CITY OF

WHEREAS, on January 1, 1983, it was discovered the 12 inch water
line serving the Southcenter South complex within the City of Tukwila had
severely ruptured at a point where it traverses the Green River, thereby
causing a loss of water to the area; and
WHEREAS, in July 1978, by Ordinance 1069, the City declared an
emergency and authorized the Mayor and Public Works Director to repair this
same water service to Southcenter South; and
WHEREAS, the auxiliary source of water via the Kent /Tukwila
intertie is providing water to the Southcenter South Development on an
emergency basis only, and dry season water needs may cause this water source
to be cut off in the near future.
WHEREAS, said loss of water poses a hazard to the health, safety,
and welfare of the persons and property of the area served by said water
main; and
WHEREAS, emergency construction is necessary to protect persons
and property in the area from damage by the elements, including fire and
water; and
WHEREAS, it is essential for the City to restore service to said
water main as soon as possible; and
WHEREAS, it has been determined that immediate action is necessary
pursuant to RCW 35A.33.080 and RCW 38.52.070 (2).
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON,
DOES RESOLVE AS FOLLOWS:
The City Council of the City of Tukwila, acting at a
Regular Meeting in response to an emergency situation, in
order to perserve and protect the public health, safety and
welfare, as well as persons property from damage by the
elements, hereby authorizes the Mayor to make such arrange-
ments as are necessary to replace or repair said broken water
mains supported by a pedestrian bridge.
The City Council makes this declaration based on the under-
standing that the expenditure will not exceed $150,000.
This resolution is necessary for the immediate preservation
of the public health, safety and welfare and shall take effect
immediately upon its passage.
PASSED BY THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON,
at a regular meeting thereof the 21st day of March 1983
