The recessed meeting of the 'Tukwila Town Council was called to order
by the Mayor, Chas. O. Baker, at 8 2.M.

The meeting convened with Mayor Baker welcoming highway Department
members and he spoke of having cooperation reflected in their attendance.
nayor Baker read the April 17, 1959, letter from himself, requesting
Mr. McKay to make plans for highway development in the Tukwila area
available to the town and objecting to being placed in a position of
having to review plans already approved by the Bureau of Public Roads
and becoming, if differences develop, a source of delay in the highway
construction program.
Mr. Baker then read the April 24, 1959, letter addressed to him from
Mr. P. J. McKay, concurring in the statements and suggesting this
meeting.
Mr. McKay was introduced and stated:
That the highway plans were yet in a preliminary stage and subject
to change. No approval had been received from the Washington State
Highway Headquarters or from the Bureau of Public Roads. He re-
iterated that much of this delay has been caused by failure to
resolve a problem between the 'lighway Department and the Port of
Seattle, reference a high level crossing of the Duwamish Waterway.
The Highway Department's latest meeting with the 'ort of Seattle
was three weeks prior to this meeting. ivir. George Treadwell, Chief
Engineer, Port of Seattle, is preparing a report on the need for
the high level crossing of the Seattle- Tacoma- creeway, over the
proposed cabal by the crossing of Seattle. Mr. McKay introduced his
staff and with a brief resume of their position, showed a vicinity
location map which was a Coast and geodetic map upon which the pro-
posed routes were shown with circles representing; interchange points.
Mr. Mciiay reviewed construction program:
1) Fall of 1959, construction of two contracts should be let on
the Seattle- Tacoma Freeway.
(a) Pierce -King County line to PSH5, the new limited access
connection to Auburn.
(b) r PSH5 to SSH -5A, the Kent-Kangley 'toad, vicinity of
Midway.
2) The right of way, design, and so on, for the section from SSH-5A
to SSH -5M, north of Tukwila, shoild be completed in the 1959-
1961 biennium. The section is scheduled to be constructed in the
1961 -1963 biennium.

3) The east -west highway through Tukwila from the Seattle- Tacoma
Freeway to Burien, is scheduled to be completed and open to a
connection with SSH -5M in the 1959 -1961 biennium. Money for
this is already available, plus funds for some of the bridges on
this_

'ederal Aid Interstate route through Renton.
4) The valley route, a limited access highway, generally through
Auburn and rent to Renton, will have the right of way purchased
as soon as the plans are approved. All public hearings eequired
by law, have been held. The Bureau of Public rtoads approval of
the access egress control and interchange, are yet needed.
In reference to the Tukwila locations, Mr. iicjLay stated that when the
plans were completed and approved by the Washington State Highway Head-
quarters, they would be sent to the Bureau of Public Roads for approval
and then a public hearing, required by law, would be held.
The question was asked if these plans could be reviewed prior to being
sent to the Bureau of Public Roads in the interest of avoiding future
delay by possible later return to the Bureau for approval of revisions.
The question was not answered directly, except that the above was their
plan of procedure.
Mr. Faley, the location engineer, was then introduced. ide stated that:
The Department of Hi has studied four sets of plans for
crossing of the Duwamish as follows:
1) Crossing at the north end of the Ioster Golf Course, with a
125 foot clearance, high level bridge. This would pass through
or within close vicinity of the clubhouse.
3) Northerly of #2 and near the railroad, also a low level barge
canal crossing.
The next grade separation southerly of Tukwila, would be at South
178th, but no grade separation is planned at South 164th, due to
extensive grade. A full interchange with direct turning ramps for
the more heavily traveled movements would be constructed at the
Seattle- Tacoma t'reeway and East Lake Washington By -Pass. This is
in the vicinity of the present SSH -1L, the Three Tree Point load,
but with ramp connections also to SSH -1L.
In answer to inquiry, the minimum right of way for the interstate
route is 63 feet from each edge of pavement. The plans were dis-
cussed in minor detail.

2) A crossing north of #1 above, and in the vicinity of the "covered
bridge This would be a 40 foot clearance, low level bridge,
spanning the proposed barge canal rather than the ship canal.
4) Originally the basic plan was on the floor of the valley with no
particular clearance over the Duwamish Waterway.
Mr. Bogart, limited access engineer, was then introduced. He stated that:
Two alternate and tentative access egress plans were shown for the
Tukwila area. He reviewed that the access control policy, set by
the L>ureau of Public jtoads, normally required interchange spacing
at three miles, but that the next interchange here at Tukwila would
be at South 144th. He also reviewed that the Bureau of Public Roads
policy does not allow r'ederaT Aid Interstate connections from front-
age roads.

Mr. Cysewski inquired of mr. mc ay if the City could work with his
staff and Mr. Bogart on details of interchange design. There was no
answer to the question and the inquiry was not pressed further.
The meeting was adjourned on a harmonious note, at 10:15

The Highway Department plans to fill over the City of Seattle water
main location on approximately South 160th, with 30 foot fill, or,
if the pipe will not stand that fill, to case or bridge the pipe.
The meeting continued with a general discussion and question and answer
period. The following points were brought up;
The East -West Limited Access Highway from Seattle- Tacoma l reeway to
Renton, (Lake Washington bridge By- Pass), has not been firmed, since
the requirements for barge canal clearance has not been set. This, if
required, is 40 feet according to mr. Haley.
Request was made by Mayor baker to have these plans, being shown by the
Highway Lepartment, made available to the City for a period of a week
for study. mr. mcKay did not refuse directly but stated that they would
like 30 days to further develop the interchange of SSH -1L and FAI -5,
Seattle Tacoma Freeway. They would then give the plans to the town for
study. lie and mr. Bogart both reiterated that they were trying to reduce
the area required for the interchange to not encroach upon the parking
areas of the proposed shopping center. iYlr. 1Y1chay further stated that
with some of the ground excavation in the vicinity of the Seattle- Tacoma
ereeway, the freeway location may very well be shifted slightly westerly,
to accomplish grade design meeting rederal Aid Interstate standards.
Mr. McCurdy inquired into the plans of the highway as they may be revised:
if the ground excavation by the abutting developer is requiring minor
freeway shift to the west, coula not the south 164th grade be improved
so that the grade separation there is feasible. mr. IvIct -ay and i \ir. Bogart
jointly answered that they would re -study the problem. The City of
Seattle water line at South 160th was noted as a deterent to too great
a grade change. Mr. McCurdy expressed that negotiations were near com-
pletion and that the Seattle Water Line may be relocated by the bouthcente,r
developers. The highway officials were greatly interested and felt that
they might be able to effect some change.
Mr. McKay inquired of the proposed pipe relocation on South 160th, by
the abutting developers and requested of Mr. Cysewski that information
be sent to him, reference the plans.
Mr. mcKay was asked and promised to provide a map within 30 days of all
the locations and interchange details on the map extending on the south
to 196th and on the east to SSH -5M or the railroad, on the'west to U.S.
99, and on the north to north of Tukwila city limits.
Mayor Baker inquired if there were any way that the town was delaying
the preparation of the plans for these highway locations, interchanges
and so forth, and if there were any other way the town could help in
expediting this work. Mr. mcKay replied that the town's cooperation
was splendid and the town could do nothing alse to expedite the high-
way work. Mayor Baker related his being called by a citizen and of the
criticism directed toward the Planning (ommission and 'ouncil for de-
laying this highway work. Mr. McKay replied in offering to write those
accusing the city, setting forth the facts clearly, that the town id being
most cooperative.
