RESOLUTION NO. 717
A RESOLUTION OF THE CITY OF TUKWILA, WASHINGTON,
AUTHORIZING THE MAYOR TO EXECUTE AN INTERLOCAL
AGREEMENT WITH KING COUNTY CONCERNING A COORDI-
NATED RESPONSE SYSTEM FOR EMERGENCY MEDICAL
SERVICES.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, DO RESOLVE AS FOLLOWS:
The Mayor is hereby authorized to execute an Interlocal
Agreement with King County to establish and maintain a
coordinated response system of emergency medical services.
Said agreement is between the cities of Auburn, Kent,
Renton, Tukwila, Pacific, King County Fire Protection
District Numbers 1, 2, 11, 18, 20, 24, 25, 26, 30, 37,
39, and 40 and King County.
Said agreement is attached hereto and incorporated as
though fully set forth herein.

INTERLOCAL AGREEMENT
THIS AGREEMENT, entered into this

19 r() by and between the cities of AUBURN, KENT,
RENTON, TUKWILA, PACIFIC, KING COUNTY FIRE PROTECTION DISTRICT
NUMBERS 1, 2, 11, 18, 20, 24, 25, 26, 30, 37, 39, and 40, here-
inafter referred to as ".The Providers" and KING COUNTY, herein-
after referred to as ".The County
WHEREAS, the Providers provide basic life support
services within their boundaries and by contract or agreement
to certain areas contigous thereto; and
WHEREAS, the County provides advanced life support or.

paramedic services within the service area boundaries of the
Providers; and
WHEREAS, it is the desire of the parties to establish
and maintain a coordinated response system of emergency medical
services; and
WHEREAS, this agreement is authorized pursuant to the
interlocal Corporation Act, RCW 39.34;
NOW, THEREFORE, it is hereby agreed as follows:
I
Each Provider agrees to support and maintain a system
of basic life support services providing first response capability
to out -of- hospital medical emergencies and agrees to maintain
an average annual response time, as measured from receipt of a
call by a dispatcher to arrival of a basic life support service
unit at the scene, that does not exceed 5 minutes.
Basic life support services shall be defined as the
level of emergency medical services provided by an Emergency
Medical Technician pursuant to RCW 18.73.110 and shall be the
first response initiated by a Provider to a medical emergency.
III.
Each Provider agrees to have "first response" mutual
aid agreements or similar arrangements in effect so that the
closest emergency medical service personnel will respond to a
request for service without regard for political boundaries.
IV.
Each Provider agrees to complete and submit to the
County an Emergency Medical Services Incident Report (Form
911) for each basic life support service response. The
County agrees to provide to each Provider a monthly summary
of data collected from the Emergency Medical Services Medical
Incident Report (Form 911) submitted by each Provider.
V
The County agrees to support and maintain a system
of advance life support services providing second response
capability to out -of- hospital medical emergencies within the
basic life support service boundaries of the Providers.
VI.
Advance life support services shall be defined as
the level of emergency medical service provided a Physician's
Trained Mobile Intensive Care Paramedic as defined in RCW
18.71.200 and Ch-. 248.15 WAC and shall be the second response
capability to medical emergencies. Advanced life support
service personnel shall be in charge of
when at the scene of a medical emergency.
VII.
The County agrees.to maintain an. average annaul
response time, as measured from receipt of a call by a dis-
patcher to the arrival of an advanced 1iie support service'
unit at the scene, that does not exceed ten minutes.

The County agrees to ,establish advanced life support
mutual aid agreements or similar arrangements so that the closest
advanced life support service unit will respond to a request for
service without regard for boundaries.
IX.
This cooperative undertaking shall be administered by
the King County Emergency Medical Services Division. Internal
administrative responsibility of the Providers shall be retained
by them. The County and each Provider shall designate a
representative to a South King County Emergency Medical Services
Advisory Council which shall review and make recommendations
concerning the provision and coordination of services.
X.
The duration of this agreement shall be from the
date of its approval by all parties signatory hereto and shall
continue in effect until terminated by withdrawal from this
agreement by the County or a majority of the Providers signatory
hereto. Termination by participating party shall take affect
only after not less than one year written notice to all parties
hereto.
XI.
The parties agree that they shall each individually
be responsible for the acquisition, holding and disposal of
real and personal property used in this cooperative undertaking.
XII.
This agreement may be amended only by written agreement
of the County and all Providers.
XIII.
The Providers agreed to assume responsibility for all
1 iab it it ies that occur or arise in anyway out of the performance
of this agreement by their officers or employees only and to
save and hold King County and County employees and officials

harmless from allasts, expenses, losses and amages, including
incurred of defense, ncurred as a result of any acts or omissions
of Providers, their officers or employees relating to the
performance of this agreement. The County shall, at all
times, be solely responsible and liable for the acts or the
failure to act of its employees and officials that occur or
arise in any way out of the performance of this agreement by
its officials and employees only and to save and hold the
Providers and the Provider's employees harmless from all
costs, expenses, losses and damages, including cost of defense,
incurred as a result of any acts or omissions of the County,
its officers and employees relating to -the performance of
this agreement.
XIV.
This agreement shall supersede any previous agreements.
If any section of this agreement is adjudicated to be invalid,
such action shall not affect the validity of any other part of
this agreement.
