HomeMy WebLinkAboutRes 1309 - Oppose Valley Medical Center's Proposed Hospital District Levy LA y90 r ;Oi 1908 City Washington Resolution No. 1309 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, OPPOSING VALLEY MEDICAL CENTER'S PROPOSED HOSPITAL DISTRICT INCREASED LEVY DUE TO THE PUBLIC SAFETY IMPACTS TO THE CITIZENS OF TUKWILA AND NEIGHBORING COMMUNITIES. WHEREAS, the City of Tukwila has a critical interest in protecting our community from emergencies and flooding; and WHEREAS, the Green River Flood Zone District is a Junior Taxing District that maintains and operates the valley flood prevention system that protects Tukwila as well as other communities in the region; and WHEREAS, the GRFCZ District operations and maintenance of the Green River Levees and P -17 pumping plant protects Tukwila's Central Business District (Southcenter), with over 15,000 employees servicing over 45,000 regional customers daily; and WHEREAS, the GRFCZ District operations and maintenance of the Green River Levees and P -17 pumping plant protects Tukwila's Central Business District (Southcenter), with over 1 billion dollars of assessed value including 11.8 million square feet of retail, office and commercial buildings; and WHEREAS, the primary funding source for the GRFCZ District is the District tax; and WHEREAS, the ability to protect the local community is critically tied to the City's ability to share resources within the restraints of the existing tax levy lid; and WHEREAS, Valley Medical Center (Hospital District #1) has proposed to increase its general -property tax levy on the November 8, 1994 ballot from 8.5 cents to 58.5 cents/ 1,000 assessed valuation; and WHEREAS, such an increase would eliminate the $500,000 in annual revenue the GRFCZD receives to maintain and operate the Green River levees and pumping plants according to the analysis of King County Assessor Scott Noble; and WHEREAS, if this proposal is successfully passed at the November 8th election, it would take effect January 1, 1995, leaving the GRFCZD without revenues to operate; and WHEREAS, if the Hospital District had proposed a lesser tax increase that did not preempt the Junior Taxing Districts' revenues the City Council would not oppose it; and WHEREAS, without the prior pursuit of alternative funding for the Flood Zone District, the Valley Medical Center proposal would have a negative impact on the ability of the Flood District to deliver basic services in the near or immediate future; and WHEREAS, the immediate loss of revenues for the Flood District will create critical public safety concerns; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: Section 1. That the Tukwila City Council is opposed to Valley Medical Center's 50 cent property levy increase as currently proposed due to the public safety impacts to the citizens of Tukwila and neighboring communities. Section 2. That the Tukwila City Council encourages all citizens to become informed as to the impacts related to potential loss of revenues to the Junior Taxing Districts as a result of the proposed Hospital District tax levy. Section 3. That the Tukwila City Council encourages the Junior Taxing Districts and State Legislators to establish as a high priority, the evaluation of long term funding options and solutions which will meet the community's need for public safety services.
