HomeMy WebLinkAbout2026-07-13 - Request for Qualifications Notice - Professional Construction Management: Boeing Access Rd OverlayCI q h ejrel : a dI1:AyjtW_1 REQUEST FOR QUALIFICATIONS (RFQ) Professional Construction Management Consulting Services Boeing Access Road Overlay Project The City of Tukwila is soliciting interest from consulting firms with expertise in Construction Management services for the Boeing Access Road Overlay Project. This work will be for approximately 100 working days with the option for the City to extend it for additional time and money, if necessary. The City's intent is to award a negotiated hourly rate professional services contract to the most qualified firm. The City also reserves the right to retain the services of the successful firm(s) for any subsequent phases (ROW, DSDC, CM) associated with this project. Project Description: S Boeing Access Road is a four -six lane commercial arterial. The project limits extend from the signalized intersection at East Marginal Way (not including the intersection) to the west side of the signalized intersection at Martin Luther King Jr Way S (not including the intersection. The project length is approximately 2,900 LF along centerline, or 0.56 roadway miles. There is one signalized intersection in the middle of the project. The project crosses over Airport Way S, BNSF Railroad Tracks, and Interstate 5 (1-5). S Boeing Access Road is also comprised of a southbound 1-5 off ramp and a 1-5 northbound on and off ramp. The current anticipated award of construction contract for Boeing Access Road Overlay is anticipated for Summer 2026. The project is expected to have 100 working days. The construction budget is estimated to be between $2.5M - $3M. Evaluation Criteria: 1. Key personnel 2. Firm experience 3. Ability to meet schedule 4. Past performance/references 5. In -House expertise 6. Familiarity with WSDOT/FHWA standards and how your team will help keep the project in full compliance with the Local Agency Guidelines (LAG) Manual to prevent audit findings, 7. Responsiveness to the RFQ, breadth and depth of response, 8. Approach to construction management services, 9. Ability to administer an efficient/ economical construction management process, 10. Claims control and schedule management process, 11. Ability to deliver timely response to services Submittal: Submittals should be no longer than 10 pages, excluding dividers and resumes, and should be on 8-1/2 by 11 paper using a minimum of 11-point fonts. Pages that are 11 by 17 may be used for charts, exhibits and other illustrative and graphical information only. Submittals should also include the following information: RFQ title, project title, firm name, phone numbers; name of principal -in -charge and project manager; and staff that will be assigned to project. Emailed copies of the Proposal must arrive at the email inbox of Adam.Cox@ TukwilaWA.gov no later than 5:00 p.m. on Tuesday, July 13, 2026. Proposals received later than the submittal deadline will not be accepted. Faxed submittals will not be accepted. Please reference the RFQ title and the project title on all communications. A voluntary SBE goal of ten percent (10%) of the Consultant Agreement has been established. The Consultant shall develop a SBE Participation Plan prior to commencing work. Although the goal is voluntary, the outreach efforts to provide SBE maximum practicable opportunities are not.
