SUBJECT: Grant Applications for State Federal Funds
ISSUE
Puget Sound Regional Council Federal Funds 2012 Cal! for Projects
Grant applications for State and Federal funds.
BACKGROUND
The Puget Sound Regional Council (PSRC) has announced its Call for Projects for the 2012
Federal Funding Programs. Full applications for candidate projects in the Countywide
Competition were due by 5:00 p.m. on May 11, 2012. Per CIP policy, appropriate Committees
must approve grant application submittals. The May 11 submittal deadline for PSRC was
recognized too late to include the grant submittal approvals on any Committee agenda before
the applications were due.
DISCUSSION
The following projects are recommended and applications were submitted for 2012 PSRC Federal
Funding Countywide grants for Surface Transportation Program (STP) and Congestion Mitigation
Air Quality (CMAQ), Preservation funds, and Non Motorized funds. We would also like Committee
approval to apply for grant funding with the State Transportation Improvement Board for the
Interurban Ave S Project, which will be applied for this summer.

RECOMMENDATION
The Committee is being asked to approve the submittal of four (4) grant applications for
Interurban Ave South, Overlay Repair for East Marginal Way South, and the Walk Roll Plan
for the North Tukwila Manufacturing /Industrial Center (MIC).

DESCRIPTION:
Design and construct sidewalks, pavement restoration, drainage, and lighting.
Pedestrian traffic is forced to walk in traveled way, lighting is substandard, drainage is poor and
JUSTIFICATION:
pavement failure is accelerating.
Completed 90% of design in 2010. State TIB grant to be submitted in 2012. Federal STP construction

submitted in 2012 and the City will also apply for a PWTF loan.
MAINT. IMPACT:
Reduce annual pavement repairs and increase pedestrian safety.
COMMENT:
Federal Hwy STP Grant of $389,000 for design only. Proposed grants are Federal and State TIB.

PSRC's 2012 STP /CMAQ
Countywide Process Screening Form
Due date: Completed screening forms should be submitted along with your full countywide application packet by the
deadline assigned in your countywide Call for Projects. Each countywide chair will then submit all screening forms
to PSRC.
Who should complete this form? This screening form must be completed for all projects submitted in countywide
processes to compete for PSRC's STP /CMAQ funds. Please ensure that any projects submitted after the
countywide process deadline also have a completed screening form sent to PSRC.
Why is this form being requested? PSRC staff will screen all projects to help ensure minimum requirements have
been met. If potential problems are identified, staff will be able to follow up with sponsors BEFORE countywide
funding recommendations, to avoid possible complications after recommendations have been made.

For roadway project titles: list facility name, limits, and any other identifying words. E.g., SR -520 HOV (104th Ave
NE to 124th Ave NE).

1. Planning and engineering study of non motorized options for Boeing Access Road corridor; and
2. PE /Design and Construction of bike facilities on East Marginal Way S. between Boeing Access Road and

along Airport Way to northern City limits.

Tukwila Comprehensive Plan; Manufacturing Industrial Center Element, Policy 11.1.9
"Reduce reliance on the single- occupancy vehicle for transportation of employees in and out
of the MIC." (page 47)
Tukwila Comprehensive Plan; Transportation Element, Policy 13.3.6 states, "Include as a
priority increased transportation choices such as transit use; rideshare measures, such as
carpooling as capacity mitigation measures; and pedestrian and bicycle facilities. After
consideration of these priority improvements, consider signal improvements, other street
capacity improvements, and street widening as a last resort." (page 75)
