September 21, 1959
The recessed meeting of the Tukwila Town Council was called to
order by the Mayor, Charles O. Baker, at 8 P.M. Councilmen present
were Stan Minkler, A. G. Radford and L. R. Frese.
Mrs. irma Bassani presented to the Council a letter she had
received from the State ifighway Department in reply to one from
her which had been forwarded to Mr. McKay. The Highway Department
suggested that if it was a drainage problem the town was involved.
After some discussion as to what should be done Mr. Zepp was asked
to cehck and find the cause for the accumulation of water.
Mr. Frese reported for the committee investigating the request
for permission to hold a Duck Shoot. He recommended that Ord. l'o.
109, which forbids shooting in town, be reviled to allow organized
Clubs to receive permission for such shooting from the Town Council.
The Councilmen being agreeable to such a revision Mr. Frese moved
that Ordinance No. 109 be revised to allow organised Clubs to re-
ceive permission from the Town Council to hold Game Shoots, seconded
by Mr. Minkler and carried.

xarle Parker, Town lviarshal presented a request for a change in
Speed limits on Highway SS'H 2 -M. The Police Commission joined in
this request. Mr. }inkier moved that Town Council recommend to the
State highway Department to extend the 35 mile Speed limit from the
south entrance of the Foster Golf L.inks north to a point adjacent to
Nick's Auto Wrecking the 35 mile zone to apply to both north and
south bound lanes; recommending also that the double line permitting
NO PASSING in either direction in this area be installed, seconded
by Mr. Frese and carried.
The Tukwila Planning Commission presented a recommendation that
the Tukwila Comprehensive Zoning Plan be extended into that area
annexed and described in Tukwila Ordinance No. 292 and that a zone
of M -1, as defined in Tukwila ordinance No. 251 be placed on the
area.
Mr. Minkler moved the Council accept the recommendation of the
Planning bommission to extend the Tukwila Comprehensive Zoning Plan
into the area annexed and described by Ordinance 232, and that a
zone of M -1 be applied to this area seconded by Mr. Radford and
carried.
The Planning Commission also proposed two changes in the proposed
variance ordinance..Mr. 'Baker requested Mr. Minkler work on these
changes.
Mayor Baker read a report from the School Finance Study eomrittee
of the tidvisory Council of South Central School District. The Mayor
and Council agreed it was an excellent report.
A request from the Bell Construction to divert water under the
West Valley Highway and into the Green river was referred to Mr.
Frese and ;dir. Doyle who were told to contact the State Pollution
Control Commission.
A request from the planning Commission, previously presented,
to apply a zoning to an area annexed and described in Ordinance No.
255 and amended by Ordinance No. 259 was accepted. Mr. Frese
moved we approve this recommendation, secomded by ia.r. Minkler and
carried.
Mr. Frese moved Ordinance No. 283,applying a zoning to an area
annexed and described by Ordinance No. 255 and amended by ordinance
No. 259 be placed on its first reading, seconded by Mr. Minkler and
carried. Mr. Frese moved Ordinance No. 283 be placed on its second
reading, seconded by Mr. Minkler and carried. Frese moved Ord.
No. 288 be placed on its third reading and final passage, seconded
by Mr. Radford and carried.
A recommendation previously presented by the Planning commission
to apply a zoning to an area annexed and described in Ordinance No.
257 was received. Mr. Frese moved this recommendation be approved,
seconded by Mr. Minkler and carried.
Mr. Radford moved that ordinance No. 289, applying a zoning to
an area annexed to Tukwila and described under Ordinance lo. 257,
be placed on its first reading, seconded by Mr. Minkler and carried.
Mr. Radford moved that ordinance no. 239 be placed on its second
reading, seconded by Mr. Minkler and carried. Mr. Frese :moved that
ordinance No. 289 be placed on its third reading and final passage,
seconded by Mr. 1'vlinkler and carried.

Mr. 4aker read a recommendation from the Planning Oornmission
that a zoning be applied to an area annexed and described under
Ordinance 258 Mr. Radford moved to accept the recommendation
of the Planning Commission and to zone the area as recommended,
seconded by Mr. Frese and carried.
Mr. Frese moved Ordinance No. 290 applying a zoning to an area
annexed to the town under Grdinaz ce No. 258 seconded by Mr. Minkler
and carried. Mr. Frese moved Ordinance l'o. 290 be placed on its
second reading, seconded by Mr. Aiinkler and carried. Mr. Frese
moved Ordinance No. 290 be placed on its third reading and final
iassage, seconded by Mr. Minkler and carried.
Mr. Frese moved we advertise for bids for rip rapping along the
Duwamish and Green Rivers, bias to be received until 3 P.M. on
October 19th, seconded by Mr.. hadfora and carried.
