Councilmen present were Stan iaiinkler, Rudolf Hegel, A.G.Raaford, Melvin Watkins and Wynn Anderson. The minutes of the regular meeting of October 7 were read and approved as read. The minutes of the Special meeting of Oct. 10 were read and approved as read. The minutes of the Special meeting of Oct. 16 were read and approved as read. The minutes of the meet- ing of Oct. 28 were read and approved as read. A note of thanks from the Mothers' group using the Town Hall fpr Pre School play was read and filed. Mr. Baker road a letter from the office of the Secretary of State regarding nomination procedures. By motion the Council voted to adopt the filing method of declaring candidacy in place of the nom- inating "caucus and the Clerk was instructed to draw up an ordi- nance for same. A letter from our attorney, John Dobson, stated a search revealed that City Light had not exercised their option so we need another franchise with Seattle City Light if they wish to erect poles in Town. The report of the Water Dept. was read and placed on file. Mr. Bill Aliment Fire Chief,reported a committee from the Fire dept. had investigated the complaint of a fire hazard on property next to his, and the owner, Mr. Hegel, was taking care of the situation. Upon motion, 'rdinance 245, declaring an emergency in the r'ire dept. and providing for necessary expenditures, was placed on its first reading. Upon motion ordinance 245 was placed on ,its second reading by title only. Upon motion Ordinance 245 was placed onits third reading an final passage. Mayor Baker called attention to the fact that during the year it had been necessary to purchase tile to be resold to property owners. This expenditure had not been fcrseen atbthe time the budget was drawn up It was moved and carried the Clerk be instructed to draw up ab ordinance providing money sufficient to cover this expenditure be placed in the Street fund, and declaring an emergency. Upon motion, ordinance 246, a Planning and Zoning ordinance, was placed onits first reading. By motion, ordinance 246 was placed on its second reading by title only. Upon motion, ordinance 246 was placed on its third reading and final passage. Mr. Strander, Chairman of the Planning Commission stated they will be ready for a Compbehen- sive Plan in the near future. The Clerk reported an application for a business license from Mr. Arthur Watkins of 15450- 57th Ave. So. The Council asked the Clerk to inform Mr. Watkins he has permission to continue his business and we will grant him a business licence the first of the year 1958. It was moved and carried we sign an agreement with the City of Auburn regarding a Dog Pound and Service. Mr. Baker stated it would be less expensive to join with Auburn and other cities to control stray dogs, and he emphasized the necessity of buying a license for each dog. Work meeting was announced for Nov. 18, at S p.m. Public Hearing on the annexation of area to the south was announced for Nov. 12. at 8 p.m. Meeting was recessed at 9:40 to meet on Nov. 12 at 8 p.m. November 4,1957(continued) 233
