Resolution No. 1343 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUKWILA, WASHINGTON DECLARING AN EMERGENCY DUE
TO HIGH WATER CONDITIONS IN THE GREEN RIVER AND
LOCALIZED FLOODING.
WHEREAS, extreme rainfall elevated river flows and caused local flooding at various locations
around the City during the week leading up to February 8,1996; and
WHEREAS, the City was informed by King County on February 8 that the conditions on the Green
River were anticipated to reach or exceed the maximum capacity of the City's levee system; and
WHEREAS, the Mayor of Tukwila was informed about river conditions and about the possible
need to utilize City resources to protect the property and safety of City residents and businesses; and
WHEREAS, the Mayor issued a proclamation declaring a state of emergency in order to allow City
forces to respond with appropriate resources in the event that river conditions posed an eminent threat to
public safety and public and private property; and
WHEREAS, the City Council wishes to provide their support and endorsement of the Mayor in his
action to declare an emergency and the ongoing efforts to carry out the necessary work to restore damages
sustained during the emergency;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON DO
HEREBY RESOLVE AS FOLLOWS:
Section 1. On February 8, 1996, through February 15,1996, high flow conditions in the Green River
required City forces to have the capability and authorization to respond to emergency situations to
protect public safety and public or private property even though City forces were able to respond to the
emergency situation while maintaining formal procurement and contracting practices as provided by
Washington State law.
Section 2. City staff are authorized to pursue federal and state assistance to complete the
restoration of public facilities and property damaged during the recent emergency event.
