HomeMy WebLinkAboutRes 1371 - Reduce Night Time Noise at Boeing Field J 01LA: wq k.: ti, O.' 1 `:2 Q 's `+'v�' O N- 1908 C ity Washington Resolution No. /3 7 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, URGING THE COUNTY EXECUTIVE AND METRO- POLITAN KING COUNTY COUNCIL TO TAKE MEASURES TO RE- DUCE NIGHT TIME NOISE AT BOEING FIELD. WHEREAS, King County owns and manages the King County International Airport (also known as Boeing Field), an urban airport surrounded by residential communities; and WHEREAS, several residential neighborhoods in Tukwila are directly under the flight path of air traffic into and out of King County International Airport, and citizens in those neighborhoods are repeatedly subject to hav- ing their sleep disturbed between 11 p.m. and 6 a.m. by airport noise; and WHEREAS, communities such as Tukwila that are close to the airport bear a burden at all hours for the ex- cessive noise and pollution generated by airplane operations into and out of Boeing Field; and WHEREAS, the rate of noise complaints recorded by the King County International Airport Noise Officer has increased more than six fold in each of the last two years, and airplane activity has increased rather than de- creased each year, thereby increasing the noise associated with the airport; and WHEREAS, many urban airports in the U.S. have imposed severe restrictions on nighttime operations to provide their communities with a noise free environment during the normal sleep period; and WHEREAS, King County Ordinance 9523 referenced noise monitoring and ad hoc citizens' noise advisory groups as important components of remediation and modernization at the airport; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: Section 1. Commercial night time flights between the hours of 11 p.m. and 6 a.m. should immediately be restricted to Stage 3 airplanes in order to allow citizens to sleep at night. Federal flights of a military, security, or emergency nature must be allowed to operate, but should be discouraged overnight. Section 2. Current Stage 2 airplanes equipped with hush kits should not be allowed to operate between 11 p.m. and 6 a.m., as the hush kits do not reduce noise levels experienced by residents under the flight paths. Section 3. We urge the Metropolitan King County Executive and County Council to review the noise monitoring program established by Ordinance 9532 and to take active measures to reduce overall noise in residential neighborhoods due to operations at the King County International Airport.
