BACKGROUND In 2005, Tukwila received a $200,000 grant to begin the design of a new signature bridge across the Green River as a key pedestrian and bicyclist connection between the Sounder's Tukwila Longacres Station and the Tukwila Transit Center along the TUC Urban Core. KPFF was retained and, in October 2011, Council considered the Type, Size, and Location (TS &L) report on the Pedestrian /Bicycle Bridge. After discussions on the merits of each bridge type and location, as well as public input during the Council discussions and an online poll, Council directed staff to proceed with the final design of the Twin Tied Arch bridge on a straight alignment without a future accommodation of a second bridge over West Valley Highway. An additional $1,250,833 in grants was awarded in 2011 to complete the design and environmental work with completion scheduled by the end of 2013. DISCUSSION The design team has developed design options for the bridge and wayfinding approaches. Public Works, Planning, Parks and Recreation, and Economic Development have all participated in two staff workshops that discussed specific architectural style options available, trail approach options, as well as considered right -of -way impacts and park opportunities. Staff will be presenting the trail approach and architectural design options with a scale model. All options are within the same cost estimate that was presented in October, 2011 with the TS &L report. Cost estimates from the TS &L report include a 50% design contingency. A new cost estimate will be prepared this year to include more details from the preliminary engineering currently underway. No right -of -way cost estimates are available yet. BACKGROUND The Puget Sound Regional Council (PSRC) has announced its Call for Projects for the 2012 Federal Funding Programs. Full applications for candidate projects in the Countywide Competition were due by 5:00 p.m. on May 11, 2012. Per CIP policy, appropriate Committees must approve grant application submittals. The May 11 submittal deadline for PSRC was recognized too late to include the grant submittal approvals on any Committee agenda before the applications were due. DISCUSSION The following projects are recommended and applications were submitted for 2012 PSRC Federal Funding Countywide grants for Surface Transportation Program (STP) and Congestion Mitigation Air Quality (CMAQ), Preservation funds, and Non Motorized funds. We would also like Committee approval to apply for grant funding with the State Transportation Improvement Board for the Interurban Ave S Project, which will be applied for this summer. Pedestrian traffic is forced to walk in traveled way, lighting is substandard, drainage is poor and JUSTIFICATION: pavement failure is accelerating. Completed 90% of design in 2010. State TIB grant to be submitted in 2012. Federal STP construction grant STATUS: submitted in 2012 and the City will also apply for a PWTF loan. MAINT. Miles, Senior Planner DATE: May 18, 2012 SUBJECT: Development Agreement Procedures Referral to Planning Commission Needed ISSUE Should the City adopt an Ordinance establishing the process, scope, and content of Development Agreements? BACKGROUND As authorized by State Law, the City regularly uses Development Agreements (DA) to provide certainty in the development process. DAs, which are adopted by either Ordinance or Resolution by the City Council, allow the City to provide development projects flexibility from adopted development standards. DAs are specifically useful for large and /or complex developments, such as Tukwila South, Westfield Southcenter and the future Tukwila Village site. The authority for the City to enter into a DA is granted to the City under the Revised Code of Washington 36.70B.170. DISCUSSION The City Attorney's office is recommending that the City add specific language to the Tukwila Municipal Code (TMC) Title 18 to codiy the process for the City to enter into DAs and specific the scope and content of such agreements. Staff is proposing that an Ordinance be adopted which would add a new Chapter to TMC Title 18. This is purely codifying the City's past practices. Given that amendments are being proposed to TMC Title 18, a referral to the Planning Commission from a Council Committee is required per TMC 18.80.050. In order to accommodate the Tukwila Village Project, staff would like to take the proposed Ordinance to the Planning Commission on May 24, 2012 for consideration and a recommendation. Once a recommendation is provided, the proposed Ordinance, with amendments to TMC Title 18, will go through the regular Council approval process. FINANCIAL IMPACT None.
