A Special meeting of the Tukwila Town Council was called to order
by the Mayor, Chas. 0. Laker, at 3 P.M. Councilmen present were Stan
Minkler, Rudolf Regel, A.G.Hadford, 'Melvin Watkins and Wynn Anderson.
Mr. Baker introduced Mr. Geo. T. Treadwell, chief Engineer of the
Port of Seattle, Mr. Bob Graham, attorney and Mr. Paul Seibert,rep-
resenting Frederick E. Laker Associated, in '.charge of Advertising
and Public Relations.

Mr. Treadwell told us there is a need for diversified industry and
the Duwamish River Valley is an ideal natural area for Industrial
growth. He stated the Port of Seattle has been given the job of creat-
ing the Duwamish Industrial Development District. A comprehensive n1.an
has been adopted and during the next few years be- 1 uiidi igi14idges
dredging a new 550 foot wide channel, filling low lands, relocating high-
ways, utility and railroad lines.
By the use of a map he showed the new channel of the Duwamish River
and yhe location of a new 4 lane highway along the east side of the
Valley. The Port will acquire the flat land between the hills, which
will be appraised and purchased. They will bring in Seattle water and
provide for sewage disposal.
John Dobson, Town Att@rney asked what policy he Port held relative
to retaining title to the property, mr. Treadwell stated that it is the
thinking of the Port now to improve the property and sell it. Some
property, however, will be held as a Marine Base and for Dock facilities.
Mr. Dobson also questioned as to the matter of the Port holding the
title. Will they make payment in lieu of taxes? I.Ir. Treadwell said it
world be necessary for the Legislature to pass an enabling Act to make
payment in lieu of taxes.
Mr. Doyle asked how long it would be before the improvement to
the Duwamish River would reach Renton Junction. i\ir. Treadwell thought
it would be in about 3 years.
Council members and members of the Planning Commission also raised
questions which Mr. Treadwell answered.
The question of Zoning arose and Mr. Treadwell was informed that
we have already started planning for comprehensive Zoning. He asked us
to call Fort Officials when this had been completed.
Mr. Strunder said he was sure the Planning Commission would be
able to work with Port Officials and he would keep in contact with them.
Mr. Baker thanked Mr. Treadwell, Mr. Graham and Mr. Seibert
for attending this meeting, and for answering our questions regarding
the Development of the Duwamish Valley.
