RESOLUTION NO 774
A RESOLUTION OF THE CITY OF TUKWILA, WASHINGTON,
AUTHORIZING REPAIR OF THE BRIDGE CROSSING THE GREEN
RIVER AT THE FOSTER GOLF COURSE AND DECLARING AN
EMERGENCY.
WHEREAS, the City of Tukwila owns an 18 -hole municipal golf
course within the city limits known as the "Foster Golf Course," and
WHEREAS, the City has issued general revenue bonds to finance
the acquisition of said golf course, and
WHEREAS, the City has entered into a lease agreement with Golf
Management, Inc., for the maintenance and operation of said 18 -hole golf
course, and
WHEREAS, 13 holes of said golf course are located on the north
side of the Green River and the remaining 5 holes are located on the south
side of the Green River and the only access for persons wishing to use said
18 holes and the only available and safe access for maintenance crews and
equipment to maintain said course is to use a bridge which spans the Green
River connecting the two segments of the golf course, and
WHEREAS, the subject bridge suddenly, without prior indication
of defects, had a failure of the northeast anchor and the north tower, and
WHEREAS, the bridge is unsafe for any use, is in imminent danger
of total collapse and complete destruction and may cause bodily harm and
damage to adjacent property, and
WHEREAS, it is in the interests of the general health, welfare
and safety of the citizens of the City of Tukwila and all other persons
using said bridge to have it repaired immediately, and
WHEREAS, it is essential for the maintenance and operation of
the golf course and to preserve and protect City property and various con-
tractual obligations of the City with its lessee and to preserve the financial
integrity of the City and its bond issue holders.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON,
DO RESOLVE AS FOLLOWS:

1. The current condition of the bridge crossing the Green River
and linking two portions of the Foster Golf Course poses an immediate
threat to the public safety and welfare. Unless actions to repair
the structure are taken immediately, there is a danger to human
safety and, in addition, a substantial or total loss of said bridge
due to further deterioration will result in a loss of valuable muni-
cipal property.
2. Said situation constitutes an emergency.
3. The Mayor and City Staff are authorized and directed to im-
mediately take such actions and to enter into such agreements as
are necessary to repair said bridge as soon as possible.
PASSED BY THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON,
at a regular meeting thereof this 15th day of January 1981
