January 7, 1958
A recessed meeting.of the Tukwila Town Council was called to order
by the Mayor, Chas. G. Baker, at 7:00 P.M. Councilmen present were
Stan Minkler, Rudolf Hegel, A.G.Radford, kelvin Watkins and Wynn
Anderson.
Mr. Baker stated that Seattle City Light are requesting that they
be permitted to build a Sub Station within the limits of the Town of
Tukwila, requesting also the Town provide proper zoning for same.
Councilman Stanley Minkler asked Mr. Nelson if Seattle City Light
would be willing to work with the Town of Tukwila on a franchise
that would contain the following provisions:
By motion Ordinance 254, the salary ordinance for 1958, was placed
on its first reading. By motion, ordinance w 254 was placed on its
second reading by title only. By motion Ordinance 254 was placed on
its third reading and final passage.
This was a joint meeting of the Town Council and Tukwila Planning
Commission. Commission members present were John Strander, Chairman,
Carl Bergstrom, Secretary, Lawrence Frese, Robert Kelly, Ronald Doyle
Joe Aliment and Gerald Cysewski.
Mr. John Nelson, Executive Assistant Superintendent of the Depart-
ment of Lighting of the City of Seattle was then introduced by Mayor
Chas. 0. Baker.

1. That Seattle City Light will agree to a franchise tax on the
Sub Station and distribution within the Town of Tukwila.
2. That Seattle City Light will protect the Town of Tukwila
against duplication of service.

3. That Seattle City Light will protect the Town against Trans-
mission lines, which have their beginning or ending beyond the
Tukwila city limits, from passing over the residential area of
Tukwila.
4. That Seattle City Light will from the time of the start of
the construction of the Sub Station, maintain the Tukwila streets
they use to transport equipment and materials and, after the Sub
Station is completed they will scarify and replace the oil mat
surface of the roads to the condition in which they found them,
originially.
5. That the Seattle Water Department will work with the Tukwila
Town Council in establishing future water rates and service
connections.
Mr. Nelson stated he had discussed these five points with Mr. Heath
of the Seattle Water Department and with Mayor Baker and he felt sure
the franchise could be worked out with the Town of Tukwila along
these lines.
It was moved by Mr. Minkler, seconded by Mr. Anderson, that the
Tukwila Town Council grant Seattle City Light the right to construct
a Sub Station on the property for which they are now negotiating,
which is Approximately the present site of the Green Head Duck Club,
and the Council also agree to zone the property for same. Motion
carried.
Mr. Baker appointed ,i a committee A.G.Radford, Stan linkler,
Rudolf Regel. Larry Frese and Ronald Doyle to work with Seattle City
Light in preparing a franchise.
Mayor Baker introduced Mr. Paul J. McKay, District Engineer of
District 1, State highway Department. Mr. McKay stated he was glad
to meet with Tukwila Officials and to explaintto them and to those
affected the plans and proposals of the new Freeway.
With the aid of maps Mr. McKay showed the proposed route of the
Freeway and discussed especially the route through the Town itself.
He was aware, he said, that the Freeway construction would have an
economic effect on the community and would no doubt create problems
and asked for a committee of town officials to work with the Highway
Department in locating access and egress routes within the town limits.
Mayor Baker appointed Stan Minkler, councilman and also a member of the
Planning Commission, John Strander, Chairman of Tukwila Planning
Commission and Gerald Cysewski, Engineer and a member of the Planning
Commission.
Mr. Baker thanked Mr. McKay for meeting with the Council. He said
town officials realize the difficult job of locating a Freeway route
and promised full cooperation with the Highway Lepartment.
