REGULAR MEETING
Regular Meeting
June 1, 2026 - 7:00 P.M.
CALL TO ORDER/ PLEDGE OF ALLEGIANCE
Mayor McLeod called the Regular Meeting of the Tukwila City Council to order at 700 p.m. and ed the
audience in the Pledge of Allegiance.
ROLL CALL
Anna Lieck, City Clerk Program Analyst, called the roll of the Councii. Present at the meeting were Council
President Armen Papyan (on -site) and Counciimernbers Verna Seal (on -site), Kate Kruller (on -site), Hannah
Hedrick (on -site), Joe "l'orres Carmen° (virtual), and Jane Ho ion -site).
STAFF
Thomas McLeod, Mayor; Marty Wine, City Administrator, Pete Mayer, Deputy City Administrator, Kari Sand,
City Attorney, Eric Lund, Interim Police Chief, Joel Bush, Chief Technology Officer, Nora Gierloff; Director of
Community Development; Brandon Miles. Director of Government Relations & Strategic Initiatives; Jean
Carlson Interim Chi& People Officer; Jen Tetatzin, Public Works Director; Griffin Lerner; Public Works
Analyst; LourHumphrey, Legislative Analyst, and Anna Lick, City Clerk Program Analyst,
Mayor McLeod acknowledged that Councilniember Comach° attended remotely.
MOVED BY KRULLER, SECONDED BY SEAL TO EXCUSE COUNCILMEMBER MARTINEZ.

LAND ACKNOWLEDGEMENT
Councilmember Krulier stated "The City of Tukwilla is located on the ancestral lands, of the Coast Salish
people, We acknowledge their continuing connections to land, waters and culture, VVe pay our respects to their
elders past, present and emerging.'
PUBLIC COMMENTS
1 Dennis Robertson spoke regarding ongoing concerns with Flock cameras
2, Robert Neuffer commented on Flock cameras, City Co tee processes and the importance of local
government
Dave Puki referenced the revised Public Works Shop Consolidation and the budget as well as the
condition of several City faciiities
4. Erica Hoard, Jaun !nide, and Daniel Chuyeshkov spoke on behalf of Americans 4 Eguatity,
PRESENTATIONS
a. Introduction of "Tukwila City of Opportunity" Scholarship Awards
The scholarship awardees in attendance introduced themselves and outlined their educational and career
plans.

b. FIFA World Cup Update
Brandon Miles, Director of Government Relations and Strategic Initiatives, overviewed the City's efforts to
maximize the opportunities createdby the upcoming FIFA World Cup matches and anticipated influx of
visitors by hosting viewing parties, the TJkwila United Block Party, and providing sponsorship opportunities
for local businesses.
Councilmembers asked questions regard ng public safety plans and anticipated hotel occupancies,
CONSENT AGENDA
a. Approval of Minutes: 05/18 Regular Meeting
b. Approval of Vouchers: 00412539 thru 00412648 in the amount of $ 967,908,57
c. Authorize the Mayor to sign Amendment 43 for #24-028 with Herrera Environmental Consultantsfor
the Enhanced Maintenance Plan (EMP) in the amount of $19,989.00,
[Amendment exceeds 10% of original contract amount]. [Reviewed and forwarded to consent by the
Transportation & Infrastructure Services Committee On 05/18/261
MOVED BY HEDRICK, SECONDED BY PAPYAN TO APPROVE THE CONSENT AGENDA AS
SUBMITTED. MOTION CARRIED 6-0
NEW BUSINESS
a. Public Works Shops Consolidation Phase 0 Project Update
Jen Tetat.zin, Public Works Director and Griffin Lerner, Public Works Analyst provided an update on the
Pubic Safety Plan noting the Public Works Phase II is the final remaining project. They reviewed the status
of existing and future facilities and referenced management strategies focusing on the City's core
operational needs while deferring or eliminating non -essential elements,

Council asked clarifying questions regarding previous feasibility studies conducted on city facilities and
potential budget revisions,

REPORTS
a. Mayor
Council President Papyan left the Council Chambers
Council President Papyan returned to the Council Chambers,
Mayor McLeod reported on a recent Sound Transit Board meeting and thanked Counollrnembers for their
support and continued engagement,
b. City Council
Councilrnember Seal reported on recent policy changes made by the Department of Homeland Security and
urged the public to reach out if they need more information
Councilmember Kruller attended meetings for the National League of Cities Advisory Council, Grand Opening
for the Voice of Tomorrow, the City Council Chocolate Talk, and a Ranier Symphony performance.

Council President Papyan reported on attending a Speciai Transportation and Infrastructure Committee
meeting, Scholarship Night at Foster High School, and a Highline Forum meeting where the Port of Seattle and
potential environmental impacts on Tukwila were discussed,
Councitmember Hedrick reported on attending a Puget Sound Regional Fire Meeting and toured Terminal 5 in
Port of Seattle,
Councilimember Ho attended ribbon cuttings for Voices of Tomorrow andDimension Law,
Counclimember Camacho reported on recent events at Foster High School.
c. Staff
Marty Wine, City Administrator, referenced the staff report included in the meeting materials,

CouncilMember Seal requested an update on an ongoing investigation Interim Police Chief Eric Lund stated
any recent disclosabile information had been shared on the Tukwila Police Department isociall media sites,
Councilmember '<ruiner expressed all Councilmembers have an equal appreciation of staff,
