RESOLUTION NO 728
ENDORSING THE KING SUBREGIONAL PLAN ADOPTED
BY THE KING SUBREGIONAL COUNCIL OF THE
PUGET SOUND COUNCIL OF GOVERNMENTS.
COUNCIL ACTION
WHEREAS, the King Subregional Council of the Puget Sound Council
of Governments adopted the King Subregional Plan on December 14,
1978; and
WHEREAS, the City of Tukwila is a member of the King Subregional
Council of the Puget Sound Council of Governments; and
WHEREAS, the King Subregional Council's member jurisdictions
have developed a Subregional Plan for guidance of local land use,
transportation, utility planning and intergovernmental coordination
which can minimize growth management conflicts and benefit the
region; and
WHEREAS, the Subregional Plan sets out a policy framework
for achieving phased and managed growth of the Puget Sound Region;
which will conserve environmental resources, amenities, energy,
and tax monies and more fully utilize existing investment; and
WHEREAS, the King Subregional Plan is the basis for conducting
planning, coordination and project review functions of the King
Subregional Council; now, therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF TUKWILA:
Section 1. The Tukwila City Council endorses the purposes
and goals and the policies contained in the Phased Growth,
Activity Center, Transportation, Public Utilities and Inter-
governmental Coordination sections of the King Subregional Plan
as listed in Appendix A of this resolution;
Section 2. The City of Tukwila will cause the King Subregional
Plan to be (1) taken as one consideration when reviewing proposed
major land use changes within the City; (2) used in the environmental
review of proposed projects; and (3) taken in combination with other
policies when doing planning and considering policy decisions; and
(4) taken by the City as a framework by which to review, with other
governments, land use, utility and transportation planning decisions
of an intergovernmental nature.
Section 3. The City of Tukwila's Comprehensive Land Use
Policy Plan remains a primary guide for making land use decisions.
Section 4. The City of Tukwila hereby designates the area
described on Attachment 1 to this resolution as a Secondary
Metropolitan Activity Center for the purposes of implementing the
Subregional Plan for the establishment of priority areas for the
concentration of employment and commercial growth and the alloca-
tion of transportation funding. The City further requests that
Map 2, entitled Designated Activities Center, King Subregion, of
the Activities Center Policy designate a Secondary Metropolitan
Center at this location by the name "Tukwila."
Section 5. In the event of subsequent amendments which are
proposed to the King Subregional Plan, the King Subregional Council
shall advise the City of Tukwila of such proposed amendments. Said
notice of Proposed Amendment shall be given in a timely manner which
shall allow the City of Tukwila to formally approve, reject, or
propose modifications to said proposed amendment prior to action by
the King Subregional Council.
Section 6. Every attempt should be made to resolve any in-
consistencies between the goals and policies of King Subregional Plan
and the City of Tukwila's Comprehensive Plan that may now exist or
may exist in the future through the forum of the King Subregional
Council.

Purpose
Purpose Statement
1 The overall purpose of the Subregional Plan is to be
a county -wide guide to basic growth management
decisions.
2 The Subregional Plan consists of county -wide growth
policies intended to be adopted and implemented
locally and to serve as a guide to local and inter-
governmental development decisions.
3 The specific purposes of the Subregional Plan are to
provide, at a county -wide scale:
a A uniform policy basis for dealing with major
growth shaping issues such as transportation,
land use and the provision of public services
and utilities;
b A policy basis for forecasting the distribution
of future year population and employment;
C A basis for the Subregional Council review and/
or coordination of various state and federal
assistance programs and environmental impact
statements;
d A policy basis for reference in the King
Subregional Council forums when considering
growth management problems;
e A way to complement and strengthen the inter
jurisdictional aspects of local plans.
Goals
Subregional Plan Goals
1 It is in the public interest for local general purpose
government to exercise direct control over decisions
which guide land development in their jurisdictions,
within a broad context of interjurisdictional agree-
ment about a subregional growth and development
strategy.
2 It is in the public interest to guide the location
and timing of growth, rather than to control the
amount of growth, in order to accommodate anticipated
population and employment increases within the County.
3 It is in the public interest to achieve a predict-
able pattern of land development which utilizes
previously committed land areas and existing facility
system investments before committing new areas to
development.
4 It is in the public interest to seek the concentration
of intensive land uses in designated centers or areas
in order to protect open space and low density land
use.
5 It is in the public interest to promote regional and
subarea patterns and levels of development which are
conducive to efficient and productive transit service.
6 It is in the public interest to promote interjurisdic-
tional coordination and cooperation in public policy
and governmental decisions regarding growth and
development.
7 It is in the public interest to insure that a suffici-
ent supply of land suitable for future housing and
employment needs is available.
8 It is in the public interest to promote land use
patterns that can accommodate a variety of lifestyles
and maintain options for future uses of the land.

