Resolution No. 1402 A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUKWILA, WASHINGTON, ESTABLISHING
THE UTILITIES COMMITTEE, AND OTHER
MEMBERS AS APPOINTED, AS A "CITIZENS
STORMWATER QUALITY ADVISORY COMMITTEE"
FOR IMPLEMENTATION OF STORMWATER
QUALITY MANAGEMENT PLANS THROUGHOUT
THE CITY.
WHEREAS, the City of Tukwila needs to implement its water quality management
plans in order to preserve, protect and improve the water quality for the health and
welfare of its citizens, and also meet requirements by which the plans were funded; and
WHEREAS, the City needs a Citizens Advisory Committee to guide, recommend
priorities and oversee the ongoing implementation of the stormwater quality basin
plans within the City after these plans have been completed and adopted by the City
Council;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, HEREBY RESOLVES AS FOLLOWS:
Section 1.
A. The establishment of a "Citizens Stormwater Quality Advisory Committee"
(hereafter referred to as "The Committee shall be made up of the City of Tukwila
Utilities Committee plus a citizens group appointed by the Mayor and confirmed by the
Council to serve for terms up to two years. The membership of The Committee would
include the Utilities Committee members and up to 12 additional members. The
Committee will guide and oversee the ongoing implementation of the adopted storm
water quality management plans, projects and actions throughout the City.
B. The Committee will follow terms and conditions of funding grant agreements
by the Department of Ecology or other funding agencies required for the implemen-
tation of water quality management plans.
C. The functions of The Committee include: review and evaluate the adopted
basin plans; develop strategy and timelines to review, evaluate, and prioritize projects
and actions to achieve plan implementation; and provide guidance for basin plans
implementation efforts. Finally, The Committee will provide recommendations for
annual capital improvements into the City's annual CIP and budgeting processes to
achieve implementation of basin plans. The Committee will meet at least two times
annually to accomplish these goals.

Based upon the input from The Committee, the Utilities Committee will
review, evaluate and prioritize projects and actions to achieve basin plan implemen-
tations as part of developing its annual CIP and budgeting recommendations to the
City Council.
