Resolution No. 1342 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUKWILA, WASHINGTON, IMPLEMENTING PUBLIC BENEFIT
POLICIES WHICH PROVIDE CITY INFRASTRUCTURE
SUPPORT AND CREATE CITY ENTERPRISE DEVELOPMENT
ZONES IN DESIGNATED AREAS OF THE CITY.
WHEREAS, the City of Tukwila desires to assist development in certain areas of the City
that are underutilized, deteriorated, or less accessible, and
WHEREAS, the City deems that certain economic developments that are consistent with
the City's Comprehensive Plan will foster stable and positive development, employment, tax
revenue and generally benefit the long -term welfare of the City, and
WHEREAS, certain areas of the City are to be designated City Enterprise Development
Zones which provide a public benefit to both the economic and social well-being of the City, and
WHEREAS, the City desires to establish criteria and a process to facilitate the
determination of economic social City Enterprise Development Zones, and
WHEREAS, City improvements to the traffic, water, sewer, surface water, and other
infrastructure within the respective City Enterprise Development Zones will attract and facilitate
development that is consistent with the City's Comprehensive Plan;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, DO HEREBY RESOLVE AS FOLLOWS:
Section 1. City Enterprise Development Zones defined.
A. Combined Citv Enterprise Development Zone. These are areas of Tukwila which are
identified as requiring economic and neighborhood revitalization. Commercial areas with
adjacent residential neighborhoods could be considered for this designation.
B. Limited Citv Enterprise Development Zone. Specifically designated commercial/
industrial areas which have limited access and infrastructure.
Section 2. Criteria to allow City contributions for infrastructure improvements.
A. All areas or specific developments which can be considered for related city public
infrastructure improvements must be included in a City Enterprise Development Zone.
B. Any area or development which qualifies under Section Two, A. above would have to
substantially meet each of the following criteria:
1. Consistencv with Comprehensive Plan. The development, or developments within
a specified area, must be consistent with the City's Comprehensive Plan and
applicable zoning and development regulations.

2. ComDlementary Benefits. This would include benefits such as facilitating additional
business development, redevelopment of underutilized properties, development of
vacant land, reducing threats to public health and safety, and special consideration
given to development within the Combined City Enterprise Development Zone.
3. Economic Enhancement. This would include: businesses that are unique; that are
not detrimental to the overall business environment; public assembly facilities;
industrial activities that provide jobs; and, secondary new business activity or any
other consideration which fosters a business climate consistent with the goals of the
City's Comprehensive Plan.
4. Direct and measurable (Net) New Revenue. The proposed development should
yield additional net revenue to the City. This would include: property taxes, sales
taxes (directly generated by proposed establishment), admission taxes, etc..
Analysis and conclusive determination shall be the responsibility of the Finance
Director.
Section 3. Process Determination.
The following steps will be required to allow the City to participate actively in infrastructure for
an area or development identified in a City Enterprise Development Zone.
A. City staff will review proposals which meet the criteria and make a recommendation to the
Mayor.
B. Proposed developments which are recommended for consideration will be forwarded to
the respective City Council committee(s) for their review.
C. The committees) will then make their recommendations to the City Council. This will
consist of specific requirements on the part of both the developer and the City.
D. The City Council reviews the recommendation, modifies, rejects or approves the
developers agreement which includes all requirements of the City and the developer.
E. The City Administration would be responsible for implementing the agreement and
monitoring the results of activities.
Section 4. City Enterprise Development Zone Locations.
The Administration will prepare a map of the City, similar to a zoning map showing the exact
location /area to be included for each zone. Included will be a description of the boundaries.
Section 5. Infrastructure Funding.
A. Infrastructure funded by the City would be limited to a maximum of two years estimated
net revenue to the City.
B. The City fund which provides the infrastructure would be reimbursed from revenue
generated by the development until the entire amount is repaid.
C. Infrastructure improvements provided by the City may serve to satisfy, but not waive,
portions of environmental mitigation, building code, or zoning code conditions that would
otherwise be required. of the developer.
Section 6. Revisions /Sunset Provisions.
A. The official map will be formally reviewed by the Administration at least every two years
and any recommended changes will be submitted to the City Council for their concurrence.
B. This policy will expire in 6 years from the beginning of the cycle unless renewed.

Combined City Enterprise Development Zone
The North boundary is the south side of S 134 St.
The South boundary is the north side of S 152 St.
The East and West boundaries include all of the regional
commercial and neighborhood commercial centers, with
Pacific Highway being in the middle, from S 134 St. to
S 152 St.