PHASED GROWTH POLICIES
POLICY 1
NEW COMMERCIAL AND OTHER INTENSIVE ACTIVITIES
SHOULD LOCATE IN EXISTING URBAN AND SUBURBAN
CENTERS; NEW RESIDENTIAL DEVELOPMENT OFFERING
A VARIETY OF HOUSING OPPORTUNITIES SHOULD
LOCATE IN EXISTING CENTERS, IN SKIPPED -OVER
LANDS AND IN LOCALLY SELECTED LANDS ON THE
SUBURBAN/RURAL EDGE WHICH HAVE BEEN COMMITTED
TO DEVELOPMENT.

IGHEST PRIORITY SHOULD BE GIVEN TO PROGRAMS AND
FUNDING PROPOSALS WHICH IMPROVE OR MAINTAIN THE
CAPABILITY OF LOCAL GOVERNMENTS TO PROVIDE NECESSARY
SERVICES AND PUBLIC IMPROVEMENTS IN AREAS WHERE
GROWTH IS ENCOURAGED.
POLICY 3
A SUPPLY OF BUILDABLE LAND SHOULD BE MAINTAINED
THAT IS SUFFICIENT IN AREA TO MEET THE SUBREGION'S
HOUSING AND EMPLOYMENT REQUIREMENTS, AND LOCATED
SO AS TO BE EFFICIENTLY PROVIDED WITH PUBLIC
FACILITIES AND SERVICES.
POLICY 4 LOCAL GOVERNMENTS SHOULD IDENTIFY LANDS TO BE
RESERVED FOR FUTURE DEVELOPMENT.

MENTS SHOULD AFFIRM OR REVISE THE PRELIMINARY
ACTIVITY CENTERS BASED UPON THE CRITERIA IN
TABLE 1. THE SUBREGIONAL COUNCIL SHALL REVIEW
AND ADOPT DESIGNATED ACTIVITY CENTERS WITHIN
18 MONTHS OF ADOPTION OF THE KING SUBREGIONAL
PLAN
POLICY 6
CIRCULATION SYSTEMS INVESTMENTS RELATING TO
ACTIVITY CENTERS SHOULD GIVE PRIORITY TO
PEDESTRIAN, NON MOTORIZED AND PUBLIC TRANSIT
ACCESS.
POLICY 7
CENTERS SHOULD BE PLANNED AND DESIGNED TO CON-
SOLIDATE TRANSIT DESTINATIONS AND PROMOTE
PEDESTRIAN AND LOCAL TRANSIT CONNECTIONS WITHIN
THEM.

LOCAL GOVERNMENTS SHOULD PROVIDE INCENTIVES TO
PRIVATE INVESTMENT IN ACTIVITY CENTER DEVELOP-
MENT, CONSISTENT WITH LOCAL POLICIES.

