated hours, tasks, and proposed project
timeline. Note: In compliance with RCW 39.80, this must reflect estimated level of effort and
schedule only. Do not include pricing, hourly rates, or cost estimates in this submittal.
• Qualifications of Key Personnel: A list of key personnel, their roles, and their
qualifications. These may be submitted as an Appendix if needed.
• References: At least three references from similar municipal standards projects. These may
be submitted as an Appendix if needed.
The Proposal must not exceed 10 pages, exclusive of appendices. With the exception of charts and
graphs, all text must be in an 11-point font size or larger.

The City will evaluate qualifications of all submitters in compliance with RCW 39.80 based on the
criteria above. The City may conduct interviews with selected finalists before making the final
selection. The City will then negotiate a contract with the most qualified firm at a price the City
deems fair and reasonable. If a satisfactory contract cannot be negotiated, negotiations will formally
terminate, and the City may select the next most qualified firm.

Materials submitted in response to this RFP become the property of the City of Tukwila and are
subject to public disclosure in accordance with the Washington Public Records Act (RCW 42.56).
The City assumes no responsibility for any costs incurred by consultants in preparing and
submitting a response. Tukwila reserves the right to reject any or all submissions, cancel this RFP,
or issue a new RFP.
The City reserves the right, in its sole discretion, to cancel this RFP, issue a new Request for
Qualifications, reject any or all Proposals, seek or obtain data from any source that has the potential
to improve the understanding and evaluation of the responses to this RFP, seek and receive
clarifications to a Proposal and waive any informalities in considering and evaluating the Proposals.
The City's intent is to award a negotiated hourly rate professional services contract to the most
qualified firm. The standard template for professional services contracts can be found online here.
Cost and pricing data shall be provided only after a selection is made and the City requests it from
the selected firm.
This RFP does not commit the City to enter into a contract or proceed with the procurement of the
project. The City assumes no obligations, responsibilities and liabilities, fiscal or otherwise, to
reimburse all or part of the costs incurred by the parties responding to this RFP. All such costs shall
be borne solely by each Submitter.

The City of Tukwila complies with Title VI of the Civil Rights Act of 1964 and the Americans with
Disabilities Act (ADA). Disadvantaged Business Enterprises (DBEs) are encouraged to submit
qualifications. No firm will be discriminated against on the grounds of race, color, national origin,
