RESOLUTION NO. 704
A RESOLUTION OF THE CITY OF TUKWILA, WASHINGTON,
AUTHORIZING THE MAYOR TO EXECUTE A JOINT RESOLUTION
BETWEEN THE CITY OF RENTON AND THE CITY OF TUKWILA.
WHEREAS, a Transportation Study shows need for improved regional
traffic flows and a four lane roadway in the Grady Way /Southcenter Blvd.
Corridor, and
WHEREAS, the Grady Way Bridge Replacement and the Southcenter
Blvd. Extension are in the best interest of the safety and welfare of
all those using this traffic corridor, and
WHEREAS, the City of Renton and the City of Tukwila have a
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON DO RESOLVE AS FOLLOWS:
The Mayor is hereby authorized to execute the joint resolution
between the City of Renton and the City of Tukwila and to
forward said document to Renton for signatures.
Said Resolution is attached for reference.

AUTHORIZING THE MAYOR TO EXECUTE A JOINT RESOLUTION
BETWEEN THE CITY OF TUKWILA AND THE CITY OF RENTON
WHEREAS, a Transportation Study shows need for improved

a mutual interest in this project, now therefore
THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO
RESOLVE AS FOLLOWS:
SECTION I: The above recitals are found to be true and
correct in all respects.
SECTION II: The Mayor is hereby authorized to execute
the joint resolution between the City of Tukwila and the City
of Renton.

JOINT RESOLUTION BETWEEN THE CITY OF RENTON AND THE
CITY OF TUKWILA RELATING TO THE NEED FOR IMPROVED
REGIONAL TRAFFIC FLOWS AND FOUR LANE ROADWAY IN
THE GRADY WAY /SOUTHCEN7ER BOULEVARD CORRIDOR.

WHEREAS, The transportation studies have shown that the bulk
of the traffic on Grady Way and Southcenter Boulevard are eastbound /west-
bound connecting Renton, the Southcenter Commercial Area and I -5; and
that Grady Way and Southcenter Boulevard provide a corridor for regional
traffic flows, and
WHEREAS, the present "S" Curve alignment of the west ramp of
Grady Way Bridge provides a hazardous access to Interurban Avenue, and
WHEREAS, current accident statistics indicate that the rate of
traffic accidents are higher than is normal at Interurban Avenue and
Grady Way and at Interurban Avenue and Southcenter Boulevard than at
other neighboring intersections, and
WHEREAS, during peak hours, heavy traffic flows utilize the
Interurban link between Grady Way Bridge and Southcenter Boulevard
causing considerable traffic backups during peak hours and creating
hazardous driving conditions, and
WHEREAS, the 1 -405 freeway is overloaded during peak hours causing
substantial use of Grady Way /Southcenter Boulevard by the overflow traffic
for an east /west auxiliary route, and
WHEREAS, the cities recognize that vehicular traffic is using
this roadway system as a regional roadway link. And, also, that a more
direct link between Grady Way and the "T" Line Bridge would benefit both
cities by allowing smoother vehicular flow between Grady Way and South
center Boulevard, and
WHEREAS the Constru iop f a four lane bridge replacement project
in the existing right -of -way^ wil not alleviate the hazardous driving
conditions previously noted and that the traffic cannot be accommodated
on the existing two lane roadway between the east end of Grady Way Bridge
and Lind Avenue in Renton.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON AND
THE CITY OF TUKWILA DO RESOLVE AS FOLLOWS:
1. That the Cities proceed with the design and construction of
a replacement for the Grady Way Bridge structure within the
current right -of -way including an improved west ramp
alignment to reduce the roadway curvature, improve safety
and facilitate connection to Interurban Avenue and extension
to Southcenter Boulevard at the T -Line Bridge.
2. That design of the Grady Way Bridge replacement by the
design consultant provide:
A. Connections for a future extension to complete a direct
link to Southcenter Blvd. at the T -Line Bridge and the
development of cost effective routing and structural pre-
liminary design concepts (including preliminary cost and
schedule estimates for design and construction).
B. Provisions for a 4 lane extension of Grady Way from
the bridge east ramp to Lind Avenue in Renton including the
bridge across Springbrook Creek /P -1 Channel.

3. To work in concert to assure that regional funding sources:
A. Recognize the regional nature of the Grady Way/
Southcenter Boulevard corridor and the critical traffic
problems associated with the current alignment.
B. Assign top priority to funding the extension within
the two cities to alleviate the existing traffic hazards
and provide increased traffic capacity.
