HomeMy WebLinkAboutRes 1414 - Fees for Recreation Programs and Classes (Repealed by Res 1536) •ti or r I/o 1 o 19os City ofTukwila Washington Resolution No. /f.4/9 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, ADOPTING POLICIES FOR SETTING FEES FOR THE CITY'S RECREATION PROGRAMS AND CLASSES; AND REPEALING RESOLUTION 1053. WHEREAS, the City Council desires to adopt recreation fees that are both fair to participants and fiscally responsible from the City's viewpoint; and WHEREAS, recreation programs and classes are important to the health and well being of the community; and WHEREAS, Tukwila has a full range of programs and classes, and those should all be equitable on their own and with one another; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: Section 1. Definitions. A. Age groups. 1. "Youth" includes children under the age of 12. 2. "Teen" includes persons aged 12 -17. 3. "Adult" includes persons aged 18 -54. 4. "Senior adult" includes persons aged 55 and over for most activities; for some classes the age eligible for reduced class fees will be age 62 or over. B. Costs. 1. "Direct costs" are those costs directly related to the specific operation of the activity, such as balls, field or building rental, umpires and trophies for ball leagues, or instructor wages and supplied materials for an oil painting class. 2. "Indirect costs" are costs included as part of the general operating expenses of all recreation programs, such as brochure printing, Tukwila Community Center rooms and utilities, and City staff wages and salaries. Section 2. General Policies. A. Overall program fees shall cover the percentages listed in the following sections. However, specific programs within each age group can vary according to program needs, participants' ability to pay, market rates for similar programs, and the availability of City funding. RECFEES.DOC 1/14/99 B. In senior adult, teen and youth programs and activities, the Parks and Recreation Director or his /her designee may waive part or all of a fee in case of financial hardship. Such waivers shall be granted only occasionally and shall be used with great discretion. C. Fees and charges for all department programs will be reviewed yearly by the Parks and Recreation Director and by the Parks Commission, and shall be reported to the City Council's Community and Parks Committee. D. When fees are collected to cover program costs, they shall include the direct costs for operating the program. Indirect costs may also be used to calculate program costs, especially in adult classes and adult athletics programs. E. The City's scholarship program offered through the resident assistance program may waive up to 50% of the fees for Tukwila residents with financial hard- ships. Section 3. Class Fees. A. Class fees shall be kept as low as possible while allowing the City sufficient revenues to offer a variety of well- rounded programs. B. All adult, youth, and senior adult (aged 55 -61) classes will be offered to the community on a "break even" basis to cover 100% of the direct operating costs. Section 4. Senior Adult Program Fees. A. Program and class fees shall be kept as low as possible. B. Senior adult class fees shall cover a minimum of 50% of their direct operating costs, and those of senior adults aged 55 -61 shall cover 100% of their direct operating costs. C. No fees shall be charged for the regular social programs or for drop -in programs such as the exercise /fitness room. D. Use of the senior fitness room shall be free to Tukwila senior adults for up to three (3) hours per day, Monday, Wednesday and Friday. Other physical exercise activities may have fees which are less than regular adult fees. E. Special events and parties will not require fees unless special food is provided and paid for by the City. F. Seniors will pay 100% of the fees which cover expenses when trips and tours are provided by professional companies, or when additional fees are required for an activity. G. Senior adults are responsible for their own expenses on trips sponsored by the City. H. No fees will be collected for visiting general programs provided by the City, including nurse visitations at the community center and special events. Fees will be charged for van service for special purpose trips. I. Senior athletic league fees from outside the City shall cover 100% of their direct cost. Section 5. Teen and Youth Programs. A. Teen and youth program fees shall cover a minimum of 50% of their direct costs. RECFEES.DOC 1/14/99 C. Use of the weight room will require a minimal fee except during certain specified hours as determined by the Recreation Director or his /her designee. D. Teen and youth programs that involve an extra charge such as hiring a disc jockey or band for a dance, or special food for an event, will carry a fee to help offset these specific extra expenses. Section 6. Athletic League and Tournament Fees. A. Adult athletic league and tournament fees shall cover a minimum of 100% of their direct costs. B. Youth, teen, and senior athletic league fees shall cover a minimum of 50% of their direct costs. Section 7. Resolution 1053 is hereby repealed.
