HomeMy WebLinkAboutRes 0754 - CDBG Block Grant for Foster Bridge ReplacementCITY QF TUKWILA WHEREAS, King County is an urban county applicant for block grant funds under the Housing and Community Development Act of 1974, L.L. 93 -383, to provide local matching funds for the Foster Bridge Replacement; and WHEREAS, the City of Tukwila has adopted a plan establishing goals and strategies for projects funded by the Block Grant Program which will provide for cooperation with King County to provide for replacement of the bridge located at 56th Avenue South "Foster Bridge and WHEREAS, the City of Tukwila approves of and hereby joins the County in submitting a 1981 Housing and Community Development Project Application entitled "Foster Bridge Replacement THE CITY COUNCIL OF THE CITY OF TUKWILA DOES RESOLVE AS FOLLOWS: Section 1. City support of Foster Bridge replacement. The City of Tukwila agrees to support and participate with King County as a joint sponsor of the Foster Bridge Replacement project block grant application. Section 2. Notification of King County. The King County Department of Public Works shall be notified that the City of Tukwila will support and sponsor the project jointly with King County. This will provide a two lane road and pedestrian access to the Foster Peninsula in the vicinity of 56th Avenue S Interurban Avenue across the Duwamish River. 3. PROJECT BENEFITS A. Document how project either benefits low and moderate income people, and /or alleviates slum /blight. On the Foster Peninsula there are 50 residences and one major business. Total 1046,000. 11. FULL STATEMENT OF THE PROJECT (See Instructions on cack of page.) L GENERAL A. Problem In the spring of 1980 the 56th Avenue Bridge (Foster Bridge) collapsed. The bridge served 50 residences and one business. The only access now is a 14' wide road. This single access is restricted by piling for I- 5Freeway, the Duwamish River on the west sine and the railroad and a hillside on the east side. Several hazards exist to this one way access; an automobile or truck accident, a railroad accident (possibly of hazardous materials), a flood, etc. The existing road, if blocked for one reason or another, would make fire protection, ambulance and emergency vehicle access or evacuation impossible. The existing traffic pattern is two miles longer than it will be when the new bridge is built. B. Purpose To provide better vehicular and pedestrian access to Foster Peninsula Area. To provide alternative vehicular and pedestrian access to area. To provide faster emergency vehicle access. To provide access from the Peninsula Area to bus stops, school bus routes and commercial areas. II. PROJECT INTENT A. Goals To construct a new two lane bridge with pedestrian facilities across the Duwamish River in the vicinity of 56th Avenue S and Interurban Avenue. PAGE 3 IV.
