CALL TO ORDER( PLEDGE OF ALLEGIANCE Mayor McLeod calked the Regular Meeting of the Tukwila City Council to order at 7 00 p m and led the audience in the Pledge of Allegiance, ROLL CALL Jennifer Marshall; Acting City Clerk, called the roll of the Council. Present at the meeting were Council President Armen Papyan (on -site) and Councilmembers Verna Seal (on -site), Hannah Hedrick (on -site), Joe Torres Camacho (on -site), and Jane Ho (on -site). STAFF Thomas McLeod, Mayor: Marty Wine, City Administrator, Pete Mayer, Deputy City Administrator: Kari Sand, City Attorney, Eric Lund, Interim Police Chief; Dale Rock, Interim Deputy Poiice Chief; Jean Carlson, Interim Chief People Officer: Jen Tetatzin, Public Works Director; Griffin Lerner, Public Works Analyst; Laurel Humphrey Legislative Analyst; and Jennifer Marshall, Acting City Clerk MOVED Y PAPYAN, SECONDED BY MARTINEZ TO EXCUSE COUNCIL EMBER KRULLER, MOTION CARRIED 6-0. LAND ACKNOWLEDGEMENT Councilmember Martinez stated "The City of Tukwila is located on the ancestral lands of the Coast Salish people, We acknowledge their continuing connections to land, waters and culture. We pay our respects to their elders past, present and emerging," PUBLIC COMMENTS 1. Dennis Robertson stated there are no federal standards for data centers and encouraged a moratorium., 2 Robert Neuffer expressed displeasure with the time limits placed on public comments, 3. Joe Duffle thanked the City for the events and engagement in response to the FVFA World Gup and asked about the Government Access Channel 21, 4, Pat Brodin requested the removal of the wayfinchng signto Tukwila Pond Park along the Green River trail near the Marriot Courtyard 5, Josh Castle reported Southend Indivisible attended the United StateslCitizenship and Immigration Services (USCIA) press conference and reported on Immigration and Customs Enforcement (ICE) activity, 6. Apneet Sidhu extended an invitation to the Sikh International Basketball Tournament at Foster High School on June 26th through 28th. APPOINTMENTS a. Appointments to Boards and Commissions: (I) Library Advisory Board: Confirm the appointment of Earnest 'Young to Position #5 on the Library Advisory Board, with a term expiring March 31. 2028. MOTION CARRIED 6-0. (2) Park Commission: Confirm the appointment of Brandon Eastman to Poston tt5 on the Park Commission, with a term expiring March 31, 2027 MOVED BY MARTINEZ, SECONDED BY HO TO CONFIRM THE APPOINTMENT OF BRANDON EASTMAN TO POSITION #5 OF THE PARK COMMISSION WITH A TERM EXPIRING MARCH 31, 2027. MOTION CARRIED 6-0. PRESENTATIONS a. Sustainable Airport Master Plan Near -Term Projects Presentation David Kaplan, Local Government Relations Manager with the Port of Seattle, announced the State Environmental Protection Act (SERA) Draft Environmental Impact Statement (DEIS) for the Port of Seattle's Sustainable Airport Master Pan (SAMP) Near-terrr Projects (NTPs) for the Seattle -Tacoma International Airport is available for review with pulblic comments due by July 21, 2026, Councilmembers asked clarifying questions regarding the location and times for multiple public meetings, the likelihood of a light rail stop, and how the Port of Seattle can mitigate ipotential health impacts including noise and pollution. CONSENT AGENDA a. Approval of Minutes, 06/01/26 Regular Meeting b. Approval of Vouchers: 00412649 thru 00412817 in the amount of $1,922,688 51 c. A resolution adopting the South King Housing and Homelessness Partners (SKHHP) 2027 Work Plan and Operating udget. (1) An ordinance relating to Concurrency Standards and Transportation Impact Fees and Concurrency Management; repealing Ordinance Nos, 2111 and 2635; repealing and replacing Chapters 9.48, "Concurrency Standards and Transportation Impact Fees", and 9 50, "Concurrency Management", of the Tukwila Municipal Code, to update and revise language to reflect changes in state law and the city's 2024 Comprehensive flan, MOVED BY MARTINEZ, SECONDED BY HEDRICK TO READ THE ORDINANCE CARRIED 6-0. MOTION CARRIED 6-0, TO ADOPT RESOLUTION NO. 2149. UNFINISHED BUSINESS a. Budget Discussion Mayor McLeod outlined the budget process and asked Council to share items they would like to have considered as he works with staff to prepare the 2027,2028 Biennial Budget, Councilmembers requested additional forecasting beyond the Six -Year Capital Improvement Plan (CIP) to facilitate budgeting and zoning decisions in the future„ an 'emphasis on preventative maintenance for City facilities, and the focus of public safety to include climate and environmental considerations Tukwila City Council Regular Mnutes Page 4 of 4 June 15, 2026 REPORTS a. Mayor Mayor McLeod attended the King County State of the County Address with County Executive Girmay Zahile,y who spoke to his, commitment to the Boeing Access Road Stafion project. He attended the FIFA World Cup Viewing Lounge in Southcenter as well as the first ever City of Tukwila Block Party„ b. City Council Council President also attended the events referenced by the mayor as well as the C Concourse Expansion Grand Reveal Event at the Seattle -Tacoma Airport on June 10th Councilmember Martinez referenced attending the same events and commented on the atmosphere of the Viewing Lounge He explained the FIFA World Cup related events hosted by the City are funded through the Lodging Tax Fund. Councilmember Hedrick attended the Washington Fire Commissioners Association Seminar which focused on transforming culture and she is eager to apply some of the tools she discovered, Councilnnember Camacho attended the C Concourse Expansion Grand Reveal as well as the Youth Experiential Training Institute (YETI Year -End Campfire Celebration Councilmember Ho attended the FIFA. World Cup events and invited attendance at the Tukwila Historical Society Stories of Arrival, She also announced the upcoming Juneteenth and World Refugee Day Celebrations being hosted by the City, c. Staff Marty Wine, City Administrator, referenced the city Administrator's Report and invited questions from the Councilmembers and referenced the successful FIFA World Cup events to date. MISCELLANEOUS Councilmember Papyan requested the potential need for a moratorium for data centers be presented and discussed at a Council' Committee meeting:.
