HomeMy WebLinkAboutRes 1386 - Sole Source Purchase of 1998 Chevrolet Astro Van Pv 4ILA, b y rr:�, i O 1908 C ity of Tukwila Washington Resolution No. 3 c(o A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, AUTHORIZING SOLE SOURCE PURCHASE OF ONE 1998 CHEVROLET ASTRO VAN FROM GLEN GRANT CHEVROLET DUE TO THE NEED FOR SPECIAL ARRANGEMENTS FOR VENDOR SPONSORSHIP. WHEREAS, the City of Tukwila has budgeted $25,000 for the replacement of the Drug Abuse Resistance Education (DARE) program van in 1998, and WHEREAS, the DARE program seeks sponsorship and support of it's programs in order to enhance community involvement and thereby enhance the effectiveness of the program, and WHEREAS, an effective means of securing such involvement is through the solicitation of a sponsor for the DARE van and displaying the vendor's name on the van in consideration for their support, and WHEREAS, local Chevrolet dealerships were given the opportunity to provide proposals for replacement of the van and have their name listed on it as a sponsor, and WHEREAS, three local dealerships elected to submit proposals under this arrangement and Glen Grant Chevrolet provided the proposal which offered the most substantial savings to the City and for substantially less than could be obtained through the Political Subdivisions portion of the State Bid for such vans; and WHEREAS, the purchase price proposed by Glen Grant Chevrolet for the new DARE van exceeds the maximum amount for purchases of such equipment without formal advertisement and bidding; and, WHEREAS, RCW 35.23.352 (9) allows for the City Council to waive the requirements for the advertisement and formal sealed bidding of equipment which is "subject to special market conditions and WHEREAS, the procurement of the DARE van through this sponsorship arrangement is deemed unique in circumstance and thus eligible for such a waiver; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: Section 1. The sponsorship arrangement which provides for the display of the sponsors name on the DARE van in consideration for a reduced purchase price is a noteworthy component of the community involvement aspect of the DARE program and constitutes special market conditions which limits the ability of the City to pursue the purchase through formal advertisement and competitive bidding as required by Section 35.23.352 of the Revised Code of Washington. Section 2. Competitive bidding for the purchase of the DARE van is waived due to special market conditions. Section 3. The Public Works Department is authorized to negotiate the purchase of (1) 1998 Chevrolet Astro Van to serve as the new DARE van, from Glen Grant Chevrolet in the amount of $19,440.95, less $6,000 trade -in, contingent upon approval by the City Council for the replacement of this vehicle in the 1998 Budget, and subject to the customary terms and conditions for the City's purchase of such equipment.
