The recessed meeting of the Tukwila Town Council was called to
order by the Mayor, Uharles G. baker, at 8:00 P.M. Councilmen
present were Stan Minkler, A. G. Radford, R. K. Doyle, E. W. Ives
and Jerry Hamilton.
This date having been set for a Public Hearing on a request for
a rezone of an area described as Tract 29 of Brookvale Garden Tracts
and parts of Block 1 of McMicken Heights Division No. 1,the Clerk was
asked to read the request.
Mayor Paker reviewed the request for rezone, stating the State
Highway Department had requested no rezone be considered for 60 to
90 days.
Mr. Paul McKay, Engineer of District No. 1 of the Washington State
Department of Highways, who was present, together with members of his
staff, attempted to clarify the position of his department on rezone
ing. He stated they welcomed the opportunity to review applications
for rezone and were willing to assist and advise. He explained that
in the Interstate Highway program rezoneing developes higher highway
costs and the tepartment wants to avoid that He further stated the
Bureau of Public Roads will make an effort to have an authoritative
map of the Freeways within 60 to 90 days. Under questioning, however,
he could not state positively that this would be done.
Mr. McKay asked why the owner desires the rezone, stating other
Planning Commissions work with the highway Department.

Mayor Baker read a portion of a letter from Mr. George McBroom,
attorney, representing the owner desiring the rezone, in which Mr.
McBroom said his client demanded the request be granted, since
signed maps of the Freeway routes had not been provided.
Mr. McBroom, representing his client, Mr. Torlief Johnson, addressed
the Council, saying he appreciated the problem and asked how long can
the Council delay recognizing such a request. He asked also for the
rezone of that area in the request, outside the Freeway route, pro-
vided that such boundaries be officially and finally established by a
map, filed with the Town Council not later than September 1, 1960.

Mr. McBroom replied that his client is anxious to be in a position
to go ahead with the development and construction of buildings, if
the rezone request is granted.
Mr. Hedges, town attorney,was of the opinion that if the Freeway
route is not established rezoning should be allowed in accordance
with the Tukwila Comprehensive Plan.
After considerable discussion, Mayor baler asked for a recess for
ten minutes, so that the Council could come to a decision .regarding
action to be taken on the rezone request.
Mayor Baker again called the meeting to order and asked the Council
for their decision.
Mr. Doyle moved the recommendation of the Planning Commission be
approved and the Council rezone from R -4 to RMH so much of the
property described in the petition as lies outside of the boundaries
of the Freeways, provided that such boundaries be officially and
finally established by a map filed with the Town Council not later
than January 1, 196$. If such a map is not filed with the Town Council
by January 1, 1961, the rezoning of all the property described in the
petition becomes permanent, seconded by Mr. Minkler and carried
unanimously.
Mr. McKay thanked the Council for their action.
