RESOLUTION NO 845
CITY OF TUKWILA
A RESOLUTION OF THE CITY OF TUKWILA, WASHINGTON,
PROPOSING REVIEW OF ITS CURRENT FORM OF GOVERNMENT.
WHEREAS, the City of Tukwila, Washington, currently operates
under the Mayor- Council form of government with provisions for a full
time Administrative Assistant, and
WHEREAS, State Law allows a non charter code city to modify
or change, under certain circumstances, its current plan of government
and adopt an alternative plan, and
WHEREAS, the relative merits of alternative government forms
have been considered by the City upon many occasions, and
WHEREAS, the City Council now wishes to gather information,
conduct hearings, solicit expert testimony and have free and open
debate on the subject, and
WHEREAS, the City Council desires to conduct these considera-
tions and any change that may result with minimum impact on the current
government and on the terms of the elected officials, and
WHEREAS, the alternatives within the Mayor- Council plan of
government can be selected by the Council, but the change to a Council
Manager form of government must be submitted to a vote of the people.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, DO RESOLVE AS FOLLOWS:
1. The City Council of the City of Tukwila declares its
intent to review alternative forms of government and to give considera-
tion to adoption of an alternative form.
2. The forms of government to be considered include:
A. Retention of the current Mayor- Council plan with an
Administrative Assistant or Personnel Manager.
B. Retention of the Mayor- Council plan of government with
increased salary for the Mayor and no Administrative Assistant.
C. Retention of the Mayor Council plan of government with
a reduction in the Mayor's salary and provision for a full time
professional City Administrator who reports to the Mayor.
D. Change to the Council- Manager form of government.
E. Other alternatives as the Council may decide.
3. The attachments to this resolution outline the plan for
considering this change, including:
A. Attachment A identifies the activities in this con-
sideration including public meetings, public hearings, debates,
etc. and shows the schedule for major milestones for the activities.
B. Attachment B presents a decision tree that characterizes
the major decisions to be made by the Council and /or residents
of Tukwila, and
C. Attachment C provides a brief summary of the characteris-
tics of the four primary governmental alternatives under considera-
tion.
A final proposal to continue, modify, or change the existing
Mayor Council form of government will be made following review and allowing
for public comment as outlined in Attachment B.
PASSED BY THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON,
at a regular meeting thereof this 17th day of January 1983.
