Ryan Way - Minor Arterial • BAR - 6 Lanes; Ryan Way - 4 lanes, All lanes 11' • Posted speed of 40 mph • ADT (2008 Average) of 36,301 east of E Marginal • ADT (1991) on Ryan Way - 7,653 • Heavy truck volumes on Boeing Access Rd. • Shoulder and sidewalk on south side • Number of bicycle /pedestrian accidents: 5 -- >Locations: 3 b/w East Marginal and onramp to 1 -5; 1at Ryan Way & 47th Ave; 1 on Ryan Way 300' north of S 107th St. CONTEXT • The surrounding uses are primarily industrial • Connects Ryan Hill neighborhood to rest of City. • Future trail connections west of 1 -5 • Transit corridor with no stops Looking east toward Martin Luther King Way S. CONSTRAINTS • ROW averages 100'; Possible building encroachment at east end of road • Ramp merge areas have safety impacts • Boeing Access Rd. bridge over 1 -5 has constrained ROW (80') • Uphill portion of S. Ryan Way east of MLK • No shoulders on bridge over railroad • WSDOT owns the intersection of Ryan Way /BAR /MLK, as well as all on- and off -ramps • Any proposed changes to WSDOT ROW and limited access areas must go through an extensive review and approval process. OPPORTUNITIES • Possible use of existing asphalt path on the north side, from the off ramp from Airport Way • City has CIP project to replace the bridge over the BNRR that will be 110' wide w/ sidewalks both sides (2010 thru 2013). • This CIP project only involves one 340' section, out of a total length of over 2,500', of Boeing Access Rd. Looking east under light rail structure IMPROVEMENT OPTIONS • Option 1 - On Boeing Access Rd, widen road and bridge to allow for 5' bike lanes both sides and 6' sidewalk both sides. Would require coordination w/ ramp improvements. Provide painted bike lanes at all ramp merge areas. Would require relocation of signal poles, utilities, lighting, primarily near MLK intersection. On Ryan Way, restripe from 4 lanes to 3 lanes and provide 5' bike lane both sides. (Preferred) • Option 2 - Restripe Boeing Access Road to remove one EB lane, and provide 5' bike lanes both sides; Provide painted bike lane at ramp; Restripe Ryan Way from 4 lanes to 3 lanes and provide 5' bike lane on both sides or mark sharrows if road diet is not feasible. • Option 3 - Same as Option 1 for Boeing Access Road. On Ryan Way, provide a climbing lane in the uphill direction and sharrows in the downhill direction. Norfolk Street. This will require use or relocation of the existing rail line. A 12' wide trail will be built along the south side of the far western side of Boeing Access Road, before transitioning to a 5' wide bike lane along the south /east side of the NB ramp to Airport Way S. The bike lane will continue north along Airport Way S, to S. Norfolk Street. A painted bike lane is recommended where the WB to NB onramp from Boeing Access Road merges into Airport Way, to provide better visibility of bicyclists crossing the ramp. A crosswalk will be installed across Airport Way S, at S. Norfolk Street, which ties to Project B10. Wayfinding signage is recommended near the approach to E. Marginal Way S to direct bicyclists to the various other bike facilities and activity centers, such as the Museum of Flight. It is anticipated that the improvements can be made with little right -of -way impacts. No major impacts to utilities are anticipated. 4 Planning Level Opinion of Cost RIGHT -OF -WAY CONSTRUCTION ENGINEERING PERMITS $0 $434,700 $66,000 $30,000 TOTAL COST 12' shared use path Grass — Width varies 10' shoulder 11' 11' 3' Gore 11' > 11' Approx 85' Total $530,700 Tukwila Bicycle Friendly Routes and Sidewalk Segments — Chapter 2 Page 2 -11 B4 - On and Off Ramps to /from Airport Way and Boeing Access Rd On- and off- ramps to /from Airport Way and Boeing Access Rd Expand Existing Trail to 12 Feet Wide New Crosswalk i Connect to Existing Sidewalk Wayfinding Signage (Typ. ) New 12 -Foot Trail See Inset to Right Painted Bike Lane Potential Future Trail Wayfinding Signage to 5 Norfolk St New Crosswalk to Connect Norfolk Street to Trail Wayfinding Signage (TYp -) S Norfolk St_ -See Sheet 2 For Details See B -1O for Details Future Trail Connection Widen Shoulder as Necessary to Allow Bike Traffic Potential Future Trail Existing Rail line to be relocated New 5" Bike Lanes in Existing Shoulder Pave with Asphalt as necessary BIKE LANE SCALE 75 0 75 FEET 150 Tukwila Bicycle Friendly Routes and Sidewalk Segments — Chapter 2 Page 2 -12 B9 - East Marginal Way: Boeing Access Road to SR 599 East Marginal Way: Boeing Access Road to SR 599 Project Description This project improves bicycle facilities along E. Marginal Way S. between Boeing Access Road and the intersection at Interurban Ave S. It includes restriping existing shoulders along E. Marginal Way from Interurban Avenue S to S 112th Street, for 5' wide bike lanes in both the north and south directions. In the vicinity of the intersection with S. 116th Street, wayfinding signage is recommended to guide bicyclists/ pedestrians to the Duwamish River Trail. North of S. 112th Street, sharrows will be installed in both directions, due to the lack of roadway width, and to minimize impacts to adjacent businesses and their associated parking areas. All improvements can be accommodated within the existing right -of -way with no impacts to existing utilities. >< 5' -6" 12' kShoulder > 8' (varies) Approx. 40' -6" Total S 112nd Street to Boeing Access Road (See Sheet 1) 6' -6 " Planning Level Opinion of Cost RIGHT -OF -WAY CONSTRUCTION ENGINEERING PERMITS $0 $29,700 $5,000 $0 TOTAL COST 12' 12' +5 $34,700 6' -6" 59' Total Width Interurban Avenue S to S 112th Street (See Sheet 1) Tukwila Bicycle Friendly Routes and Sidewalk Segments — Chapter 2 W Page 2 -21 B9 - East Marginal Way: Boeing Access Road to SR 599 See B-4 for Details East Marginal Way: Boeing Access Road to SR 599 Sharrow Symbol (Typ.) .7.14 Future Trail Future Crossing See Sheet 2 For Details Matchline See Abov Approximate Location of Existing Light Rail Support Column See B -11 for Details See B -5 for Details Match line See Below Left BIKE LANE Restripe for 5 -Foot Bike Lanes in Existing Shoulder Restripe for 5 -Foot Bike Lanes in Existing Shoulder Wayfinding Signage to Green River Trail BEGIN RIGHT TURN LANE YIELD TO BIKES SCALE 75 0 75 FEET 150 Tukwila Bicycle Friendly Routes and Sidewalk Segments — Chapter 2 Page 2 -22