AND OTHER HIGH OCCUPANCY VEHICLES, WHEN APPROPRIATE,
SHOULD BE GIVEN PREFERENCE)
A) IMPROVEMENTS TO FACILITIES NECESSARY TO
CORRECT EXISTING SAFETY PROBLEMS AND
MAINTAIN STRUCTURAL INTEGRITY AND OPERATIONAL
CAPABILITY OF FACILITIES AND SYSTEMS;
B) IMPROVEMENTS NECESSARY TO IMPLEMENT THE
KING SUBREGIONAL PLAN BY INSURING THE
VIABILITY OF DESIGNATED ACTIVITY CENTERS,
CONSISTENT WITH THE CHARACTER DEFINED FOR
EACH TYPE OF CENTER;
C) LOW CAPITAL SOLUTIONS TO TRANSPORTATION
PROBLEMS, COMPATIBLE WITH SUBREGIONAL
ACTIVITY CENTER AND PHASED GROWTH OBJECTIVES,
WHICH BETTER UTILIZE EXISTING TRANSPORTATION
FACILITY AND SERVICE INVESTMENTS;
D) CAPITAL INTENSIVE IMPROVEMENTS, COMPATIBLE
WITH SUBREGIONAL ACTIVITY CENTER AND PHASED
GROWTH OBJECTIVES, WHICH INCREASE THE
CAPACITY OF EXISTING FACILITIES;
E) NEW FACILITIES IN AREAS SUITABLE FOR INCREASED
DEVELOPMENT AS DEFINED BY SUBREGIONAL AND
LOCAL PLANS.

THE DEVELOPMENT OF TRANSPORTATION
FACILITIES AND SERVICES SHOULD NOT GENERATE
PRESSURES FOR DEVELOPMENT INCOMPATIBLE WITH LOCAL
OR SUBREGIONAL OBJECTIVES.
POLICY 3
PUBLIC AND PRIVATE TRANSPORTATION FACILITY AND
SERVICE IMPROVEMENTS WHICH ARE NOT FUNDED BY
SUBREGIONALLY- ADMINISTERED TRANSPORTATION FUNDS,
BUT ARE CONSISTENT WITH THE KING SUBREGIONAL
PLAN SHOULD BE ENDORSED.

PUBLIC UTILITIES POLICIES
POLICY 1
THE RESPONSIBLE UNITS OF GOVERNMENT SHOULD GUIDE
THE EXTENSION OF SEWER AND WATER SERVICE AREAS
TO EXPAND THE BUILDABLE LAND SUPPLY CONSISTENT
WITH THE POLICIES OF THE SUBREGIONAL PLAN.
LOCAL GOVERNMENT SHOULD GUIDE PUBLIC WATER
DISTRIBUTION AND WASTEWATER COLLECTION SERVICE
AREA CHANGES IN ACCORDANCE WITH THE SUBREGIONAL
PLAN'S PHASED GROWTH CONCEPT, PRIORITY BEING
GIVEN TO LOCATIONS WITH ONE OR MORE OF THE
FOLLOWING CHARACTERISTICS.
A. AREAS COMMITTED TO DEVELOPMENT THROUGH
PRIOR PUBLIC CAPITAL INVESTMENTS OR
PROGRAMS FOR STREETS, SCHOOL FACILITIES,
PARKS, ETC., SO THAT PUBLIC UTILITIES WOULD
SUPPLEMENT THESE OTHER COMPONENTS OF
URBANIZATION AND CONTRIBUTE TO INFILL
DEVELOPMENT.
B. AREAS WHERE PHYSICAL CONDITIONS OF THE
SERVICE AREA LEND THEMSELVES TO REASONABLE
COSTS FOR SITE DEVELOPMENT, CONSTRUCTION OF
ROADS, SEWERS, DRAINAGE, WATER, AND OTHER
PUBLIC FACILITIES.
C. AREAS WHERE PREVIOUS LAND DEVELOPMENT,
WITHOUT ADEQUATE PROVISIONS FOR HANDLING
SEWERAGE OR WATER SUPPLY, HAS CREATED A
THREAT TO PUBLIC HEALTH OR GENERAL
ENVIRONMENTAL QUALITY.

DEBATE AND CONFLICT RESOLUTION OF ISSUES AFFECTING
MORE THAN ONE JURISDICTION.
