HomeMy WebLinkAboutRes 1383 - Findings and Conclusions and Peaks Planned Residential Development (Sunshine Ridge PRD) �v.11LA, E-1 LQi <L/l� Ir.% i0 it of Washington Resolution No. 1. 3 A RESOLUTION TO APPROVE A REVISED DESIGN FOR THE "PEAKS" PLANNED RESIDENTIAL DEVELOPMENT (FORMERLY KNOWN AS SUNSHINE RIDGE) AND ADOPTING FINDINGS AND CONCLUSIONS. WHEREAS a project design was previously approved in City of Tukwila Resolution No. 1331 (City of Tukwila Planning Division file number L95- 0054); and WHEREAS significant individual and cumulative design changes have been proposed by the applicant which require further approval by the City Council; and WHEREAS the City Council held a public hearing on August 11, 1997, after properly posting a notice of the hearing on the site, mailing notice to property owners within 500 ft. of the site boundary and hand delivering notice to residents within 500 ft. of the site boundary; and WHEREAS the City Council did provide preliminary direction as to the resolution of outstanding issues after the close of the public hearing; and WHEREAS the applicant has submitted drawings to demonstrate their proposed implementation of the City Council direction; and WHEREAS subsequent minor site plan changes have also been reviewed and approved; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, DO HEREBY RESOLVE AS FOLLOWS: Section 1. Revisions to the previous design approval (Res. 1331) were proposed based on submitted plans. Section 2. The City Council finds that the proposed plans and subsequent clarifications during the public hearing and deliberations accurately reflect the proposed revisions. Clarifications are presented below: 1. The front (south) site plan is as shown in Sht. L -3. 2. The western perimeter landscape strip will be less than 10 ft. wide subject to fulfilling the same level of landscape functionality as a 10 ft. wide strip, as reflected in the landscape plan (Sht. L -1). 3. The sidewalk from street to Building A shall be a minimum of 6 ft. wide. 4. Site fencing shall incorporate a bottom 2 "x 4" board with at least one of the bottom 1 "x 4" boards being slightly raised to allow drainage. 5. Landscaping shall be provided at the Building A pedestrian entry as presented on the sheet labeled "West Entry Building 'A All site and landscape plans shall be revised to reflect this installation being characterized as having a minimum 15" wide continuous planting bed or individual shrub beds with a diameter of 24 inches. 6. The children's play area on the recreation deck shall be as located and designed on Sht. L -1. Section 3. The City Council concludes that the clarified proposed revisions satisfy the Multi- family Review Guidelines in TMC 18.60.053, including those for site planning, building design, landscape and site treatment, and miscellaneous structures, except that the southeast concrete retaining wall should have an integral brown color to reduce its visual prominence (Tukwila Department of Community Development memo dated October 6, 1997). Specific deliberations and materials are located in file L95 -0054 in the City of Tukwila, Department of Community Development. Section 4. The proposed design revisions, as clarified above, are approved subject to the condition that: the new concrete retaining wall in the southeast property corner shall have an integral brown color.
