HomeMy WebLinkAboutRes 1448 - Ratify 3 Proposed Amendments to Countywide Planning Policies ..11LA, t stir p 2 �so8 City of Tukwila Washington Resolution No. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, RATIFYING THREE PROPOSED AMENDMENTS TO THE COUNTYWIDE PLANNING POLICIES FOR KING COUNTY, AS RECOMMENDED BY THE KING COUNTY GROWTH MANAGEMENT PLANNING COUNCIL. WHEREAS, Countywide Planning Policies for King County were adopted and ratified through an inter- jurisdictional planning process in 1992; and WHEREAS, the Growth Management Planning Council for King County has recommended three proposed amendments to the Countywide Planning Policies; and WHEREAS, on May 22, 2000, the King County Council approved and ratified the proposed amendments on behalf of unincorporated King County through adoption of Ordinance 13858; and WHEREAS, interlocal agreement provides that amendments to the Countywide Planning Policies become effective only if ratified by at least thirty percent of local jurisdictions within King County representing at least seventy percent of the county's population; and WHEREAS, the proposed amendments have been reviewed by the Tukwila City Council and found to be beneficial to continued regional cooperation and coordination in managing growth; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: Section 1. Ratification of GMPC Motion 99 -1. The City of Tukwila supports ratification of Growth Management Planning Council Motion 99 -1, attached hereto as Exhibit A, amending the Countywide Planning Policies to adjust targets for new housing units to reflect annexations and incorporations from April 1994 through January 1998. Section 2. Ratification of GMPC Substitute Motion 99 2. The City of Tukwila supports ratification of Growth Management Planning Council Substitute Motion 99 -2, attached hereto as Exhibit B, amending the Countywide Planning Policies to reassign new housing targets for potential annexation areas (PAAs) and adopting an Interim Potential Annexation Areas map which will remain interim until all unincorporated urban areas are included in city PAAs without gaps or overlap. cpp 8 -00 Section 3. Ratification of GMPC Motion 99 -4. The City of Tukwila supports ratification of Growth Management Planning Council Motion 99 -4, attached hereto as Exhibit C, amending the Countywide Planning Policies to remove the six -year development capacity work item and to incorporate the review and evaluation ("Buildable Lands program as required by the State Growth Management Act under RCW 36.70A.215. WHEREAS, In 1994, the Growth Management Planning Council (GMPC) established the Land Capacity Task Farce (LCTF) and charged them to produce an improved, updated set of land capacity estimates, to establish a baseline from which regular, ongoing monitoring could. proceed; WHEREAS, The LCTF has reviewed and recommended a standardized methodology for jurisdictions to measure the zoned land capacity for residential, and non residential development for the 20 year plug prod WHEREAS, The jurisdictions have completed this analysis and the results show that the jurisdictions in King County have adequate capacity to accommodate the growth expected in their 20 -year plans; WHEREAS, The remaining work program item for the LCTF is to develop a method for calculating 6- year development capacity, WHEREAS, In 1997 the State Growth Management Act was amended to require a review and evaluation program be established in King 4nd five other counties and the cities within those counties consistent with elements of RCW 36.70A.215; WHEREAS, The review and evaluation program requiied of King County and its cities will produce information to inform the GMPC and the jurisdictions on whether there is sufficient land to accommodate the countywide population projection, determine whether the actual density of housing constructed and the amount of land developed for commercial and industrial uses within the urban growth boundary is consistent with the adopted comprehensive plans, and to determine the amount of land needed for commercial, industrial and housing for the remaining portion of the 20 year planning period; and WHEREAS, The review and evaluation program will prdvide information that is similar to what the 6- year development capacity would have provided; THE GROWTH MANAGEMENT PLANNING COUNCIL OF KING COUNTY HEREBY MOVES AS FOLLOWS: 1 VGMPC/99GMPCIMot99-4.doc 1 1 Steve Lancaster N10799-4.DOC W Pape 1. Amend the following policy: FW -1 Countywide growth management is a multi-step process... Step 5a: The Growth Management Planning Council or its succc: cor :hall established a Land Capacity Task Force to accomplish the work program prepared in April 1994 (scc Appendix 1). The Task Force completed the Residential Land Capacity Report in 1997 and the Industrial and Commercial Land Capacity Report in 1998. In 1999, in order to comply with RCW 36.70A.215, the April 1994 work program was deleted and replaced with the State's review and evaluation program. Step 5b: The Growth Management Planning Council or its successor shall conduct a review and evaluation program in compliance with RCW 36.70A.215. The purpose of the review and evaluation program shall be to determine whether Kin County and its cities are achieving urban densities within Urban Growth Areas. This shall be accomplished by comparing the growth and development assumptions. targets and obiectives contained in these policies (and in county and city comprehensive plans) with actual growth and development that has occurred. If the results of this program are inconsistent with the reouirements of the Growth Management Act (GMA). King County and its cities shall identify reasonable measures in accordance with the GMA. other than adjusting the Urban Growth Areas. that will be taken to comply with those recuirements. 2. Delete Appendix 4, the April 1994 Land Capacity Work Program.
