Mr. Paul McKay, Engineer of District No. 1 of the Washington State Department of Highways, who was present, together with members of his staff, attempted to clarify the position of his department on rezone ing. He explained that in the Interstate Highway program rezoneing developes higher highway costs and the tepartment wants to avoid that He further stated the Bureau of Public Roads will make an effort to have an authoritative map of the Freeways within 60 to 90 days. Under questioning, however, he could not state positively that this would be done. Mr. McKay asked why the owner desires the rezone, stating other Planning Commissions work with the highway Department. 175 Mayor Baker read a portion of a letter from Mr. George McBroom, attorney, representing the owner desiring the rezone, in which Mr. McBroom said his client demanded the request be granted, since signed maps of the Freeway routes had not been provided. Mr. McBroom, representing his client, Mr. Torlief Johnson, addressed the Council, saying he appreciated the problem and asked how long can the Council delay recognizing such a request. He asked also for the rezone of that area in the request, outside the Freeway route, pro- vided that such boundaries be officially and finally established by a map, filed with the Town Council not later than September 1, 1960.
