CITY OF TUKWIL
A RESOLUTION OF THE CITY OF TUKWILA, WASHINGTON, REPEALING
RESOLUTION #656, AND SPECIFYING GENERAL GUIDELINES FOR
DEVELOPMENT OF THAT 38.9 ACRE PARCEL AT THE SOUTHWEST
CORNER OF STRANDER BLVD. AND ANDOVER PARK WEST COMMONLY
REFERRED TO AS THE "CITY LIGHT" OR "TUKWILA CITY CENTER
(CHARTWELL)" SITE.
WHEREAS, on October 16, 1978, the Tukwila City Council passed
Resolution 656 setting forth development guidelines for the City Light Property,
and
WHEREAS, Chartwell Development Company of Vancouver, B.C., Canada
is the contract purchaser of said City Light Property, and
WHEREAS, the Tukwila Planning Department prepared a draft environ-
mental impact statement based on the project configuration approved under said
preliminary waiver action, and
WHEREAS, on 4 February 1980 a public hearing on the draft environ-
mental impact statement was conducted by the City Council, and certain crucial
development considerations relative to the existing wetland habitat on the site
were discussed and,

WHEREAS, Chartwell Development Company obtained City Council
approval of a preliminary waiver on January 15, 1979 to construct a retail /office/
hotel complex on said property under guidelines of said Resolution 656, and
WHEREAS, it is the intent of the City Council to formulate design
guidelines which are responsive to these development considerations identified in
the aforesaid draft environmental impact statement, and which are responsive to
the long -range need for an adequate roadway system in the Southcenter business
area as described in the City's 6 -year street program.

NOW, THEREFORE, the City Council of the City of Tukwila does resolve
That based on environmental and transportation information before
the Council, and using policy directions contained in the Tukwila Comprehensive
Land Use Plan, the following guidelines are hereby adopted in order to provide
direction for future development of the City Light/ Tukwila City Center site:
1. Prevent surface runoff from paved areas on the site from
entering the wetlands unless approved water filter devices and other measures
are implemented in order to maintain suitable water quality for wildlife.
2. Encourage the wetlands environment to be used by wildlife,
particularly waterfowl. In order to accomplish this objective, the following
policies should be implemented:
a) Limit direct human access to the area of the wetlands
perimeter, and provide designated passive recreation/
viewing points at the points on the outer edge of the
wetlands.
Separate the nesting area from the mainland (possibly
create an island for nesting purposes).
e) Provide sufficient setback from the edge of the wetland
area to minimize the harmful affects of encroachment by
buildings, access roads and parking areas.
d) Provide sufficient "cover" habitat as part of the project's
Phase I landscape concept as resting and hiding
space for the wetland waterfowl population.
e) Establish and implement an on -going program to measure
water quality within the project wetland area in order
to prevent biological deterioration of its life- support-
ing capabilities.
3. Coordinate development of building sites on the overall site
by implementing the following design concepts:
a) Promote shared access points and internal circulation roads.
b) Encourage a compatible mix of office, hotel and retail
land uses on the site.
c) Review all building and site development plans for compa-
tibility with surrounding developed areas, as well as
for compatibility with the objectives of wildlife and
waterfowl enhancement.
4. Develop and implement a procedural strategy to minimize the
adverse effects of phased construction activity on the use of the project wetlands
by waterfowl.
5. Retain not less than 9.5 acres of the total 38.9 acre site as
a permanent wetlands environment to include islands, pond waters, and shoreline.
6. Location of the 9.5 acre wetlands environment shall be planned
as integral part of the total site development concept, Actual placement of the
wetlands area shall be left to the discretion of the project proponent and shall
be subject to concurrence of the City Council.
7. The project wetlands area, especially its shoreline and island
habitats, shall be designed in a manner to simulate as closely as possible, natural
conditions of vegetation, slope, solar- exposure, wind pattern, flight corridors,
food sources, and the like in order to encourage the on -going presence of wild
waterfowl within the wetland area.
8. Design of the man -made wetland environment shall involve the
expert counsel of competent professional specialists, including but not limited
to, waterfowl and entomological biologists, landscape architects, representatives
of the Audubon Society, and water quality control engineers to insure that a
well balanced, technological approach is maintained in re- creating the project's
wetlands amenity.
9. Development plans for the project site should include a 45'
wide right -of -way corridor for an access road along the south edge of the pro-
perty, and sufficient right -of -way should be reserved on the Strander Blvd. and
Andover Park West frontages of the site to provide additional travel lane space.
10. Development plans depicting the future utilization of the
entire site should be submitted at the time of waiver application review. Any
proposal indicating less than full development of the entire site should contain,
at a minimum, complete plans indicating redevelopment of the wetland areas.
PASSED BY THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, at
