A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUKWILA, WASHINGTON, AUTHORIZING SOLE SOURCE
PURCHASE OF THE TUKWILA COMMUNITY CENTER GYMNASIUM
FLOOR COVERING.
WHEREAS, the City of Tukwila has selected Bretlin Gym Pro heavy commercial carpet; and
WHEREAS, only one vendor has the specific floor covering compatible with our community center
floor needs; and
WHEREAS, the purchase price proposed by Western Hardwood, Inc., supplier of the Bretlin
carpeting, exceeds the maximum amount for purchases of such material without formal advertisement and
bidding; and
WHEREAS, RCW 35.23.352 (9) allows for the City Council to waive the requirements for the
advertisement and formal sealed bidding of purchases which are "subject to special market conditions and
WHEREAS, the procurement of the floor covering system is deemed unique in circumstance and
thus eligible for such a waiver;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON,
HEREBY RESOLVES AS FOLLOWS:
Section 1. The purchase of the Tukwila Community Center floor covering from Western
Hardwood, Inc., which is the only product deemed compatible for the Tukwila Community Center needs,
constitutes a special market condition which limits the ability of the City to pursue the purchase through
formal advertisement and competitive bidding as required by Section 35.23.352 of the Revised Code of
Washington.
Section 2. Competitive bidding for the purchase of the gym floor carpet system is waived due to
special market conditions.
Section 3. The Parks Recreation Department is authorized to negotiate the purchase of the
Tukwila Community Center floor carpet from Western Hardwood, Inc. in the amount of $35,403.60.
PASSED BY THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, at a Regular
Meeting thereof this day of 2000.
